CONSULTANT SERVICES FOR

PARTIAL URBANIZATION PLAN, TECHNICAL PROJECTS FOR URBAN

INFRASTRUCTURES AND PUBLIC EQUIPMENTS

1. The Government of Mozambique, represented by the Ministry of Public Works, Housing and Water
Resources (MOPH) has received from the World Bank toward the cost of the Mozambique Northern
Urban Development Project (PDUNM) whose strategic objective is "to improve the access to urban
infrastructure and living conditions in selected cities in Northern Mozambique”.

1. This activity is part of the Subcomponent 1B which is implemented by Fundo para o Fomento de
Habitação, FP (FFH, FP), and intends to apply part of the proceeds for procurement of consulting
services to undertake the partial urbanization plan, technical projects for urban infrastructures and
public equipment.

1. The Consultancy (“the service”) includes but not limited to:

• Data collection, assessment and updating of public infrastructure and services cadaster
including education and health;
• Preparation of partial urbanization plan of the areas of intervention;
• Preparation of Conceptual Design and feasibility study of urban infrastructures and public
equipment;
• Preparation of basic projects and study of technical and financial feasibility of investment
projects to be financed by the project;
• Preparation of Detailed Designs and contract documents for the works;
• Technical support during the bidding process and execution phase;

1. The FFH, FP – PDUNM/PMU now invites eligible consulting firms (“Consultants”) to indicate their
interest in providing the above Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the
Services. The Consultancy should be a company or consortium of companies that cumulatively have
proven experience in the following major areas of knowledge described above, namely:

• Preparation of technical urban road infrastructure projects;

• Preparation of technical urban drainage projects
• Preparation of active mobility projects
• Preparation of technical projects of renewable sources for public lighting, such as solar energy;

The evaluation of the expression of interest will be based on the General Experience of the Consultant;
experience of the consultant in the preparation of similar projects (at least 1 (one) project in the last five (5)
years. The main specialists will not be evaluated in the pre-selection phase.

1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the
World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and
August 2018 and replace with November 2020.

1. Consultants may associate with other firms to enhance their qualifications, in the form of a consortium
or a sub-consultancy but should indicate clearly whether the association is in the form of a joint
venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture
shall be jointly and severally liable for the entire contract, if selected.

1. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)
method set out in the World Bank Procurement Regulations.

1. Expressions of Interest in English must be delivered in triplicate and a digital copy (USB flash) of the
EoI in the sealed envelop to the address below, no later than 10:00 hours (local time) on 28
