Somaliland Ministry of Energy and Minerals

Organizational Background
The Ministry of Energy and Minerals (MoEM) is a governmental body in Somaliland
responsible for developing and implementing policies related to electricity, minerals, petroleum
and petroleum products. The MoEM was established in 1991, shortly after Somaliland declared
independence from Somalia. The current minister of the MoEM is Abdullah Farah Abdi.

The MoEM is divided into a number of departments, including:

 The Department of Energy


 The Department of Minerals
 The Department of Petroleum
 The Department of Planning and Policy
 The Department of Finance and Administration
 The Department of Human Resources
 The Department ICT

The MoEM is responsible for a number of activities, including:

 Developing and implementing policies related to the energy sector


 Regulating the energy sector
 Promoting investment in the energy sector
 Providing technical assistance to the energy sector
 Conducting research on the energy sector

The MoEM is a key player in the development of the energy sector in Somaliland. The MoEM is
working to increase access to electricity, develop renewable energy resources, and promote
investment in the energy sector. The MoEM is also working to regulate the energy sector and
ensure that it is sustainable and environmentally sound.
The MoEM is committed to providing a secure and reliable supply of energy to the people of
Somaliland. The MoEM is also committed to developing the energy sector in a way that is
environmentally sustainable and economically beneficial.

Here are some of the MoEM's achievements:

 Increased access to electricity in Somaliland from 10% in 2000 to 30% in 2022


 Developed a renewable energy strategy for Somaliland
 Promoted investment in the energy sector in Somaliland
 Conducted research on the energy sector in Somaliland

Vision

The vision of the Ministry of Energy and Minerals is to contribute to Somaliland’s social and
economic development through the sustainable utilisation of the country’s energy, minerals and
petroleum resources for the benefit of all Government of Somaliland people by 2030.

Mission

The mission of the Ministry of Energy and Minerals is to establish, direct and promote the
sustainable utilisation of Government of Somaliland’s energy, minerals and petroleum resources
to support the country’s social and economic development through the development and
implementation of policies, strategies and programs that guide, facilitate and coordinate the work
of government and all other stakeholders in the energy, minerals and petroleum sectors.

Mandate

The Mandate Law defines the mandate of the Ministry as follows:


“While fulfilling its roles and responsibilities to protection and exploit the country’s natural
resources, the mandate of the MoEM are as follows
 Formulation of the national policy towards the exploration of the natural resources of the
country
 Exploitation of the hydroelectric and other power sources of renewable energy
 Developing initiatives for oil exploration, minerals and other natural resources
 Protection, exploitation and management of the natural resources of the country
 Development and implementation of the policies and strategies to develop energy power
generation.
 Designing and executing regulatory standards for electricity power generation needed in
urban and rural areas.
 Development, facilitation, and promotion of renewable energy and other natural resources for
the use by the people of Somaliland
 Issuing licenses to oil companies
 Development research on energy technologies
 Designing and execution of regulatory standards for electricity power generation needed in
urban and rural areas.
 Issuing permission license to oil and minerals surveying companies
 Development and implementation of the policies and strategies to develop energy power
generation
 Any other duties specified in the country laws.” In line with discussions and actual practices
in recent years, the following elements may be added
 Issuing of licenses to Electricity Service Providers (ESPs) (adjusted by Presidential Decree).
 Issuing of licenses to minerals extracting companies (as per current practice)
 Monitoring and enforcing the proper utilization of licenses by energy, minerals or petroleum
companies.

Core Functions

Develop and implement strategies, policies and legislation to create and support an enabling
environment to attract investment in the development of Somaliland’s petroleum and mineral
resources and promote and monitor the development of the country’s energy sector.

Regulate, monitor, evaluate and manage the activities of energy, mining and oil companies
operating in Somaliland to ensure the resources are developed and exploited in a sustainable and
responsible way.

Facilitate, coordinate, and monitor initiatives by international, national and sub-national


stakeholders in the energy, mining and petroleum sectors

MoEM. These plans outline the employee's goals and objectives for the upcoming year.
Individual work plans are aligned with the ministry's annual work plan and they are used
to track progress and provide feedback to employees.

goals and objectives to stakeholders.

Ministry of Energy and Minerals organizational policies
The Somaliland Ministry of Energy and Minerals (MoEM) organizational policies (T&D,
Performance appraisal, Finance and Procurement) are generally aligned with other programs
used by the Somaliland government, such as Civil Service policies and regulations, government
financial and procurement policies.

For example, the MoEM's T&D program is aligned with the Civil Service Commission's policies
on training and development. The MoEM's performance appraisal system is aligned with the
Civil Service Commission's policies on performance management. The MoEM's finance and
procurement department is aligned with the Ministry of Finance's policies on government
financial management and procurement.

This alignment is important because it helps to ensure that the MoEM's policies and procedures
are consistent with those of other government agencies. This consistency helps to ensure that the
MoEM is operating in a fair and transparent manner, and that it is complying with all applicable
laws and regulations.
