Subject- Need of Explanation Regarding Unstarred Question No. 830 listed on

Respected Shri. Venkaiah Naiduji,
I had submitted an Unstarred Question on the issue of Electoral Bonds addressed to
the Ministry of Finance, Government of India. The said question was listed in the Questions List for December 18, 2018 and got a written reply as per the rules. However, the Ministry wasn’t able to give satisfactory answers to some of the questions asked to them. Those questions pertained to the concerns raised by the Election Commission on certain provisions of the Electoral Bonds scheme and the steps taken by the Government to address them. The Minister in reply answered that the Government has not received any concerns from the Election Commission regarding the same. This answer is in contradiction to various news reports highlighting the concerns flagged by the Election Commission on the said scheme. The media reports about the same and the reply of the Minister are attached to this letter. This amounts to misleading the house and raises further concerns about the transparency of the scheme. I, would, therefore urge you to intervene in this matter. Kindly advise whether the said incident qualifies as a breach of privilege or not.
