3.2 Detailed Review
3.2.1 The Bid Evaluation Committee shall score the Quantitative Factors and Points specified in
Section 2.2 of this Chapter and calculate the Comprehensive Evaluation Score.
(1) Calculate a score A for the construction organization design according to the evaluation

(2) Score B is calculated for the credit performance part according to the evaluation factors and
points specified in subparagraph 2.2.4(2) of this chapter;
(3) Calculate a score C for the bid price based on the evaluation factors and points specified in
subparagraph 2.2.4(3) of this Chapter;
(4) Score D is calculated for the other parts based on the evaluation factors and points specified
in subparagraph 2.2.4(4) of this chapter.
3.2.2 Scoring points are calculated to two decimal places and the third decimal place is "rounded".

25
3.2.3 Bidder score = A+B+C+D.
3.2.4 If the Bid Evaluation Committee finds that the bidder's quotation is significantly lower than
that of other bids, or when there is a bid, it shall require the bidder to make a written explanation and
provide corresponding supporting materials. If the bidder cannot reasonably explain or fail to provide
