Executive Summary As per the vision of University "To emancipate the youth from the darkness of ignorance for elevation of the society by imparting knowledge and fostering wisdom at its plentiful” and its mission “To contribute 10 the society through the pursuit of education, learning and research at the highest level of excellence”. This Perspective plan is aimed to address the issue related to academic excellence as mentioned under the vision and mission. The objective behind the inception of the perspective plan 2024-29 is to ensuring comprehensive equity in higher education by providing opportunity to socially and economically deprived youth like female students, backward and tribal communities and such other related factors. According to the report, 68 percent of India’s total population is between the ages of 15 and 64 years, which is considered the working population of a country. About 25 percent is between 0-14 years; 18 percent between 10 and 19 years, 26 percent between 10 and 24 years, and 7 percent above 65 years. To address the 26% population between 10 and 24 years and the projected population of Amravati district will be 32.75 Lakhs, Akola 20.67 Lakhs, Yavatmal 32.14 Lakhs, Washim 14,59 Lakhs and Buldhana 31.02 Lakhs by the end of 2029, By considering GER of Amravati is 75.88, Akola is 61.68, Buldhana is 52.74, Yavatmal is 50.44 and Washim is 35.11 and the average for the University region is 57.03 itis better as compare to rest of the regions under the state of Maharashtra. In comparison with other districts under University jurisdiction Washim district exhibited poor GER. Also, it is poor in some of the talukas and places under the jurisdiction such as, Dhami, Balapur, Lonar, Pusad and Risod, Malegaon, Zaari Jamni, Chilchaldara etc. To address the issues related to literacy rate in the CIE =... c-\528 ‘Amravati Region is considered during this perspective plan. In Amravati average literacy rate was found to be 51.99% for female and 88.27% male. In Yavatmal it was 91.33% fernale and 85.85% male. In Akola it was 84.34% female and 92.62% male, In Washim it was 78.81% female and 91.22% male, Moreover, in Buldhana it was 78.97% female and 91.62% male. The gender gap in literacy rate for female was noted lower in Akola, Weshim and Buldhana District. In tune with the literacy rate, GER fand Gender Gap the perspective plan was intended to fovercome these issues Table 3.13a, 3.13; Fig: 3.2-3.3). ‘The key objective of the University’s perspective plan inchides improvement in access, equity in terms of Chass, innovation, rescarch, entrepreneurship and quality Of higher education to keep pace with the global requirement through well planned development policies ‘and introduction of applied and skill-based curricula in elation to industrial sectors available under the Jurisdiction of University by introduction of CBCS based Curricula during 2022-23 and by implanting NEP 2020 during 2024-25 to improve access, equity and quality in higher education through planned development. ‘The perspective plan provides a road map for emphatic, time bound and meticulous planning and implantation of equity, Quality and curriculum-based jnitiatives. In terms of accreditation by NAAC or through NBA, NIRF ranking, strengthening of research and academic infrastructure, Placement cells, patent cells, participative leaning, examination reforms, ICT Infrastructure, Academic and Administrative audits, Creation of new incubation/ innovation centres, linkages fand MoU between industries and academia ete. The University stands committed to intervene strongly in the local region by implementing programmes for socio~ economie development by way of increasing the current CIEE C-\S28 ‘engagements under Swatchha Bharat and Swastha Bharat Abhiyaan and Dr. Panjabrao Deshmukh Centre for ‘Monitoring Regional Economy. Catering to the need of cultural diversity of Amravati region. The plan proposes to develop and expand a zonal centre of excellence in creative arts at Amravati, The new Performing Art centres has been proposed to develop and promote the rich diversity and uniqueness of various arts of the region and upgrade and enrich consciousness to the people about their cultural heritage under this perspective plan. ‘University has conducted GIAN programs to tap the talent pool of Professors and Scientists intemationally to benefit the faculties, researchers and students in academics and research. The University’s teaching- learning process is widely sported by conventional and ‘technology-enabled tools such as Google Class Rooms, Moodles, MOOCs by the SWAYAM platform. Academic support services such as Knowledge Resource Centre, Fab Lab, Central Instrumentation Cell (CIC), Student Access Centre with browsing facility of 100 high-end computers with 1Gbps line of internet facility, 4 Virtual