Annexure-C

Standard Operating Procedure (SOP) for CMTS Nodal Centers

A) SMSC
The Short Message Service Center (SMSC) is the node in mobile network that handles
text message operations. It is responsible for receiving, storing, routing and forwarding
SMS messages from mobile handsets and application. SMSC caters of two types of SMS
i.e. P2P and A2P.

O&M Activities
1. Daily health check-up of SMSC servers to avoid any service impact, checking of alarms
on different cards of servers, temperature checking etc.
2. Updation of SMSC Firewall policies/ rules to avoid any unauthorised access from public
network.
3. Password management of SMSC servers as per security policies. Remote access of the
SMSC system done only through RAS to ensure security.
4. Reconciliation of the SMSs sent/ delivery report etc. of DLT system with CDR and Billing
system.
5. Reconciliation of SMS delivered counts between 3rd party A2P SMSCs, ICB, SSTP and
DLT system to avoid any revenue leakage.
6. Reconciliation between SMSC MT count and billing charging CDRs and action taking
thereafter.
7. Reconciliation between SMSC MO and IN charging and action taking thereafter.
8. Monitoring and management of External/Internal ESME Accounts
9. Monitoring and management of routes in Switches and Routers.
10. Updation and maintenance of subscriber database and DND database
11. Monthly reports preparation of ESMEs, P2P SMS, MNP QOS, ISD report etc.
12. Generation of monthly/ quarterly TRAI reports
13. Monitoring timing synchronization of servers with NTP server to avoid time mismatches
14. Monitoring of Links/ connectivity status with various network elements such as DLT,
SSTPs etc.
15. Monitoring and analysing of various SMS traffic such as promotional, transactional,
international A2P pushed by telemarketers through DLT. Root cause analysis of SMS
failure is to be done and escalate the same for early resolution with concerned network
element team / operator.
16. Monitoring CDRs & updation in mediation path for billing purpose.
17. Monitoring of Error CDRs identified by Mediation/ ICB team during SMS CDR processing
of SMSCs and do the root cause of the fault. Issue to be escalated for resolution with the
appropriate entities/ vendor.
18. Monitoring of VAS network elements through Router OM and user management.
19. Monitoring Configuration and CDR issues of all SMSC nodes.
20. Monitoring Disk utilization for storage of CDRs of SMSC Nodes.
21. Monitoring of P2P HUR report i.e. SMS more than 100/day and action taking thereafter.
22. Monitoring of HLR Vs SMSC mismatch data w.r.t IMSI, MSISDN, prepaid, postpaid etc.
and action taking thereafter.
23. Monitoring of report MSISDN in SMSC but not in HLR & vice versa and action taking
thereafter.
24. Sending LRN Wise report to SSTP on daily basis
25. Monitoring and management Bulk Push Account Configurations and Bulk Push account
issues.

26. Resolving SMS complaints related to P2P and A2P messages raised through various
modes like CCM, mail and calls.
27. Taking Backup of SMSC nodes.
28. Daily checking of TPS utilization.
29. Checking SMS/MNP/ISD-SMS Complaint of different circles
30. Performing Security Audit of SMSC

B) Firewall/Hub
1. Preparation of daily report and sending of report through mail for consolidation of all
counts.
2. Preparation of monthly report in comparison with ILDO FW and SSTP mirroring
3. Creation/ modification of policies as per new/ existing service requirement
4. Monitoring SMS Hub CDRS pushing to ICB.
5. Monitoring of alarms, traffic and added rules.
6. Monitoring of SMS delivery statistics.
7. Reconciliation of ILD SMS hub count with ICB counts.
8. Based on the SPAM content complaints from other operators numbers, action taken
including blocking such numbers at FW end as guidelines/ provisions.
9. Blocking of any code/message content as per requirement.
10. Attending SMS firewall/hub related complaints.

C) EIR (Equipment Identity Register)


The Equipment Identity Register (EIR) is a network entity used in GSM networks that
contains a database of International Mobile Equipment Identity (IMEI) numbers of Mobile
stations (MS) that are allowed in a network as well as database of all equipment that is
banned e.g. because it is lost or stolen. An EIR helps operators to protect their networks
and revenues from stolen and unauthorized devices being used.

