REQUEST FOR EXPRESSION OF INTEREST (EOI) – HQ23NF331 for :

Up-armouring of standard production passenger vehicles with specialised material and


components (WFP will provide base vehicle) ;
2) Supply of armoured vehicle of standard production passenger vehicles with specialized
material and components.

Closing on 7 July 2023 at 09:00am hrs (RomeTime)

A. Background
1. 1. The United Nations World Food Programme hereinafter referred to as the “WFP”, is the leading
humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and
working with communities to improve nutrition and build resilience by assisting almost 100 million people in
around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas,
directly serving the hungry poor. WFP Office in Dubai, UAE provides logistics support including delivery of
vehicles to all WFP operations worldwide.

2. The WFP Global Fleet Unit seeks to establish Long Term Agreement(s) (LTA) through a competitive bidding
process, for up-armouring of standard production passenger vehicles supplied from WFP stock (based vehicle)
with specialised material and components, for civilian use and also for purchasing ready armoured vehicles. In
preparation for this, WFP is seeking for expression interest from the valid armoured companies in UAE and
outside UAE.

3. WFP invites suppliers operating on the relevant market to provide information about the up-armouring
services they offer.

B. The purpose of this EOI


4. The purpose of this EOI is to gain a more detailed understanding of the supply market and existing solutions
both to identify suppliers with experience in a particular area and to gain knowledge about the up-armouring
services.. Only companies that produce armoured vehicles tested by an independent laboratory or entity shall
respond. These companies will be requested to provide respective certification making reference to standards
and specific levels of protection offered by their vehicles.

5. Eligibility to participate in the proposed tender will be determined on the basis of sufficient and relevant
information as asked in Section C and EOI Requirements. Additional information are welcome, but should be in
a brief format.

6. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify
eligible participants of the outcome of the evaluation.

C. How to prepare and submit your Expression of Interest

7. In order to participate in the pre-qualification exercise, companies are required to provide the following:

All the following additional elements:
• Proven experience. Suppliers to prove minimum 5 years of experience in manufacturing of armoured
vehicle. Prove to consist in either successful performance with WFP for the suppliers holding currently WFP
contract or either minimum 3 recommendation letters from other clients for the suppliers which are not
currently contracted with WFP.
• Proven ability to provide independent blast and ballistic certification for vehicles. Supplier needs to provide
VR7/VR9 and/or ERV 2010 edition 2-3 certification obtained on their vehicles in order to be shortlisted. WFP
may consider equivalent of these certifications issued by the independent testing body.
• Quality Management System. Supplier needs to provide ISO 9001 2015 certification with scope related to
design, development and production of armoured vehicles.
• Supplier needs to provide environmental system certification– ISO 14001.
• Supplier needs to provide health and safety systems certification – ISO 45001.
• Supplier needs to provide a copy of their Trade License.
• Supplier needs to provide a copy of their governmental permit for the production, storage and sales of
armoured vehicles.
• Supplier needs to provide a copy of a deed title (ownership, rental) of their production facilities.
• Supplier needs to provide financial reports from the last 3 years.
• Supplier needs to provide organigram and description of standard operating procedures related to the
manufacturing process.
• Supplier needs to provide welding certification of their personnel (DIN 2303 or equivalent).
• Supplier needs to provide a copy of their insurance certification for the production plants inclusive of
insurance of third party’s assets while in custody of the supplier.
8. All supporting documentation listed above shall be prepared in accordance with the instructions provided and
HQ.TENDERS hq.tenders@wfp.org .

9. WFP will not consider incomplete or unsigned submissions. All responses and supporting documentation
received will be treated as strictly confidential and will not be made available to the public.

10. This request for EOI does not constitute a solicitation. WFP reserves the right to change or cancel this
procurement process or any of its requirements at any time during the process; any such action will be
communicated to all participants.