Classrooms are available, The innovation and incubation centre has already functioning by providing startups to budding student entrepreneurs, The effective execution of Perspective Plan, it is essential to recruit the faculty, administrative staff, to start new collages for clustering to implement NEP all over the region and to start the grant-in-aid courses! programmes, establish grantable new subjects under various faculties. ede Page 5 of 127 2. Preamble: “The committee for Perspective Plan was ‘constituted under Government Resolution (GR) mumber 486/17 issued on 9% October, 2017 by the Higher and Technical Education Department. The purpose of the ‘committee was to (1) to analyse the annual plan of the universities, particularly the sites for new colleges and programs, and (If) evaluate the perspective plans of state evel universities in the state of Maharashtra, examine if they adhere to the terms of reference laid down in the Mabarashtra Public University Act 2016 under section 107 states ‘Such plam shall be prepared for the location of colleges and institutions of higher learning in a manner ensuring comprehensive equitable distribution of facilities {for higher education having due regard, in particular, to the needs of unserved and under-developed areas within the jurisdiction of the University.....The University shal! undertake the systematic field survey within the ‘geographical jurisdiction of the University every five Years regarding the requirements of the facilities of Higher Education, types of skills needed for the local industries, trade and commerce, aspirations of youth of the region, needs of socially and economically deprived youth like female students, backward and tribal communities and such other related factors.’ and the recommendations of the Dr. Narendra Jadhav Comamittoe, and submit recommendations for plan preparation. As expected, our University hhas carried out high-quality research recognized in different ways like reputed journal publications, patents, technology transfer etc. This is an excellent contribution of our University to research in which students’ participation is remarkable. The University is keen to follow a student-centric approach, so students’ overall development is the prime target. Sports, extracurricular activities, personality development programmes, soft skill training sessions, and extension activities are organized consistently, helping them adopt a dynamic and progressive personality. Many short-term courses are offered along with regular curricula to foster the jinterdisciplinary learning spirit among students. The availability of educational infrastructure is always considered an asset of any {nstizution desirous of adopting excellent education, Jeamning, and research processes. In the last five Years, University has produced 764 PhDs, filed 50 patents and 14 faculties conferced various awarés during the last five years. University has 106 collaborations, 66 Linkages, 18 MoUs at the National/International level for research and developments. The innovation and incubation centre has already functioned by providing startups to budding student entrepreneurs. ‘National Education Policy 2020 is the first education policy of the 2i* century and aims to address the many growing developmental imperatives of our county. This Policy proposes the revision and revamping of all aspects of the education structure, inctuding its regulation and govemance, to create a new system that is aligned with the aspirational goals of 21* century education, including SDG4, while building upon India’s traditions and value systems. The University intends to implement the NEP 2020 during the semester 2023-24 in order to achieve the objectives laid down under NEP 20. ‘The University strive hard for patch up fragmented higher educational ecosystem, the curriculum with cognitive skills and learning outcomes as per regional needs, flexibility in disciplines, with early specialisation and streaming of students into narrow areas of study, more focused curriculum for socio-economically disadvantaged areas and also framing of curriculum in regional Janguages, revamping curriculum, pedagogy, assessment, and student support for enhanced students GER, increased access, equity, and inclusion through @ range of measures, including greater opportunities for outstanding public education. Recent survey on Gross Enrolment Ratio (GER) wes stated that in the state of Maharashtra for higher education particularly for boys 36.2 and girls, 33.5; total 34.9 during 2022-23 under the age group of 18- 23 yrs. To overcome the gender gap in literacy as per the data availability and implementation of NEP through all five districts under the jurisdiction of University the perspective plan 2024-29 have been aimed, CIE... 3. Objectives: 31 Population dynamics of the region