SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

I, MITZI OUANO RAFOLS, a Filipino, of legal age, married/single and a


resident of P. Basubas St., Tipolo, Mandaue City, Cebu, hereby constitutes, and
appoints HAZEL MEDALLE OUANO, a Filipino citizen, of legal age,
married/single, and a resident of P. Basubas St., Tipolo, Mandaue City, Cebu to
be my true and lawful attorney, for me and my name, place and stead to do the
following things:

1. To act as my representative and ATTORNEY-IN-FACT with an authority


to sign, process, and transact business before the Bureau of Internal
Revenue (BIR), Registry of Deeds, Department of Agrarian Reform,
relevant local government units (LGUs), and any other offices in relation to
the transfer of ownership by way of donation, sale, settlement of estate, or
other conveyance, for three (3) parcels of land situated in Mandaue City,
the municipality of Liloan, and Carcar City respectively. Such parcels of
land are described as follows:

a. Lot 120-C-8-A-4 of the subdivision plan Psd-07-01-004320, approved as


non-subdivision project, being a portion of Lot 120-C-8-A (LRC) covered by
TRANSFER CERTIFICATE OF TITLE NO. 16473 with the following
technical description:

“Bounded on the NE. along line 1-2 by lot 120-C-8-A-7; on the SE. along line 2-3 by Lot
120-C-8-A-5 all of the subdivision plan on the SW along line 3-4 by Lot 120-C-15 psd-47134;
along line 4-5 by Lot 120-C-16 psd-47134; on the NW. along line 5-6 by Lot 120-C-7 psd-
47134; on the NE. along line 6-1 by Lot 120-C-8-A-3 of the subdivision plan. Beginning at a
point marked “1” on the plan being S. 88 deg. 05’ E., 1754.60 m from Mon. 4, Banilad Estate;
thence S, 38 deg. 12’ E., 13.34 m. to point 2; thence S. 46 deg. 59’ W. 11.82 m. to point 3; thence
N. 39 deg. 41’ w., 2.68m. to point 4; thence N. 39 deg. 46’ w., 18.75 m. to point 5; thence N. 47
deg. 03’ E., 12.39 m. to point 6; thence S. 38 deg. 08’ E., 8.11 m. to point of beginning;
containing an area of TWO HUNDRED FIFTY-NINE (259) square meters, more or less. All
points referred to are indicated on the plan and marked on the ground as follows: points 4 & 5 by
old PS. Cyl. Cono. Mons., and the rest by ps. Cyl. Cono. Mons, 15 x 60 oms. Bearings true;”

b. Lot 5 Block 6 of the subdivision plan Psd-07-022505, being a portion of


Lot 864-D, (LRC) covered by TRANSFER CERTIFICATE OF TITLE NO.
7486 with the following technical description:

“Bounded on the NE. along line 1-2 by lot 6, Block 6; on the SE. along line 2-3 by Road
Lot 5; on the SW. along line 3-4 by Lot 3; and on the NW. along line 4-1 by Lot 4, both of Block
6, all of the subdivision plan. Beginning at a point marked “1” on plan. Being S. 6 deg. 03’w.,
4242.20 m. from B.L.LM. 1, Liloan, Cebu, thence S. 48 deg. 39’E., 12.00 m. to point 2; thence S.

41 deg. 19’W., 8.33 m. to point 3; thence N. 48 deg. 39’W., 12.00 m. to point 4; thence N. 41
deg. 19’E., 8.33 m. to the point of beginning; containing an area of ONE HUNDRED (100)
SQUARE METERS. All points referred to are indicated on the plan and marked on the ground
of P.S. cyl. Conc. Mons. 15 x 40 cms. Bearings true;”

c. Lot 9, Block 4 of the subdivision plan (LRC) Psd-203239, being a portion


of Lot 3120, Carcar Cadastre, LRC Rec. No. 61 covered by TRANSFER
CERTIFICATE OF TITLE NO. 43096 with the following technical
description:

“Bounded on the NE., points 5 to 1 by Road Lot 3; on the SE., points 1 to 2 by Lot 8 and
points 3 to 4 by Lot 7, both of Block 4, all of the subdivision plan; on the SW., and NW., points 2
to 5 by Lot 3149, Carcar Cadastre, Cad. 30. Beginning at a point marked “1” on plan being N.
56 deg. 26’W., 1568.32 m. BLBM No. 1, Perelos Cadastre, Cad. 30; thence 67 deg. 38’W., 25.00
m. to point 2; thence S. 67 deg. 38’W., 19.97 m. to point 3; thence N. 13 deg. 14’W., 14.26 m. to
point 4; thence N. 61 deg. 47’E., 42.92 m. to point 5; thence S. 22 deg. 18.45 m. to point of
beginning; containing an area of SEVEN HUNDRED AND TEN (710) SQUARE METERS,
more or less. All points referred to are indicated on the plan and are marked on the ground by
P.S. cyl. Conc. Mons 15 x 60 cms., bearings true;”

2. To acquire and receive any documents, certifications, clearances, permits,


or licenses on my behalf;

3. To transact records, submit applications, and provide any necessary


information, documents, or forms;

4. To process transactions, sign documents, and perform any acts necessary to


give effect to the aforementioned transactions, subject to applicable laws
and regulations;

5. To do such any other act or thing that maybe required necessary or


incidental to carry our effectively any and all of the purposes for which the
authority is hereby given.;

HEREBY GIVING AND GRANTING unto my ATTORNEY-IN-FACT full
powers and authority to do and perform all acts required or necessary to fully
carry into effect the foregoing authority for all intents and purposes as I might or
could lawfully do if personally present, with full power of substitution and
without revocation unless done so in writing, and hereby ratifying and
confirming all that said ATTORNEY-IN-FACT or his/her substitute/s shall
lawfully do or cause to be done by virtue hereof.
