Narrative Report: Work Immersion at the Department of Public Works and Highways (DPWH) Engineering Office District 1

I. History of the Office

The development of the Department of Public Works and Highways (DPWH) into its
present structure underwent a long process of evolution spanning a century of colorful and
significant events in laying the groundwork for the physical foundation of the country.

The Department is considered as old as the Philippine government, its existence dates
back to about four (4) centuries at the time of the Spanish colonial era. It emerged from its
embryonic form in 1565 when the first settlement roads were constructed by forced labor.
Fortresses then were connected by improved trails as supply lines and means of communications.
As Spain was in its expansion program in the islands, it resorted to a policy of attraction by way
of public works construction. In order to pursue their objective, the King of Spain designated the
Spanish Governor General in the country as Chief of Public Works assisted by “Junta
Consultiva” through a Royal Degree in 1867. It was in 1868 when the Bureau of Public Works
and Highways (Obras Publicas) and Bureau of Communications and Transportation
(Communicationes y Meteologia) were organized under a civil enginer known as “Director
General”.

Since then, the Department underwent various stages of development and evolution that
largely depended upon the change in government shift of administration policies, and
reorganization in its structure and responsibilities to suit the demands of times.

Finally after a long process of evolution by virtue of Executive Order No. 124, dated
January 30, 1987, the agency is now known as the Department of Public Works and Highways
(DPWH) with five (5) bureaus, six (6) services, sixteen (16 regional offices, twenty-four (24)
project management offices sixteen (16) regional equipment services and one-hundred eighteen
(118) district engineering offices.

II. Programs and Functions of the Office

The Department of Public Works and Highways functions as the engineering and construction
arm of the Government tasked to continuously develop its technology for the purpose of ensuring
the safety of all infrastructure facilities and securing for all public works and highways the
highest efficiency and quality in construction. DPWH is currently responsible for the planning,
design, construction and maintenance of infrastructure, especially the national highways, flood
control and water resources development system, and other public works in accordance with
national development objectives.

III. Evaluation and Experience within the Designated Department: Day-by-Day Journal)

Day 1 of Work Immersion (March 14, 2023) :

March 14, 2023, marked the beginning of our


work immersion program at the Department of Public

Works and Highways (DPWH) Engineering Office District 1. Along with nine other students ,I
have arrived at the DPWH at 7:50a.m. As I walked inside, I saw my schoolmates , who will be
my co-workers in 2 weeks. Upon going to the DPWH for the first time is exciting, because I
have expected to go and do field with some of the architects or engineers at the DPWH. And,
upon going to the office of Sir. Rudy S. Neri,chief of Administrative Section, they have
interviewed us what are the courses we want to pursue in college, I have answered that I wanted
to pursue architecture, so they assigned me and one of my classmate to the planning department
of DPWH, which lead us to meet Arch.Jiro Jovero and Engr.Jesson Agra.

Arch.Jiro Jovero and Engr. Jesson Agra is kind, they


interviewed us about ourselves, dream college as well as our
dream course, and they also orient us what to do and what
not to do at the DPWH, they also shared experiences and tips
for us to survive college.

On the first day, our primary task was to observe and


familiarize ourselves with the environment. We were advised
to log our attendance in the Daily Time Records (DTRs)
provided by the department. It was an opportunity for us to
adjust and become acclimated to the new working
environment. We logged our attendance in the DTRs to
ensure our daily record.

Day 2 of Work Immersion (March 15, 2023):

The following day, March 15, 2023, Arch. Jiro


suggest us to tour the whole DPWH, we have seen the
Construction Department on the second floor of the building,
Administrative Department, Budgeting Department, Supplies
Department, Conference Room and we also have seen the
Room of the District Engineer. And outside we have seen
different construction equipments like backhoe, dump truck,
and many more. We have discovered that DPWH is quite big.
And around 1:30p.m. we were task to do a list of biddings of
different construction companies, it took us about 4 hours to
finish it. Once again, we logged our attendance in the DTRs
to ensure our daily record.

Day 3 of Work Immersion (March 16, 2023):

At our 3rd day at DPWH, I arrived at 7:45 a.m., we have met Engr.
Jeselle Camba and Sir.Adolfo Rudolfo, who is both friendly and
Sir.Adolfo is so kind as he printed us 40 pages of the basics and
functions of autocad, after we study what he give, Sir.Adolfo gives us

activities for us to know the shortcuts in autocads. And,that day is the birthday of Engr.Oscar
Boling , so we have free lunch because the Planning Department prepared a celebration.