O&M Activities
1. Daily health check up of EIR System, hardware alarms, space monitoring of EIR log path,
logs etc.
2. Daily updation of the BL access logs to CDOT, CEIR.
3. Daily updation of CEIR BL/BLO list (black & grey) IMEI in EIR.
4. Daily updating TAC list in EIR.
5. Uploading EIR IMEI dump to FMCC.
6. Maintaining backup of EIR (system configuration, CDR etc.)
7. Monitoring daily traffic of MSCs, MMEs and all Sigtran and Diameter links towards SSTPs
& DRAs respectively.
8. Monitoring the traffic of EIR and doing the necessary action like changing the redundant
CPU to main frame, diverting the traffic to standby Card etc.
9. Checking the M3UA association and DIAMETER link connectivity with the Nodes
10. Generation of IMEI Cloning & Traffic/ KPI reports.
11. IMEI and TAC reconciliation management with the SGSN, MSC, CEIR, BBNW and Term
cell TEAM.
12. Co-ordinating with MSCs, SGSNs, MMEs, DRAs & SSTPs towards traffic and link related
issues.
13. Co-ordinating with Vendor towards AMC, PM & EIR System related issues.

D) SPAM Filter
1. System health check of SPAM server.
2. Monitoring SMS blocking at SPAM filter

3. Daily analysis of SPAM reports, based on reports, adding/ modify rules for reducing the
spam messages
4. Coordinating with Vendor for configuring of various code/content for reducing the spam
content being sent in SMS.
5. Resolving issues in Coordination with other network element team, if required.

E) GGSN/SGW/PGW
Gateway GPRS Support Node (GGSN) is part of the core network that connects GSM-
based 2G/3G networks to the Internet. The GGSN works in tandem with the Serving
GPRS Support Node (SGSN) to keep mobile users connected to the Internet and IP-
based applications. For 4G network, SGW stands for Serving Gateway and PGW stands
for PDN gateway. The SGW routes incoming and outgoing IP packets for better system
collaboration and serves as an anchor for the UE when it moves from one eNode-B to
another. PGW is the network node that connects the EPC to external IP networks

O&M activities
1. Creation of APN services as per billing order and their management.
2. Generation and monitoring of KPI reports of GGSN.
3. Generation of daily traffic report for monitoring traffic on day-to-day basis.
4. Configuration of new site added in the network.
5. Checking the CPU & disk utilization and data redundancy storage.
6. Daily auto back-up on server and monthly backup on external storage
7. Monitoring of Alarms & logs on daily basis.
8. Checking and monitoring of connectivity between network elements on different interfaces.
9. Monitoring of data traffic on GGSN/PGW on real time basis and trouble shoot the issue if
observed.
10. Resolving data services related complaints received from Call center / PG / CSC / Radio
team /Roaming team / Circle teams

F) PCRF/SPR
PCRF (Policy and Charging Rules Function) is a dedicated policy equipment
standardized in 3GPP, which enables policy function for charging and bandwidth on the
multimedia networks. As a policy tool, the PCRF plays a central role in next-generation
networks. The main component to run PCRF server is SPR- Subscriber Profile
Repository that is the repository to store all technical assets, business assets, and
configuration items used by the PCRF Server. Policy’s SPR is the policy solution
database to store subscriber profile, quota, location and state information of the Policy
Server to use in its policy implementation.

O&M activities
1. Alarms & KPI monitoring
2. Post-paid internet plan configuration in PCRF as per billing order and subsequently
testing of same before making it live.
3. Pre-paid internet PCID configuration in PCRF as per IN order and subsequently testing of
same before making it live.
4. Generation of FMCC reports for PCRF/SPR vs Billing for mismatch on basis of MSISDN,
IMSI, Policy. Taking corrective action in case discrepancy observed.
5. Generation of FMCC reports for PCRF/SPR vs IN for mismatch on basis of PCID.Taking
corrective action in case discrepancy observed.
6. Monitoring of Logs in the EMS on daily basis.
7. Checking and monitoring of the CPU & disk utilization and data redundancy storage.

8. Checking and monitoring of connectivity between network elements on different
interfaces.
9. Monitoring of international out-roaming policy for data restriction after 5MB data usage in
international out-roaming. Daily FMCC report regarding number-wise International out-
roaming usage is generated & checked on daily basis.
10. Resolving data services related complaints from Call center / PG / CSC / Radio team /
Roaming team / Circle teams.
11. Daily auto back-up on server and monthly backup on external storage.

