Pakistan has been one of the largest refugee-hosting countries globally for over 40 years. Pakistan is
home to an estimated 3 million Afghans, with 1.4 million holding Proof of Registration (PoR) cards,
840,000 holding Afghan Citizen Cards, and 775,000 remaining undocumented. As of March 2022,
humanitarian organizations are supporting 2.1 million Afghans as well as 1.2 million Pakistanis who
live alongside Afghans in host communities.1 The Federal Government with the support of the UN
Refugee Agency, UNHCR has completed the verification of some 1.3 million registered Afghan
refugees residing in Pakistan. Over 60% reside in urban and peri-urban areas alongside Pakistani host
communities,1 and have freedom of movement and access to public services as permitted by the
Government of Pakistan (GoP). Balochistan in the south, and Khyber Pakhtunkhwa (KPK) in the north
of Pakistan share the largest border with Afghanistan and have experienced the highest influx of
newly arrived refugees since June 2021 - 23% and 58% respectively. These arrivals have put an
additional strain on the meagre resources and infrastructure and amplified existing high levels of
multi-dimensional poverty and food insecurity in both provinces.2
An estimated 22.8 million children aged 3-18 are not enrolled in schools in Pakistan, representing
44% of this age group. This accounts for the second highest number of out-of-school children (OOSC)
globally. The overall primary level net enrolment rate in KPK is 68%.3 In Balochistan, the School
Education Department reports that of sex-segregated schools, only 43% are dedicated for girls at the
middle school level.4 Overall, the lack of data and evidence is not consistent with how OOSC numbers

are recorded and as a result do not reflect the true dimensions of the problem. For instance, in
Balochistan, education reports have not been updated since 2014.5 Moreover, learning losses
reported were the highest in Balochistan, followed by KPK as a result of COVID-19.6 Within this
context, over 60% of Afghan refugee and host community children between the ages of 8 and 16
years (majority girls) are not enrolled in school, and primary to middle school retention and
completion rates remain low. Only 20% of refugee children attend public schools, followed by Afghan
and Pakistani private schools. The remaining 80% attend religious institutions, have dropped out or
have never enrolled in school, hence missing the foundational learning needed to build a long-term
education.7 Only 5% Afghan refugee children complete Grade 3,8 compared to 67% of Pakistani
children who complete primary school.9
CARE International, Pakistan with the support of BPRM, implementing a multiyear project to enrol
out of school children (Afghan and host) in five districts Mansehra, Bannu, Kohat districts in KP and
Chaghi and Loralai districts of Baluchsitan. The goal of the projects is to improve the well-being of the
most vulnerable Afghan refugee and Pakistani children - especially girls and those with disabilities -
through the provision of inclusive, equitable and sustainable quality education in a safe and accessible
learning environment. The key objectives of the project are as under;
Objective 1: Marginalized Afghan refugee and host community children and adolescents are
empowered through increased access to inclusive, equitable and quality education in Balochistan and
KPK provinces.
Objective 2: Improved psychosocial well-being for the most vulnerable Afghan refugee and Pakistani
children in schools through prompt and strengthened response mechanisms addressing protection
concerns to enable children to lead safe and empowered lives.
B. Purpose
The purpose of the assignment is to develop a comprehensive training manual that covers climate
change adaptation, preparedness, school safety and DRR and conduct ToT of project staff and
teachers. The manual will be developed to train the teachers and children on the impact of climate
change, preparedness and adaptation as the selected districts are mostly disaster-prone areas.
Consultant will be hired for 20 days to develop the manual and to train the selected project staff
members and teachers so that training could be trickle down.
1st phase of this consultancy is manual development 2nd phase is to conduct TOT with project staff
and teachers. The manual and training should cover how to minimize the risk of climate change on
vulnerable groups i.e. girls, women, children, Afghan Refugees and people with disabilities and
Prepare Risk Reduction Plans with Participants of the training.

This assignment will include the establishment of a baseline of the indicators for outputs and
outcomes stated in indicator matrix of the proposal.

