Republic of the oitippines Bangsamoro Autonomous Region in Muslim Mindanao Province of Tawi-Tawi MUNICIPALITY OF TANDUBAS 7502 Oltice of the Municipal Mayor EXECUTIVE ORDER No. 07-002 SERIES OF 2022 AMENDING EXECUTIVE ORDER No. 02-01 SERIES OF 2021, AN ORDER REORGANIZING THE MUNICIPAL PEACE AND ORDER COUNCIL (MPOC) OF TANDUBAS MUNICIPALITY, PROVINCE OF TAWI-TAWI AND ESTABLISHING OTHER INSTITUTIONS PERTAINING THERETO WHEREAS, the Local Government Code of 191 mandates all Local Government Units (LGUs) to maintain peace and order and preserve comfort and convenience for their respective ‘constitutions. Thus, the implementing rules and regulations of the Local Government Code of 1991 directs all LGUs to create/organize their Local Peace and Order Council (LPOC), WHEREAS, Exccutive Order No. 773, Scries of 2009 further reiterates the creation of Local Peace and Order Council and Providing therefore the prescribed compositions including the participation ofthe Private Sectors; WHEREAS, DILG-MC 2015-30 established standard and guidelines in the functions, roles and responsibilities of the Local Peace and Order Council and its Secretariat and further require creation of Technical Working Group (TWG) for the Peace and Order and Public Safety Planning, NOW, THEREFORE, I, HON. AL-SHALID A. SALIH, Municipal Mayor of Tandubas, Province of Tawi-Tawi do hereby ordain the reorganization of the Municipal Peace and Order Council (MPOC) identifies as follows, Section 1 - Composition - The Municipal Peace and Order Council of Tandubas, Tawi-Tawi shall ‘be composed ofthe following, HON, AL-SHALID A. Providea forum for dialogue and deliberation of major issues and problems affecting peace and order, including insurgene '. Recommend measures which shall improve or enhance peace and order and public safety in their respective areas of responsibility, including antiinsurgency measure; €. Recommend measure to converge and orchestrate intemal security operations effort of evil authorities and agencies, military and police; 4. Apply moral suasion to and/or recommend sanctions against local chief executive who are siving material and politcal support to the communist rebel, © Monitor the provision of livelihood and infrastructure development programs and projects, to the remote rural and indigenous populated areas adopted to isolate them from the ‘communist ebels and ideological, political and organization works; £ Perform all other functions assigned by law, the President or the higher POCs; * The Chvlian Volunteer Organization (CVOs) shall be managed and supervised by the respective Regional, Provincial, City and Municipal Directors ofthe PNP. re ‘Convene the POC Quarterly Meetings, or as often as needed arises; Invite other concerned agencies, not included in EO 773 to join or participate in POC Meeting andior activities; i, Formulate a 3-year POC Operational Plan, or a 3-Year Municipal Peace and Order and Public Safety Plan (POPSP) to be incorporated in the Comprehensive Development Plan (cP); i. Provide a forum for inter-disciplinary dialogue and deliberation of major issues and cconcems affecting peace and order and public safety nationwide; Recommend strategic actions or activities aimed at promoting, improving, and maintaining peace and order and public safety measures including anti-insurgency, within the respective jurisdictions; 1. Formulate and adopt an effective mechanism for the coordination, cooperation and consultation involving the Local Executives, Citizenry, and Law Enforcement agencies under RA 6975 as amended in the adoption of the Community Service-Oriented Policing (CSOP) System; 'm, Create special action committee to address the immediate issues on peace and order and public safety in case of emergencies (eg. Criminality, Countering Violent Extremism, ete.) 1. Create a Technical Working Group (TWG) for the purpose of POPS Planning, following the guidelines preseribed by the DILG on the tools and process on POPS Planning; ‘6. Submit Semestral POC Accomplishment report tothe NPOC, through their respective POC Secretariat; P. Serve as the convergence mechanism to support the Comprehensive Local Integration Program (CLIP) committee in its implementation atthe Province and HUC POC Level; 4. ANUAL ‘SB Chair on Peace and Order Section 6 ~ Roles and Responsibilities of the Technical Working Group (TWG) ~ the POPS Plan ‘Technical Working Group (TWG) shall perform the following; Prepare documents that could serve as reference for the profiling of the strategic direction for the Peace and Order and Public Safty situations and issues inthe Municipality: ». Conduct data gathering and analysis and stakeholdet’s consultation needed; Coordinate with the Municipality and Community for data gathering and action planning for the creation and implementation ofthe Peace and Order and Public Safety Plan; Present data and issues to the council for prioritization and development of strategies; Participate inthe drafting, review and adoption of the POPSP; ‘Take part in the submission and adoption of the POPSP; Coordinate with the internal and extemal stakeholders forthe effective communication and ‘monitoring of the POPSP, 4h.
