WHEREAS, Section 384 provides that as “the basic political unit, the
barangay serves as the primary planning and implementing unit of government
policies, plans, programs, projects, and activities in the community, and as a forum
wherein the collective views of the people may be expressed, crystallized and
considered, and where disputes may be amicably settled.”
WHEREAS, Section 17 provides that “(a) Local government units shall endeavor to
be self-reliant and shall continue exercising the powers and discharging the duties
and functions currently vested upon them. They shall also discharge the functions
and responsibilities of national agencies and offices devolved to them pursuant to
this Code. Local government units shall likewise exercise such other powers and
discharge such other functions and responsibilities as are necessary, appropriate, or
incidental to efficient and effective provisions of the basic services and facilities
enumerated herein.”
WHEREAS, Section 106 provides that “(a) Each local government unit shall have a
comprehensive multi-sectoral development plan to be initiated by its development
council and approved by its sanggunian. For this purpose, the development council
at the provincial, city, municipal, or barangay level, shall assist the corresponding
sanggunian in setting the direction of economic and social development, and
coordinating development efforts within its territorial jurisdiction.”
WHEREAS Section 109 provides that “(b) The barangay development council shall
exercise the following functions:
WHEREAS, DILG Memorandum Circular No. 2019 -112 dated July 17, 2019 revises
the standards of monitoring the functionality of the Barangay Development Council
which includes the Monitoring the Progress of the BDC’s commitment in the
Formulation, Approval, and Adoption of the Barangay Development Plan (BDP).
WHEREAS, Section 107 provides that “the composition of the local development
council shall be as follows:
WHEREAS, such composition lacks in the technical capacity to provide the following
the data requisites needed to support Rationalized Planning System in their local
plans as well as the BDP’s mainstreaming and harmonization to the Comprehensive
Development Plan (CDP) and the Provincial Physical Framework Development Plan
(PPFDP).