D. Methodology
The firm/consultant is requested to propose the best approach and methodology for preparing the
required manual and training delivery, keeping the mentioned objectives of this assignment. This
assignment will focus on improving the learning of participants against the set indicators in the
project document.
The proposed plan, methodologies, tools and techniques needs to be discussed and agreed with the
Staff of PRM at CARE.
Data quality will be given particular attention. A 15% spot check by the field supervisor at the end of
the day and 25% back check to be ensured. Consistency and redundancy checks will be built into the
data entry system to minimize typing errors.
CARE is seeking the services of a consultant/ consulting firm who will be assigned to prepare a manual
on Climate Change Adaptation and Resilience and conduct a training to teachers and other personnel
in education department. The firm/consultant will work closely with PRM-CARE in Pakistan team for
their inputs while preparing the manual and during the training. The firm/consultant selected for
Climate Change Adaptation and resilience manual preparation and training delivery, will be
responsible for following deliverables to CARE in Pakistan.
— Manual will be shared for review to MHPSS Specialist/Management of CIP for review and any
modifications required will be done by the firm/consultant.
— Content of the trainings need to include gender sensitive approaches while addressing
Climate change and adaptation, working with vulnerable groups i.e girls/women and Afghan
refugees.
— Finalized and approved manual will be shared with MHPSS Specialist/Management of CIP.
— Plan and prepare for the training workshop and organize necessary materials in close
coordination with PRM project team.
— Preparing Training Evaluation Tools and Pre and Post test questionnaires to gauge the
improved learning of the participants.
— Provide support in the documentation such as attendance sheets, pictures, and application
of monitoring questionnaires, and submission of report on the completion of training.
a. Report Production and Presentation:
— Preparation of report and sharing with project staff/management for feedback and input.

— Amendment of draft report, incorporating all the feedback of staff/ project management and
submission of final report.
— Submitting all the documents related to the assignment (filled questionnaires-Pre and Post
Tests), qualitative evaluation sheets, Attendance Sheets, Pictures with Consent Forms etc).
— The firm/consultant will propose a training plan and will obligates itself to adhere strictly to
the proposed plan.
— Failure to observe the schedule may result in a penalty at the discretion of the Client.
— Firm/consultant is required to have expertise in preparing and designing training programs on
Climate Change adaptation and resilience, School Safety, Gender sensitive risk Assessments
and DRR. They are expected to have working experience in hard or climate affected areas of
Pakistan with vulnerable groups i.e. girls, women, Children with disabilities and Afghan
Refugees.
A contract for this assignment will only be awarded on the condition that all information, reports and
plans, both print and electronic that may have been designed specifically for this project, in whatever
format, will belong to CARE in Pakistan. The firm/consultant may not use the data for their own
research purposes, nor license the data to be used by others, without the written consent of CIP. The
firm/Consultant will not share the training participants’ pictures or data with any other party.
G. Timeframe
1) The first part of this assignment i.e Manual Development must be completed and submitted to CIP
within 10 days after the date of the signing/ award of the contract.
2) Second part of the assignment is to conduct TOT with participants which needs to be completed
in 10 days, however training duration will be defined later. Submission of MOVs including report
must be shared with MHPSS Specialist and management of CIP within the 10 days remaining after
manual development.

I. Selection of Consultant
1) Submission of Proposal
Section 3: Previous Experience (details of assignments of similar nature successfully completed by the
firms in previous years, maximum 6; for each assignment, please mention the title, duration, client,
total cost, role of the firm, brief description of services rendered by the firm and attach sample
reports.
Section 4: Approach and methodology of Trainings, data analysis and report writing (including how
to manage the assignment, quality control mechanism for data collection, the work-plan in the form
of a Gantt Chart; team composition and personnel inputs; without any mention of the professional
fees)
Section 5: CVs of the proposed personnel and commitment of their availability for the (duration of
the) assignment
Section 6: Any other information (e.g., conflict of interest, Joint venture or disclosure, etc.)
B. Financial Proposal
Financial proposal for the consultancy will be submitted along with the proposal but in separate
envelop. The financial proposal should cover, professional cost, travel cost, boarding and lodging,
data collection cost, taxes and other cost.
