BARANGAY EXECUTIVE ORDER

AN ORDER CREATING THE BARANGAY DEVELOPMENT PLAN (BDP) – TECHNICAL WORKING


GROUP (TWG) UNDER THE BARANGAY DEVELOPMENT COUNCIL (BDC)

WHEREAS, Section 384 provides that as “the basic political unit, the
barangay serves as the primary planning and implementing unit of government
policies, plans, programs, projects, and activities in the community, and as a forum
wherein the collective views of the people may be expressed, crystallized and
considered, and where disputes may be amicably settled.”

WHEREAS, Section 17 provides that “(a) Local government units shall endeavor to
be self-reliant and shall continue exercising the powers and discharging the duties
and functions currently vested upon them. They shall also discharge the functions
and responsibilities of national agencies and offices devolved to them pursuant to
this Code. Local government units shall likewise exercise such other powers and
discharge such other functions and responsibilities as are necessary, appropriate, or
incidental to efficient and effective provisions of the basic services and facilities
enumerated herein.”

WHEREAS, Section 106 provides that “(a) Each local government unit shall have a
comprehensive multi-sectoral development plan to be initiated by its development
council and approved by its sanggunian. For this purpose, the development council
at the provincial, city, municipal, or barangay level, shall assist the corresponding
sanggunian in setting the direction of economic and social development, and
coordinating development efforts within its territorial jurisdiction.”

WHEREAS Section 109 provides that “(b) The barangay development council shall
exercise the following functions:

(1) Mobilize people's participation in local development efforts;

(2) Prepare barangay development plans based on local requirements;

(3) Monitor and evaluate the implementation of national or local


programs and projects; and

(4) Perform such other functions as may be provided by law or


competent authority.”

WHEREAS, DILG Memorandum Circular No. 2019 -112 dated July 17, 2019 revises
the standards of monitoring the functionality of the Barangay Development Council
which includes the Monitoring the Progress of the BDC’s commitment in the
Formulation, Approval, and Adoption of the Barangay Development Plan (BDP).
WHEREAS, Section 107 provides that “the composition of the local development
council shall be as follows:

(1) Members of the sangguniang barangay;

(2) Representatives of non-governmental organizations operating in the


barangay who shall constitute not less than one fourth (¼) of the
members of the fully organized council;

(3) A representative of the congressman.”

WHEREAS, such composition lacks in the technical capacity to provide the following
the data requisites needed to support Rationalized Planning System in their local
plans as well as the BDP’s mainstreaming and harmonization to the Comprehensive
Development Plan (CDP) and the Provincial Physical Framework Development Plan
(PPFDP).

WHEREAS, a creation of a technical working group is deemed necessary to address


the following technical requisites of the BDP.

NOW, THEREFORE, I, (Name of Punong Barangay), with the power vested in me by


law do hereby order the following:

Section 1. CREATION OF THE BARANGAY DEVELOPMENT PLAN (BDP) –


TECHNICAL WORKING GROUP (TWG) UNDER THE BARANGAY
DEVELOPMENT COUNCIL (BDC). A technical working group to assist in the
formulation, review, implementation and assessment of the BDP is hereby created
with the following compositions and functions specified below.

Section 2. Composition

1. Barangay Secretary
2. Barangay Treasurer
3. Barangay Health Worker
4. Barangay Daycare Worker
5. Barangay Nutrition Scholar
6. Barangay Tanod
7. ALS Teacher
8. CSO representative
9. Other employees / officials

When necessary:

a. A representative of the MPDC


b. A representative of the MPOC
c. A representative of the GAD – GFPS
d. A representative of the MSWMC
e. A representative of the MDRRMC
f. Representatives of other Local Special Bodies (LSB)
Section 2. Functions of the TWG – The BDP - TWG shall have the authority
and responsibility to perform the following:
1. Provide technical assistance to the different Planning Sectors namely
Administration, Social, Economic, and Environmental.
2. Provide updated and significant data and other relevant information that
supports the Rationalized Planning on the selected Programs, Projects
and Activities of the Barangay.
3. Review issues, objectives, strategies, success indicators, descriptors, if
they accurately address the real problems of the barangay.
4. Ensure that prescribed format, form and content of the BDP is strictly
followed.
5. Recommend actions for Improving BDP Formulation to the BDC
6. Coordinate with Municipal counterparts of the MDC when necessary
7. Perform all other functions as may be necessary.
Section 7. Effectivity – this Order shall take effect immediately.
