Arricle 12 of the Constitution of India defines the word State for
rhe purposes of Part-III of the Constitution as the Fundamental
Rights have been guaranteed to protect the public from arbitrary
actions of the State. The word State had to be defined in a wider
sense so as toinclude all its agencies which may be used by the State
for representation.
Article l2: In this part, unless the context otherwise requires, the
State includes the Government and the Parliament of India and
the Government and the Legislature of each of the States and all
local or other authorities within the territory of India or under the
control of the Government of India.
According to Article 12 of the Constitution, the State includes
