CONSOLACION hi The Local Government Code of 1991 delegates to the Barangay the role as, planners and implementors of policies, plans, programs, projects and activities at the community level. The Barangay Assembly, through the leadership of the Barangay Council and active participation of the Barangay Development Council, serve as the forum where collective views and participation of the people were expressed, crystallized and considered. To realize the above-mentioned activities, itis imperative, therefore, not only to the barangay officials but also to the community members to be acquainted and familiarized with the participating development process wherein the voice of the grassroots is respected and heard. ‘The participation of different sectors to analyze the existing situation through observation of existing situation and SWOT (Strengths, Weaknesses, Opportunities and Threats) together with the gathered data, assisted by the City Planning and Development Office, Health Volunteers, NGOs, Private Sectors, Barangay Council and other agencies of Panabo City, formed the Barangay Development Plan of Barangay Consolacion. This city will never run if I would focus on making myself improve alone. The success that we aim needs manpower, it needs unity of its people. Before we strive to make our society a progressive one, we have to make sure that the smaller units of it, its barangays, are well taken care of. Panabo City has a total of 40 (40) barangays and each has its own needs and dilemma. As the father of this city, I aim to give everyone equal attention, No barangay is above the other. The city intends to allocate cnough budget for each, In my administration, priority is the road concreting of the barangay roads. It came into my knowledge that unpaved roads lead to different accidents. Another, a good road Jeads people to good destinations. Another, I also give importance to the safety and security of the people living in different barangays, I remind the men and women in uniform to strengthen the police visibility in all areas. With these small steps, I dream of progressive barangays of the City of Panabo. We should always be reminded that the performance of our duty reflects our heart of servant hood and we should behave in the manner that befits our office and Putting the people as the top priority. This promotion is structured for the priority needs of the people towards development while taking into account the local requirements. This proactive function of the barangay begins the hierarchy of progress felt by the general public. Like a puzzle that reveals a progressive Panabo, the city needs the piece of every barangay to complete the picture. Your development is our development. Your responsibility to your constituents will be most felt by the plan that you will come up with. The quality of public service that you render will be revealed through this. The provisions of the New Local Government Code of 1991 laid down the foundation of a strong and dynamic barangay government by enhancing the capability of the local officials in the efficient delivery of basic services to the barangay folks. The participation of the stakeholders in the barangay in charting the destiny of its own locality is of utmost importance in poverty reduction efforts We consider, therefore, the guiding tools in the Participatory Barangay Development Planning used in the preparation of the Barangay Development Plan as a timely needed approach in identification and prioritization of programs and projects that would truly address the minimum basic needs of the constituents. This essential document is the product of consolidated effort although there is some difference of opinions between and among barangay leaders, constituents and stakeholders on how to achieve the desired mission and goal. We all know that the barangay has limited natural, financial and human resources. Thus, it needs to plan to accomplish maximum results at minimum effort and resources to speed up to process of growth and development. My challenge to the barangay leaders, constituents and stakeholders is to continue the good things that we have started. CONSOLACION A. HISTORICAL BACKGROUND Barangay Consolacion is once part of Barangay Kauswagan and Barangay Malativas. It has an area of 280 hectares. It is 18 km away from Panabo. It has a Provincial Road, 4 km for brgy. Road, 4 hectares for subdivision. One hectare for school site, 14 hectare for brgy.Site. Having of 1880 more or less residents and it consist of § Puroks. Had already lights and road going to Panabo passing Malativas and Malabog. Before war begun, this site was already the habitat of the rare animals such as wild pig, deer, hornbill, snakes, birds and other wild animals. Aetas already existed in this area particularly in the westem side, But as time goes, Christians from different places came. They started “Kaingin” near valley going to Kauswagan and Malativas. ‘Through Kaingin, there was brightness inspite of the wide forest. The Boholano, Leytenio, Honggo, and other Christians, start planting abaca, rice, corn and other plants as source of their living. They continue with their work inspite of the destruction made by the wild pigs and monkeys. ‘When the World War II begun, the people felt crisis because they have no more source of income to buy their basic needs, no medical assistance and same time malaria was rampant. Because of that people felt the place. PRE-1950"s ‘After the war some people came back with no definite time. Kaingin expanded since migrants from Bohol, Leyte, Negor, locos, Luzon and etc., practiced bayanihan to clear the area for planting. 