The Engine Power Limitation (EPL) is a way to obtain a better GHG emission rating.
Overridable EPL System means a verified and approved system for the limitation of the
maximum engine power by technical means that can only be overridden by the ship’s
master or OICNW for the purpose of securing the safety of a ship or saving life at sea.

This is realized by installing a sealing device which can physically lock the fuel index by
using a mechanical stop screw sealed by wire. So that the ship’s crew cannot release the
EPL without permission from the ship’s master or OICNW.

The sealed mechanical stop screw can limit the maximum fuel index which can be
identified from shop test report according to the target engine power limit. Thus, the
maximum engine output power of the propulsion characteristics is also limited.

The overridable EPL system which is applied, no changes are made to NOx relevant of
setting and NOx components listed in the engine technical file. The EPL does not affect
the validity of NOx technical file / EIAPP certificate.

The performance of engine is NOT changed due to this EPL is only limit the maximum
fuel index by a mechanical device. Therefore the EEDI index does not change as the
engine name plate with 100% SMCR remains unchanged and is in line with issued NOX
technical file and Class approval.

The setting of EPL is to restrict the opening of the fuel shifter arm, limit the EPL fuel index exceeding the limit by
adjusting the length of the limit bolt on the original fuel limit of the main engine, and install lead seals for tampering.
Each lead seal has an independent number.

The EPL device is mounted on the fuel distribution arm to set the limit bolt length to prevent the fuel index from exceeding the
limit position. And install lead seal to prevent tampering.

Procedure for setting an EPL:


EPL can only be installed at the direction of the master or the designated person in charge of the ship. Once a decision has been
made to install an EPL, the engine room Group shall follow the instructions below.
For the first time, the fuel index should be locked according to below procedure:

A1: Engine stopped.

A2: The length of the stop bolt for measuring the original maximum fuel index (First Installation Measuring
record Sheet A1).See Figure 2

A3: Remove the limit bolt and drill holes on the bolt tail and nut respectively for reserve.

A4: Install limit bolt and locking nut.

A5: Push the fuel index rod until fuel index reached 98.2.

A6: Adjusting bolt and swing arm contact, tighten the locking nut.

A7: Measure bolt length and record in (First Installation Measuring record Sheet A2).See Figure 2

A8: Seal the limit bolt with seal wire(See Figure 1). Install the seal wire in ascending order according to their
serial number.

A9: Report the reset of EPL as described in the procedure for report on release and reset of the EPL.

Each release and reactivation shall be recorded in the OMM & the bridge and engine-room logbooks.

Note:
To reset the EPL in the future, only adjust the bolt length to the length of the(First installation measurement record) (A2),
and adjust the bolt length to the length of the (A1) when removing the EPL.

Procedure of EPL release:

According to MEPC.335(76), the EPL system can ONLY be overridden by the ship's master or the officer in charge of navigational watch
(OICNW) for the purpose of securing the safety of a ship or saving life at sea. (e.g.operating in adverse weather and ice-infested
waters,participation in search and rescue operations, avoidance of pirates and engine maintenance). The EPL should be reset as soon as
the emergency situation is over. Once it has been decided to release the EPL, the engine room team shall follow the below guidance to
execute the release.

B1: Engine stopped.

B2: Confirm fuel index lower than limited position.

B3: Cut the seal wire.

B4: Loose the screw.

B5: Adjust the screw to A1 and meet the maximum fuel index of 114.8.(See First installation measurement

record)

B6: Lock the screw.

Each release and reactivation shall be recorded in the OMM & the bridge and engine-room logbooks.

Note:
To reset the EPL in the future, only adjust the bolt length to the length of the(First installation measurement record)
(A2), and adjust the bolt length to the length of the (A1) when removing the EPL.

Time required for releasing the EPL is estimated to be maximum 20 minutes.

The EPL limit is used to limit the movement of the engine fuel index arm, thereby limiting the power generated by the engine. The
limit value is calculated from the bench test report. The limit value is determined by the height of the limit bolt. If the height of
the stop bolt changes, the power limit also changes.

To confirm the set value of MCRlim for an engine, it is necessary to check the EEXI fuel index limit given in the EPL report
against the installed stopper.

Procedure for survey of the EPL system:


1. With a stopped engine go to local stand on the engine.
2. Visually check if the EPL limit device is installed in the limited position, with the wire seal correctly installed.
3. Change over engine control from remote to local.
4. Push the side handle to make the limit bolt fully contact with the swing arm of the fuel regulating shaft.
5. Read the fuel index on the manoeuvring gear.
6. To confirm the set value of MCRlim and that the EPL limit device is correctly installed, the read fuel index must be
equal to or lower than the limited fuel index stated in the EPL report.

The MCR height has no impact on EEXI compliance. It is fixed as a safety feature, so that the vessel will not exceed the rated MCR
when running on reserve power once EPL has been released, and thus avoid engine damage.

Each seal consists of a unique serial number. This serial number shall be entered when the EPL is released as the serial number of
the removed seal. When the EPL is reset a new seal needs to be installed and the serial number of this seal shall be entered in the
OMM when an entry to reset the EPL is made.

Any use of a power reserve should be recorded in the record page of the OMM for EPL signed by the master and
Stored on board as required. In case of having used a power reserve, the ship should without delay notify its
Administration or RO responsible for issuing the relevant certificate and the competent authority of the relevant port
of destination with the information recorded.

In case the EPL is overridden but the power reserve is not subsequently used, this event should be recorded in the
OMM, as well as in the bridge and engine-room logbooks. The engine-room logbook should record power used
during the period when the override was activated.

When the EPL is reset, supporting evidence (e.g. engine power log, photo taken at the occasion of resetting the
mechanical sealing) by the Administration or the RO at the earliest opportunity and details of the reset should be recorded
in the OMM, as well as the bridge and engine-room logbooks.

Any defect of the EPL system should be reported to the Administration or RO responsible for issuing the relevant
certificate.