district-wise: 3.1.1 Amravati Distriet: An official Census 2011 detail of Amravati, a district of Mabarashtra has boen released by Directorate of Census Operations in Maharashtra. Enumeration of key persons was also done by census officials in Amravati District of Maharashtra. Tn 2011, Amravati had a population of 2,888,445 of which male and female were 1,480,768 and 1,407,677 respectively. In the 2001 census, ‘Amravati had a population of 2,607,160 of which males were 1,345,614 and remaining 1,261,546 were females, Amravati District population constituted 2.57 percent of total Maharashtra population. In 2001 census, this figure for ‘Amravati District was at 2.69 percent of Maharashtra populstion. There was change of 10.79 percent in the population compared to population as per 2001. In the previous census of India 2001, Amravati District recorded increase of 18.50 percent to its ‘population compared to 1991 (Table 3.1-3.3). Amravati Distriet Literacy Rate: ‘Average literacy rate of Amvavati in 2011 were 87.38 compared to 87.38 of 2001. Amravati District Sex Ratio: ‘With regards to Sex Ratio in Amravati, it stood at 951 per 1000 male compared to 2001 census figure of 938. In 2011 census, child sex ratio is 935 girls per 1000 boys compared to figure of 941 girls per 1000 boys of 2001 census data. Akola District (Population 2011-2023) ‘An official Census 2011 detail of Akola, a district of Maharashtra has been released by Directorate of Census Operations in Maharashtra, Enumeration of key persons was also done by census officials in Akola District of Maharashtra, In 2011, Akola had population of 1,813,906 of which male and female were 932,334 and 881,572 respectively. In 2001 census, Akola had a population of 1,630,239 of which males were 841,253 end remaining 788.986 were females. Akola District population constituted 1.61 percent of total Maharashtra population. In 2001 census, this figure for Akola District was at 1.68 percent of Maharashtra population. ‘There was change of 11.27 percent in the population compared to population as per 2001. In the previous census of India 2001, Akola District recorded increase of 20.58 percent to its population compared to 1991 (Table 3.4, 3.44, 3.5). Akola District Literacy Rate: Average literacy rate of Akola in 2011 were 88.05 ‘compared to 88.05 of 2001: If things are looked out at gender wise, male and female literacy were 92.34 and £83.54 respectively. For 2001 census, same figures stood at 88.91 and 73.44 in Akola District. Total literate in Akola District were 1,411,281 of which male and female were 758,977 and 652,304 respectively. In creating and revising the curriculum, the initiative has been taken by the University in terms of CBCS and NEP. The credit and marks grade system weré proposed under these schemes to address the issues related to skill component and extra mural activities by offering marks. Despite conscious efforts to censure equitable development, there are disparities among districts and within districts in terms of economic development and social development. Imbalances are caused due to various factors such as ‘geographical terrain, local economic conditions, infrastructure, demographic structure, connectivity tc. For addressing these imbalances, focused interventions that are specific to the locality and issue ‘are necessary. The Plan is prepared with specific growth objectives usually for 5 years with specific growth targets for a long-term development. The Perspective Plan addresses not only vertical growth but also takes care of horizontal balance, ie distribution aspect of growth among the various sectors of population, areas etc, The Perspective Plan for a block / area will be prepared for a period of 5 years in such a way that within the period all the identified backward parameters are to be comprehensively addressed. The issue related to the GER is to be address in the Perspective Plan. Because of GER of Amravati is 75.88, Akola is 61.68, Buldzana is 52.74, Yavatmal is $0.44 and Washim is 35.11 and the average for the University region is better (57.03). The University region consists of locations having poorest GER under the district of Washim. Moreover, it is poor in some of the talukas and places under the jurisdiction such as, Dhami, Balapur, Lonar, Pusad and Risod, Malegaon, Jhari Jami, Chikhaldara, The University campus would naturally be the core focus of the Perspective Plan, and would examine historical and cultural strengths of the University jurisdiction. Similarly, the Perspective Plan would also need to include the potential with affiliated institutions to re-examine their campuses, CREE»... structures and core units within them. The Perspective Plan 2024-29 intends to be inclusive of the financial, knowledge, innovative and managerial skills and strengths of professionals in the