Day 4 of Work Immersion (March 17, 2023):

Day 4, March 17, 2023, was dedicated to completing the tasks that were left unfinished
from the previous day. We diligently worked on our assigned
responsibilities, we wanted to joined the field but sadly they
didn’t let us because they said they will go in Dasol and it might
take them 2days to return, so we only stayed at the DPWH with
Arch.Jiro, who teach us to used Sketchup, a 3D architectural
software which is important especially during 2nd year at an
architectural school.

We had fun with Arch.Jiro because he really wanted us to


learn and also always making lame jokes. And during our 4th
day Me and Winslyn Racraquin are able to create a simple floor
plan of a bungalow house.

Following our usual call-time, we arrived at the


department at 8 am. Mondays were marked by
flag ceremonies emphasizing nationalism, led by
the District Engineers of the Department
Sections. After the ceremony, the District
Engineer of the Administrative Office, Engr.
Rudy Neri, called us to be cross-examined by our
subject adviser. During the discussion, Now that
I'm on my fifth day, Immersion is so close to
completion. That day we were task to organize files in their storage area of DPWH ,we finish up
early and eat lunch afterwards. We continued on doing our task after lunch. And Engr.Jeselle
asked for our helped to encode some files, which took us 3hours to finish. And after that we went
home.

Day 6 of Work Immersion (March 21, 2023):

Our day began by replenishing inks in the scanners and


printers. We were fascinated by the department's large scanner
and were given the task of scanning blueprints to be submitted
to the construction section. Simultaneously, my fellow
students delivered signed blueprints to other department
sections. With engineers and architects guiding us at the office
I am able to realize what will happen to us after college.

How working feels, and I am able to also see the pros


and cons of being an employee. At the afternoon, Arch.Jiro,
taught us to used plotter, for us to be familiarize with it and to
easily print structural plan. We logged our attendance on our DTRs.

Day 7 of Work Immersion (March 22, 2023):

Continuing our tasks from the previous day, we worked


diligently under the guidance of our assigned staff, engineers,
and architects, Arch.Jiro is going to do field and let us to used
his pc, He task ask to create a 3D 2storey-house and we should
finish it before he arrives. It takes us 2hrs to finish it, it is not

easy but it is fun to explore SketchUp and to design a house based on our style, I have notice that
they more used civil engineering and architectural softwares, they rarely do manual drafting. At
the end of the day, we logged our attendance on our DTRs.

Day 8 of the Work Immersion (March 23, 2023):

On Day 8, we received a call from Ma'am Sally, the


Assistant District Engineer, and Ma'am Beth, the Section Aide.
They requested our presence at the storehouse of the planning
and design section, located next to the main building. Our task
was to retrieve files needed by the architects and engineers in
our office section. With enthusiasm, we promptly carried out
the assignment and even took the initiative to clean the
storehouse. Then,Sir.Adolfo Rudolfo task me to try to design a
solar light. What he assigned to us is hard because creating a
solar light must be detailed but I manage to create one, he said
what I did is great, but he said I can do better in time, and I will
be able to produce more beautiful render. As we completed our tasks for the day, we logged our
attendance on our DTRs.

Day 9 of the Work Immersion (March 24, 2023):

On our last day we were early as we are excited to finish the immersion, we prepare the
documents for them to evaluate us and to get our certificates of completion in immersion. And
the afternoon Engr. Jesson Agra give us our last task which is to use the plotter to print his
created plan of roads, that we easily finished. And, upon our last day at the DPWH, The planning
and design department were so sweet because they prepare a farewell lunch for us as it our last
day, they ask us to comeback anytime we want to, we should just make sure that we have snacks
for them when we comeback. Additionally, we requested our evaluation forms from our office
section, as they were part of the requirements for our work immersion.

Overall, the work immersion experience at the Department of Public Works and
Highways (DPWH) Engineering Office District 1 provided us with valuable insights into the
real-world applications of our chosen field. We had the opportunity to observe and participate in
various tasks, architectural drafting, gaining practical knowledge and enhancing our skills. The
guidance and mentorship of the engineers, architects, and other professionals contributed to a
rewarding and educational experience.