1950-1960 “This particular time farmers produced abaca and rice, Men who were having a higher income to such products became famous and they could also bring voice for BARANGAY DEVELOPMENT PLAN [BRGY. CONSOLACION Jo | the sake of the body. They still practiced bayanihan to transport products to the ‘market. And this group of people united to make a Barangay ways. There was an establishment happened, the first school, church and playing ground or what we call the meeting place where they spent time for pleasure especially Sunday. There are some people who owned a big area or hectares with a kindhearted donated a certain area for school. Persons who donated such area are the following. Benvenido Ubale, 2 hectare, Alipoyo Galo, 1 hectare, Pio Leopoldo and ‘SofranoMapula, 4% hectare for cementery. They also have barangay officials to run the barangay into development and success. The first Barangay Captain was BonifacioTocmo. He has also colleagues, the seven councilors namely: Onofre Bocton, Federico Agon, Napoleon Saguan, Procopio Francesquite, Juan Ubalde, Ignacio Tunday, and Leopoldo Lanyuhan. After that they are decided to register the barangay in the municipality of Panabo. ‘There are 3 names that they're going to select, Magtubo, Kahayag and Consolacion. They select the third one, Consolacion because Leopoldo Lanyuhan came from a peace and prosperous Brgy. Consolacion and it was registered since April 18, 1952, At that time with the help of Gov. Alejandro Almedras, there was @ first teacher named Ms, Rosario Peralta. But she had only start span of time there and it followed Mrs. Dolores Racho. After Bonifacio Tocmo’s Administration it was followed by Onofre Bocton. ‘Then again back to Bonifacio Tocmo. In Tocmo"s administration there are lots of improvements happened including the ceremony during fiesta with their Patron Virgin del Rosario. There was also a church for the Seventh Day Adventist under the leadership of Napoleon Saguan. In 1958-1962 it was Supronio Mapula’s administration. In his term, logging industry was gradually increase. There were also known loggers, Lim Pabamutang and Ricardo Gulanes, each of them have a designated area. In 1961-1970 it was Leopoldo Lanyuhan’s administration, during his term, four grades in school has already existing. Also has another % hectare additional for ‘BARANGAY DEVELOPMENT PLAN |BRGY. CONSOLACION Tm cementery. There were improvements in school and the community because of his leadership, He’s also a close friend to Mayor Gregorio Dujali, who’s supportive to all teachers. In 1971, end term of Leopoldo Lanyuhan, it followed by Luciano Tocmo. In 1971-1989 was a crucial term for Lucio Tomo. During his term Martial Law was declared on September 21, 1971. The Barangay officials were very extravagant to follow order from the President of the country. In every event in time, the Barangay Officials were forced to abide the rules because of Martial Law. It was only the church that became the moderator of peace and order that became also a burden for the religious sector (o be as better as they could. During this time, residents were as well guarded accordingly by militaries. On the other hand, negotiations for buying the 4 hectares have been made. EDUCATION: In Barangay Consolacion primary education has been completed. But they had only 3 teachers who taught. The said institution produces professionals who already had their job. There are also plants inside the campus which gives them additional income. They are also participating in terms of social activities especially fiesta celebration. LAND REFORM: The laws in the land reform in the government were also one of the main concems of the barangay. It was governed by the Agrarian Technician and produced 7 beneficiaries under PD-27 as Martial Law gone and CARP became inactive. 1990-1996 was a blessed time for Panfilo Imperial as elected Barangay Captain during the time. At first there was no honorarium given to the Barangay Officials but after their seminar to the Local Government Code, they were given Php300.00 honorarium for councilors and Php600.00 for Barangay Captain. But suddenly, it changed into Php600.00 and Php1,000.00 respectively. Along with the latter amount mentioned was also the honorarium given to the Barangay Secretary and ‘Treasurer. ‘BARANGAY DEVELOPMENT PLAN TBRGY. CONSOLACTON EES Because of the honorarium given, the Barangay Officials delivered their services with true improvement. They established a basketball court, Barangay Hall, Multi Purpose Cooperative Building, Purok Centers, Market Site and additional five hand pump for the deep well and 4 hectares of housing subdivision. Different groups of religious sectors were present. Seemingly, the people celebrated the 1"Araw ng Consolacion on April 18, 1996. There were presentations that participated by all sectors in the Barangay. During the activity, the following honoraries from the Municipality came: Hon. Rey P. Gavina (Vice Mayor), Larry Garcia and DionesiaDulay (Councilors) Hon, Rey Ginsola (ABC President) and other employees of the Municiplaity of Panabo, Victoriano Crepo awarded as most outstanding barangay officials, and those pioneering of this place were also given an award for their exemplary contribution to the development of the barangay. In 1997-2007 during the term of Hon. Lucena R. Gementiza and the Braangay Officials, there were several projects given by the different Local Government Unit thru the incumbency of Hon. Lucena R, Gementiza. In 1997, there were resolutions fashioned for the projects yearning of the