What is Barangay Development


Planning?

It is a deliberate, rational and


continuous effort of the
barangay to accelerate the
process of development in the
barangay.

Mandated Plans
BARANGAY DEVELOPMENT PLAN

• The BDP is a comprehensive


multi-sectoral development
plan that is formulated through
an inclusive and participatory
approach led by the barangay
development council and
approved by the Sangguniang
Barangay.
BARANGAY DEVELOPMENT PLAN

• It is an official document of the


barangay that specify policy
options, programs, projects
and activities intended to
contribute towards the
achievement of the barangay’s
developmental goals and
objectives.
BARANGAY DEVELOPMENT PLAN

• At the minimum, the BDP must


include the following
information:
 Situational Analysis
 Organizational Philosophy (i.e.,
Vision, Mission and Goals)
 Policy Options, Programs, Projects
and Activities
 Implementation Timelines
 Resource Requirements
 Monitoring and Evaluation System
BARANGAY DEVELOPMENT PLAN

 BDP is the embodiment of general


aspirations of the barangay officials
and its constituents;

 BDP is a guide to planners and


decision-makers in executing
development priorities of the entire
barangay;

 BDP is the basis for funding support


from all sources.

“Each LGU shall exercise the powers expressly
granted, those necessarily implied from, as
well as powers necessary, appropriate, or
incidental of its efficient and effective
governance, and those which are essential to
the promotion of the general welfare.”

responsibilities as necessary, appropriate or
incidental to efficient and effective provisions

Delivery of Basic Services and

The barangay is the primary planning and


implementing unit of government policies,
plans, programs, projects, and activities in the
community.

The budget of the barangay is to be utilized in


the implementation of the approved
development plan.

The Barangay Development Council is required


to submit a copy of its approved BDP and
Annual Investment Program (AIP) to the local
finance committee.

Importance of Barangay
Development Planning
• It serves as a guide in attaining the vision
of the barangay;

• It protects common good and promotes


the general welfare of constituents;

• It maximizes the utilization of limited


resources; and

• It serves as a basis for higher local


development councils in integrating
barangay priority projects

Who can participate in BDP process?

ALL stakeholders can participate in BDP


processes. The representation and active
participation of various groups, especially the
marginalized sectors, will ensure that issues
that cut-across sectors affecting communities are
heard. Through the cooperation of the barangays
and communities, issues are provided proper
attention, priority, and solutions.
Who should be involved in Barangay Development
Planning?

The Barangay Development Council (BDC) is mandated


to formulate the BDP. The BDC is chaired by the Punong
Barangay and has the following membership: (Section
107, LGC)

1. Sangguniang Barangay members;


2. A representative of the congressman; and
3. Representatives of non-governmental organizations
(NGOs) operating in the barangay, who shall constitute
not less than one fourth (1/4) of the members of the fully
organized council.

Duties and Functions of BDC
1. Assist the corresponding sanggunian in
setting the direction of economic and social
development and coordinating development
efforts within its territorial jurisdiction
(Se. 106, LGC);

2. Perform the functions according to Section


109, LGC
• Encourage the citizenry to be
involved in the preparation and
implementation of development
programs and projects;

3. Prepare a development plan based
on the barangay’s priority needs;

4. Monitor and evaluate the


implementation of national or local
programs and projects; and

5.Perform such other functions as


maybe provided by law or competent
authority.
The BDC can also create a body
that will act on such matters when it
is not in session.

Sec. 111 of the LGC provides that


each local development council shall
create an Executive Committee to
represent it in its behalf when the
council is not in session.
COMPOSITION OF THE BDC
EXECUTIVE COMMITTEE:

FUNCTIONS OF THE BDC
EXECUTIVE COMMITTEE:

a) Ensure that the decisions of the council


are faithfully carried out and implemented;

b) Act on matters requiring immediate


attention or action by the council; and

c) Act on matters authorized by the council.


 The BDC must be organized within one
hundred (100) days after the assumption to
office of the newly elected barangay officials;

 Within sixty (60) days from the start of its


organization, the NGOs shall choose from
among themselves their representatives to
said council; and (Section 108, LGC)
 The NGO that will be represented in the BDC
must be duly recognized or accredited by the
Sangguniang Barangay (DILG MC No. 2018-
146: Accreditation of Barangay-Based
Non-Governmental Organizations (NGOs)
and their Membership in the Barangay-
Based Institutions (BBIs).

 The BDC may call upon any local official


concerned or any official of national agencies
or offices in the local government unit (e.g.
City Agriculturist, ENRO, etc.) to assist in the
formulation of their respective development
plan and investment program.
How often shall the BDC meet?

The BDC shall meet at least once every six (6)


months or as often as may be necessary
(Section 110, LGC).
What are the duties and functions of the BDC?

Assist the corresponding Sanggunian in setting


the direction of economic and social
development and coordinating development
efforts within its territorial jurisdiction (Section
106, LGC).
What are the duties and functions of the BDC?

Perform the following functions (Section 109 (b),


LGC):

1. Mobilize people’s participation in local development


efforts;

2. Prepare a development plan based on local


requirements;

3. Monitor and evaluate the implementation of national


or local programs and projects; and

4. Perform such other functions as may be provided by


law or competent authority.
Who will assist or help facilitate the
activities of Barangay Development Council?

The BDC Secretariat, headed by the


Barangay Secretary, with the assistance of
the City/Municipal Planning and Development
Coordinator, shall assist the BDC and perform
the following functions: (Section 113, LGC)

1. Assist the BDC with requirements, which


are technical in nature;

4. Assist in other activities as may be required.

The BDC may engage any NGO or educational


or research institution to provide secretariat
services (Section 113, LGC).

for development
that intended to
provide solutions
to issues and
concerns.
WHAT ARE THE MINIMUM CONTENTS
OF THE BARANGAY DEVELOPMENT
PLAN?
Based on DILG Memorandum Circular No. 92-41 dated
July 6, 1992 entitled “Guidelines in the Preparation of
Local Development Plans and Annual Investment Plans
as Basis for the 1993 Budget Preparation”.

The barangay development plan shall contain at the


minimum the following elements:

1. Description of the Barangay

• this shall include a write-up describing the


barangay socio-economic characteristics or
profile, its problems and immediate concerns, its
vision and goals.

2. Programs and Projects

• These are programs, projects and activities


identified by the barangay to be funded out
of barangay funds and external sources
such as funding assistance from next higher
LGUs, national government, financial
institutions, private organizations, etc.

3. Maps

a) map of geographical location and boundaries of


the barangay;

b) map of existing facilities (schools,


hospitals/health centers, etc.)

c) a map pinpointing where the proposed programs


and projects shall be implemented.

The BDP should contain the sectoral
plans, such as but are not limited to:
Gender and Development (GAD) Plan,
Barangay Disaster Risk Reductio and
Management Plan (BDRRMP), Barangay
Peace and Order and Public Safety
(BPOPS) Plan, Barangay Anti-Drug Abuse
Council (BADAC) Plan of Action, Barangay
Ecological Solid Waste Management Plan
(BESWMP), and Comprehensive Barangay
Youth Development Plan (CBYDP), among
others.
Further, there are specific plans required
based on the local context, such as the
Ancestral Domains Sustainable
Development and Protection Plan (ADSPP)
formulated by the IP Community which
should likewise be integrated in the BDP.
