Before 1935, we headed by the American Government. But, by the head of
Senate President Manuel L. Quezon, in 1934, Tydings-Mcduffy Act was enacted by the US Congress and signed by the American President Franklin Roosevelt, which has an objective to lead the Filipino Official to run its government within a 10-year transition period, that starting with the formation of its own Commonwealth Government. The United State help us to create our policies so that when the Philippines finally received its independence and finally lost the hand of the Americans in control of our country, it would be able to be a sufficient new nation that has its government. In July 1934, a constitutional convention was convened in Manila, and after many readings and revisions, on November 15, 1935, the Commonwealth Government was inaugurated held on the steps of the Legislative Building in Manila. The Democratic government has three branches which is the Executive that is charged with the execution and enforcement of laws and policies and the administration of public affairs, the Legislative is authorized to make laws, alter, and repeal them through the power vested in the Philippine Congress. This institution is divided into the Senate and the House of Representatives. and the judicial power is vested in the Supreme Court of the Philippines and lower courts established by law. The Supreme Court, which has a Chief Justice as its head and 14 Associate Justices, occupies the highest tier of the judiciary. In preparation for Economic and Political Independence, the Saligang Batas create a National defense Act of 1935, great control of our economy, the perfection of democratic institutions, reforms in education, improvement of transportation, promotion of local capital, industrialization, colonization of Mindanao, and the Bill of Rights. By the document written by Jose P. Laurel, the Bill of Rights is the main subject or the highlight of the commonwealth constitution which is has a provision to ensure the rights of its constituents to get our society to become better. Justice is one of the main goals of this constitution. To take away the experience that we have during Spanish Colonization, which is we are no longer right to move to show our grievances against the government because we are afraid. During that era, the entire country seemed to be improving and developing, throughout the country. There was a strong feeling of hope, and the people are stepping up from the great depression because true Independence was just a few years away. So now, as a student or as a Filipino Citizen, it is our right to have the knowledge and understand this 1935 Constitution because this is the basis of our new constitution which is the 1987 Constitution and just enhanced. We need to understand this to know our rights and to prevent being fooled by the people who are higher than us. In the end, all of us should benefit from the protection of the law, and the bill of rights from our Constitution.
