Runway Updates
Information on runway changes and construction at RJTT,
RJGG, and RJAA.

Electronic CIQ Rollout


The Japanese government is working to reduce paperwork for
those entering Japan.

Current Entry Restrictions

The entry restrictions set last month have been extended.

Slots New entry to Japan is still suspended, including for those previously
granted new visas.

The only persons able to enter Japan are effectively:


-Japanese Nationals
-Current foreign residents
-Operating airline crew

There are limited exceptions for humanitarian circumstances.

Those operating to Japan may find it useful to check the following


information on changes and bulletins relating to runways around the
country.

Haneda (HND/RJTT) Installation of Flashing-Lights/Pavement Construction

The following is planned for Haneda from JAN2022 until MAR2022:

Please ensure that all flight crew operating flights from RJTT are briefed on the
following incursion hazard. The original bulletin was released NOV 2020, but the
airport authority is hoping to increase awareness due to recent incursion issues.

Narita (NRT/RJAA) Taxiway Closure
Operation on taxiways adjacent to Narita’s B Runway will be restricted until OCT 2022.
The aim of the project is refreshing areas that have deteriorated over the initial
construction 30 years ago.

This will affect runway operations as follows:

(1) When runway 34L/R is used, runway 34L is used for departure and arrival, and runway
34R is used only for departure. In order to suppress delays caused by the
concentration of takeoffs and landings on the runway 34L, takeoff should be carried out
on the runway 34R (2,500m) in principle (excluding A380) unless it is truly unavoidable.
Your thorough cooperation is requested.

(2) When runway 16R/L is used, runway 16R is used for departure and arrival, and runway
16L is used only for arrival. In order to suppress delays caused by the concentration of
takeoffs and landings on the runway 16R, landing should be carried out on the runway
16L (2,500m) in principle (excluding A380) unless it is truly unavoidable. Your thorough
cooperation is requested.

(3) If the above is not possible due to unavoidable reasons such as weather
conditions, on your initial contact i.e. Tokyo Approach for arriving aircraft or
Narita Delivery for departing aircraft, please inform the ATC accordingly.

Electronic CIQ Homepage Released
On December 20th, 2021 the Japanese government released the “Visit Japan Web” site.

Background & Aims Submit your Quarantine, Immigration, and


Customs information online.
CIQ offices currently operate independently of
each other, with passengers submitting their
paperwork or digital forms separately to each
branch.

The “Visit Japan Web” portal is an attempt to


streamline the current system, make things easier
for passengers, and reduce physical contact with
an aim to prevent the spread of COVID.

Services Offered through “Visit Japan Web”


1. Upload negative PCR result certificate
2. Input basic information about basic entry to Japan
3. Input information required to present to Immigration
4. Input required information to Customs
5. Display the registered negative PCR results
6. Display QR code for info required by immigration
x Instead of filling out the “Disembarkation Card” and “Customs
Declaration,” passengers can submit the information online and

Limitations
Target airports are currently limited to:
Chubu (RJGG), Fukuoka (RJFF), Haneda (RJTT), Kansai (RJBB), Narita (RJAA)

Only English and Japanese language are supported

Passengers must still access other pages to complete the necessary steps to enter Japan,
like the Questionnaire page for Quarantine purposes.

Other Notes

Passengers can still submit the paper versions of Customs Declarations and
Disembarkation cards as were used until now. In fact, it may be smoother to do so for the
near future while the system is still being settled.

The only process that must be completed online before passenger entry is the
Questionnaire for Quarantine purposes.

The “Japan Customs Declaration App” is still available for passengers. 6
