6.0 REVISED TRANSMISSION TARIFF FOR FY13

KPTCL’s Submission:

KPTCL has requested to approve the transmission charges for FY13 as follows:

KPTCL has further requested to allocate transmission charges to respective ESCOMs


based on the generation capacity allocation made by GoK vide its order dated
12.10.2011.

Commission’s Analysis & Decisions:

As decided by the Commission in its tariff order dated 07.12.2010 as per the MYT
Regulations, the transmission charges are to be determined based on the total capacity
contracted by the ESCOMs with KPTCL.

The commission in its MYT order had considered a projected installed capacity of
14282 MW for FY13. However, in the present filing KPTCL has revised the same to
13806.10 MW. KPTCL has not considered 442 MW of Kudamkulam Central
Generating unit which will supply power to the distribution utilities in the State. The
Commission considers 442 MW of Kudamkulam for computing the installed capacity
of generation for FY13 as it is likely to be commissioned shortly. As such the total
installed capacity for FY13 is 14248 MW. However, the same is subject to review
based on actuals during APR for FY13.

The Commission in its Order dated 07.12.2010 had directed KPTCL to enter into
contracts with all long-term users of the transmission system including ESCOMs

before the end of the current financial year and report compliance thereof to the
Commission. The Commission has already approved the standard ‘Transmission
Agreement’ to be entered between KPTCL and ESCOMs/Long term transmission
network users.

At present, in view of the absence of such contracted capacity, the Commission has
decided to adopt the allocation of installed generation capacity to the ESCOMs as
made by the GoK for determination of transmission charges. In this context, the
Commission has considered the allocation of capacity among ESCOMs made by GoK
in its latest Order dated 4th January 2012 as indicated in the following table:

As per the approved ARR as detailed in the preceding chapter, the transmission
charges for FY13 are worked out as follows:

The Monthly Transmission Charges will be Rs. 1,12,224/MW/Month

NOTE: The above tariff is also applicable to all Long-Term Open Access customers excluding developers of
Renewable Sources of Energy who generate and supply within the State.

The Transmission charges payable for the short-term open access customers in
accordance with the KERC (Terms and Conditions of Open Access) Regulations,
2004 are as indicated below:

The tariff determined above for long-term and short-term open access is applicable to
all the ESCOMs and all other open access customers excluding developers of
Renewable energy sources that generate and supply within the state (Intra State).
Such renewable energy generators continue to pay charges as per the existing orders
of the Commission.

The charges determined above are applicable for use of the transmission system only.
In case Open Access customers use the networks of ESCOMs in addition to the
transmission system, the wheeling charges payable would be as determined by the
Commission in the respective Tariff Orders of the ESCOMs.

6.1 Commission’s Order

1. In exercise of the powers conferred on the Commission under Sections 62


and 64 and other provisions of the Electricity Act 2003, the Commission
hereby determines and notifies the transmission tariff of KPTCL for FY13
as stated in Chapter – 6 of this Order.

2. The tariff determined in this order shall come into effect from 30 th April
2012.

3. This order is signed dated and issued by the Karnataka Electricity


Regulatory Commission at Bangalore this day, the 30th April 2012.