University jurisdiction. To address the issues related to literacy rate in Amravati Region is considered during this perspective plan. In Amravati average literacy rate ‘was found to be 91,99% for female and 88.27% male. Jn Yavatusal it was 91.33% females and 85.85% males. in Akola it was 84.34% females and 92.62% males. In Washim it was 78.81% female and 91.27% males. Moreover, in Buldhana it was 78.97% female and 91.62% male. The gender gap in literacy rate for female was noted lower in Akola, Washim and Buldhana District. To overcome the issues related to ‘gender gap in literacy rate the women’s colleges and night colleges were proposed in the perspective plan for Akola, Washim and Buldbana District. To preserve and promote the highest levels of human aspiration and artistic integrity through the establishment of performing arts. colleges in the region. Performing Arts colleges will train students to ‘exceed in their artistic endeavours, to hone their talent, to maximise their skills, to modernize their artistic perspectives, to conserve and propagate Indian Tradition and Heritage and to be a complete performing artist. As per the goal set through the National Education policy 2020 to promote quality education and innovation. Currently, the University follow the — structure —_of single-stream education. Generally, what happens is that a student who has taken a major is allowed to study relevant subjects. He/she. can’t opt for subjects from other majors. Strategic Implementation of Perspective Plan: ‘The perspective Plan of the University sets out a framework of commitments and priorities for the University and its departments. The projected population of Amravati District 3,270,000; Akola District 20,60,000; Yavatmal District 32,10,000; Washim District 14, 50,000; Buldhana District 31,00,000 is expected by 2029. Moreover, the literacy rate of Amravati Male 88.27%and Female 91.99%, Akola Page 82 of 127 22.2, Equity initiative: ‘Male 92.62% and Female 84.34%, Washim Male 91.27% and Female78.81%, Yavatmal Male 85.85% ‘and Female 91.33% and Buldhana Male 91.62% and Female 78.97% was recorded. As per census of 2022 the Gender gap in literacy is a major concern in the contemporary world especially in India. Gender gap in literacy occurs when there are systematic differences in schooling level between men and women. The gender gap in Amravati and Yavatmal is more for males However, in Akola, Washim and Buldhana the gender gap was more with females as compare to males. The GER of Amravati is 75.88, Akola is 61.68, Buldhana is 52.74, Yavatmal is 50.44 and Washim is 35.11 and the average for the University region is better (57.03). The University region consists of locations baving the most poor GER under the district of Washim. Moreover, it is poor in some of the talukas and places under the jurisdiction such as, Dhami, Balapur, Loner, Pusad ‘and Risod, Malegaon, hari Jami, Chikhaldara. To minimise the gender gap, to overcome the literacy gap and address the issues related to GER under the coverage of perspective plan the Women's colleges 06, 0S and 04 in Washim, Akola and Buldhana respectively has been proposed in the perspective plan. Moreover, to overcome the barriers to education a total 03 Night colleges has been proposed. The stagewise implementation plan was prepared for the inception of colleges. Number of equal opportunity cells: Currently 33 University departments and 383 affiliated colleges hhave equal opportunity cells. Number of schemes for special needs of tribal and disadvantoged groups: Currently the schemes are (1) Subsidised hostel facility, (2) SGB pure drinking water for ruraltemote /tribal areas is launched in the year 2017-18. In this scheme 5 colleges per year are selected and the University contributes 70% of the amount required for installation of R.O. System. Currently the scheme is operated in I5 selected colleges. It is proposed to extend the scheme to 25 colleges by the end of perspective plan period by 2029. ‘Scholarships/schemes for economically and socially challenged students: Camrently the schemes are (1) ‘Eam while Learn scheme for students benefitted 69 students, (2) Sant Gadge Baba Scholarship, Shamlal Rathi scholarship for 250 students, (3) Student ‘Welfare Fund Scholarship is created and it is utilised for giving financial assistance to students on the roll of the affiliated colleges, institutions, teaching departments of the University and colleges conducted by the University in the form of scholarships. ‘Scholarship is awarded on merit. Therefore, in the context of developing countries, such as India, there is a critical need for quality skill development and taining. Considering the genuine need of skill development in today’s scenario, the HRDC organizes ‘Train the Trainers’ Faculty Development Programme for soft skills development.
