SUBJECT : Report on the Hospital/Medical School Building and Scholarship

The undersigned coordinated the signing of the Memorandum of


Understanding between the university and the incoming officials of the province, led
by Governor-elect Jose C. Alvarez and the city, led by Mayor-elect Lucilo R. Bayron.
The negotiation for the said MOU was conducted between May 20, 2013 and May 29,
2013 with Board Member Gil Acosta and the undersigned shuttling between the
parties.

The MOU contained the pledge of all parties for the building of a tertiary
hospital and a school of medicine. The following points were the commitment of the
parties:

The Province

1. The Province shall allocate within its budget and other sources, the funds for
the establishment and construction of a structure that will house a Tertiary
Hospital and a Medical School,

2. Upon the construction of the above structure, the Province shall then allocate
funding for the personnel, equipments and operation of the tertiary hospital.

3. The province shall design and implement a comprehensive health and


medication program for its constituency that shall include the establishment of
the tertiary hospital and a medical school.

The City

1. The City shall allocate within its budget and other sources, the funds for the
establishment and construction of a structure that will house a Tertiary
Hospital and a Medical School.
2. The City shall donate the land necessary for the construction of the above
structure and the value of the same shall be quantified in determining the share
of both the province and city in evaluating the equity of the project.

3. Upon the construction of the above structure, the City shall then allocate
funding for the personnel, equipments and operation of the tertiary hospital.
4. The City shall design and implement a comprehensive health and medication
program for its constituency that shall include the establishment of the tertiary
hospital and a medical school.

PSU

1. PSU shall establish a Medical School and a curriculum within its mandate in
order to supply the medical needs of the province and the city.
2. PSU shall operate the above medical school in conjunction with the operation
of the tertiary hospital which shall serve as the laboratory and training ground
for its medical students.

3. PSU shall be responsible for the personnel necessary for the operation of the
medical school and the approval of all permits and clearances for the operation
of the same.

The education program of the incoming governor consists of the plan to help
approximately 10,000 students and the establishment of 200 tertiary classrooms.
5,000 students shall be enrolled at PSU while the remaining 5,000 shall be divided
among the other state schools, like WPU, TESDA, etc. The assistance will come in
the form of tuition fee exemption. The identification of the recipients shall be the
responsibility of the provincial government with recipients coming from indigent
families, indigenous communities and dependents of barangay officials as the priority.

The above programs shall be launched as soon as the incoming provincial and
city officials have assumed office this June 30, 2013. The educational assistance
program may result in additional enrolments for our external campuses that may be
beyond the capacity of our existing facilities, specially the availability of classrooms.
In our discussion with the incoming governor, he promised to assist us negotiate with
DepEd and the LGU in order to accommodate our needs for classrooms.

We are currently negotiating with the city for the donation of a lot for the
hospital and the School of Medicine. The incoming Governor prefers the site near the
new City Hall building as the location of the new hospital and School of Medicine
building. It has to be donated to the university in order for the province to fund the
building as the province cannot technically spend funds for projects located at the
city, due to its highly urbanized status.

The undersigned, as far back as the year 2009, has been tasked by the
incoming governor to formulate a scholarship program and a program to establish a
medical center in preparation for his candidacy. Unfortunately, he did not make it in
2010, but as he said during the signing of the MOU, “better late than never”.
