Activity 2
Three potential threats to a child’s rights in this situation are:
 The child could be discriminated against because of their family’s religion, status or beliefs
(Article 2).
 Children may lose access to effective health services (Article 24).
 Children’s access to education can be affected (Article 28).
How could you use the CCC to help identify what actions UNICEF could take to protect these rights?
For each threat, look through the CCC
(http://www.unicefinemergencies.com/downloads/eresource/CCCs.html ) and make a note of
strategic results and commitments which are relevant to protecting these rights.

Response
Here are some ideas about how you could use the CCC to protect against these particular threats.
Note that these are not the only answers you could find. The important thing about this exercise is
to help you see how the CCC can be a guide to identifying relevant actions.

The child could be discriminated against because of their family’s religion, status or beliefs
(Article 2)
Discrimination is something which cuts across all sectors, affecting a child’s access to education,
health services, nutrition and so on. You will therefore find relevant commitments in a number of
different strategic results.
You would find relevant commitments and actions in these strategic results:
 Rapid assessment, monitoring and evaluation
 Child protection, where the following commitments are particularly relevant:
 Commitment 2: Monitoring and reporting of grave violations and other serious protection
concerns regarding children and women are undertaken and systematically trigger response
(including advocacy). It should be noted that this subject of MRM GCRV is a very complex
legal area.
 Commitment 3: Key child protection mechanisms are strengthened in emergency-affected
areas.

Children may lose access to effective health services (Article 24)


All the commitments within the health strategic results are relevant here, but of particular
importance is Commitment 3, that “Children, adolescents and winning equitably access essential
health services with sustained coverage of high-impact preventive and curative interventions.”,
where the keyword is ‘equitably’.

Children’s access to education can be affected (Article 28)


All the commitments within the education sector strategic result are relevant here.

Summary
The aim of this activity has been to show you how you can use the CCC as a guide to UNICEF’s
response in situations where it seems that children’s rights are potentially being denied.

Under each commitment is a list of actions which could be taken at the three stages of a
humanitarian intervention, preparedness, response and early recovery. Make sure you know what
the CCC contains and how it is organised, so that you can find relevant guidance quickly and easily.