Barangay Officials that made them passionate to their machinery as incumbent officials. Then on, the legacy of the Barangay Officials in the years 1997 was the implementation of the long period of frozen Barangay Ordinance which is the cemetery collections of Php10.00 per year for the yearly maintenance of cemetery. The Barangay Health Care Program was established. In 1998, the alternative ways of the Barangay Officials develop into stronger commitments of their works and to have missions and goals towards the constituents for planning the projects. They passed resolutions reaping the ventures. The illusion Water System became true and now 75% benefited by the constituents. ‘The desired Standard Barangay Hall was constructed at the barangay site. The typical Day Care Center craving in the long term time was completed. The massive Covered Court is 25% status of construction. The other following projects were also given chance to be busted in the place: Installation of Electric Secondary Line, Barangay Roads, Opening of Farm-to-Market Road in Purok III and Purok IV (unfinished), Construction of Barangay Stage (unfinished), Maintenance of Cemetery Road, Cemetery Slope Protection, Construction of PBLK Kauban Center, Construction of Public Toilet, Barangay Hall Fencing and Quarry Road opening in Purok Il BARANGAY DEVELOPMENT PLAN inRGY. CONSOLACION [EAM Under the administration together with the unwavering support and cooperation of her able council attained significant accomplishment with regards to development. In October 29, 2007 during Barangay Election, incumbent Barangay Captain Lucena R. Gementiza lost to Hon. Antonio T. Aton in rivalry for Barangay Captain. On December 3, 2007, the Barangay Officials assumed their duties and responsibilities. There is another leaning vision for the development of Barangay Consolacion, ‘Year 2008-2018, during the term of Hon. Antonio T. Aton as the Barangay Captain of Barangay Consolacion together with the Barangay Councilors including the appointed Barangay Officials. They made a shared ready money worth Php30,000.00 for business of Barangay Officials and the 70% income of it was intended to assist emergencies of the constituents. In the short endeavor of the Barangay Officials, they made a drainage opening in Purok I and IIT that never happened in any incumbency of officials and also the Water System Ordinance 60 pesos per 10 cubic, which routed only for months. They as well made resolutions passed to different Local Government Unit such as LGU Panabo, Office of the Governor, and Office of the Congressman for new improvements of Barangay Consolacion. Hon. Antonio T. Aton also has his full support to the needs of the school premises. The Consolacion Elementary School had already Values Park and they planted the one (1) hectare unoccupied area of coconut trees. The Barangay Officials also support the campaign of anti-illegal drugs by conducting a seminar especially to those who are involve of illegal drugs and the “Tokhang” program of the PNP. The desired infrastructure projects had implemented like Construction of Health Center, Barangay Gym, Market Building, Construction of School Building and Road Gravelling. Construction of Mini Park at front of market building and covered court was also implemented as heightening of the barangay. They've been as well concentrated on the health care program by means of having feeding program, purchase of medicines and etc. In time of dengue season the Barangay Officials [ONSOLACION conducted fogging to every household in the barangay. The farmers of Barangay Consolacion had availed the loan for com production from the LGU Panabo. They purchased one (1) unit dumptruck to be used for hawling the products harvested by the farmers of the barangay. Water System supplies equipment and materials was also sustained by his term. In his administration together with the barangay council and the support of the different Local Government Units achieved substantial accomplishment with regards to the development of the barangay. On May 14, 2018 barangay election happened and Hon. Pablito L. Tocmo Sr. won as Punong Barangay.On July 01, 2018 the new set of Barangay Officials take their duties and responsibilities to the constituents of the barangay. For 3 years as Punong Barangay with the help of Barangay Officials they passed resolutions requesting the different Local Government Units like City Government of Panabo, Office of the Congressman and to the Provincial Government for the improvement of the Barangay. As of 2019 those request projects was started to implement like concreting of barangay roads, construction of Mini-gym and additional classroom buildings at Consolacion Elementary School, construction of New Barangay Hall (phase 1). The requested dispersal of 20,000 pieces tilapia fingerlings at Lasang River was also granted by the LGU Panabo thru City Agriculture Office (CAGRO). The desired Day Care Kitchen, Material Recovery Facility and Garbage Station funded from the 20% Development fund had been duly accomplished. He also continue the started program and projects of the previous Punong Barangay like drainage rehabilitation and concreting, purchase of water supply equipments and materials. Moreover, there are some projects to be implemented in the near future with the help of this Barangay Development Plan ‘Training, if any of the local government unit including the National Governernnt will extend support in the improvement of Barangay Consolacion through our six-year Development and Investment Plan, they will be guided by the needs and priorities of the barangay.