G) SGSN/MME
SGSN (Serving GPRS Support Node) provides switching functionality, security and
authentication via the HLR for GPRS users, and it keeps track of the location of the user
equipment (UE). Also, it manages its mobility without affecting its data session. In
addition, the SGSN performs security functions and access control for the users. For 4G
network, Mobility Management Entity (MME) is a key component of the standards-defined
Evolved Pack Core (EPC) for LTE. It provides mobility session management for the LTE
network and supports subscriber authentication, roaming and handovers to other
networks.

O&M activities
1. Generation of daily traffic report for monitoring traffic on day-to-day basis.
2. Configuration of new BSC/RNC/e-NodeB added in the network and testing of same.
3. Configuration & reconciliation of various definition in SGSN.
4. Alarms & KPI monitoring.
5. Monitoring of Logs in the EMS on daily basis.
6. Checking and monitoring of the CPU &disk utilization and data redundancy storage.
7. Checking and monitoring of connectivity between network elements on different
interfaces.
8. Resolving data services related complaints from Call center / PG / CSC / Radio team /

H) Diameter Routing Agent (DRA)


Diameter Routing Agent (DRA) is a functional element in a 3G or 4G (such as LTE)
network that provides real-time routing capabilities to ensure that messages are routed
among the correct elements in a network. Diameter is the signalling protocol used in LTE
networks to handle messages for subscription, policy and charging management

O&M activities
1. Generation of daily KPI report for monitoring traffic on day-to-day basis.
2. Creation/Deletion/Modification of SCTP, TCP, Diameter Link, Peer and routing& traffic
based configuration between NE as per new updation in network.
3. Checking and monitoring of diameter connectivity between network elements on different
interfaces viz. S5/S8, Gx, Gy, SGi, Rx, S6a, S1, S4, S11, S13, S12, etc.
4. Checking and monitoring of the CPU &disk utilization and data redundancy storage.
5. Alarms & KPI monitoring.
6. Monitoring of logs in the EMS on daily basis.
7. Resolving data services related complaints from Call center/ PG /CSC /Radio team /
Roaming team/ Circle teams.
8. Daily auto back-up on server and monthly backup on external storage.

I) LBS (GMLC & SMLCs)
Gateway Mobile Location Center(GMLC) and Serving Mobile Location Center(SMLC) are
two GSM nodes for location-based services (LBS).GMLC is used for active mobile
positioning, it triggers specific activities on the network to retrieve a subscriber's location
in real-time. Serving Mobile Location Center (SMLC) in GSM Networks, the
SMLC/SAS/eSMLC (SMLSs) is a network element that resides in the BSC/RNC/MME
respectively and calculates network-based location of mobile stations (handsets).

O&M activities
1. Generation of KPI reports of GMLC and taking action in case of KPI degradation.
2. Creation of Circle Administrator user , PSAP user as per request
3. Checking the CPU &disk utilization and data redundancy storage.
4. Checking and monitoring of connectivity between network elements on different
interfaces.
5. Alarms & log monitoring on daily basis.
6. Monitoring the correctness of circle tower data in SMLC/eSMLC to get the desired
accuracy and do the required updation if any.
7. Resolving of complaints received from LEA/PSAP &circle team, if any
8. Daily auto back-up on server and monthly backup on external storage.

J) IP Log Manager (IPLM)


IPLM (IP Log Manager) prepares IPDR (Internet Protocol Detailed Record) for IP based
session created in GSM mobile network that helps track details of a telecommunication
call or message generated by a phone device. These logs contain metadata that describe
details of a specific call, like calling phone number, destination port, start date/time, end
date/time etc.

O&M activities
1. Generation of daily KPI report for monitoring traffic on day-to-day basis.
2. Creation of IPLOG/circle users with approved privileges and their management as per
requirement.
3. Checking the CPU & disk utilization and data redundancy storage.
4. Alarms, KPI and log monitoring on daily basis.
5. Management of server parameters at optimal level, like memory utilisation, etc.
6. IPDR compliance to Circle teams, BBNW nodal and any other LEAs.

K) OTA (Over The Air)


OTA is a wireless technology used to: communicate with a SIM card, download
applications to a SIM card, and manage a SIM card. One of the key reasons why OTA is
so important is the agility to keep devices secure. The ability for devices to receive
updates without being physically plugged means that the manufacturer of the device or
software that is being used can easily release updates at any frequency

O&M activities
1. Sending of incremental triplet files to CEIR on daily basis
2. STK menu testing on various technology 2G/3G/4G.
3. Providing daily list of 4G handset incremental data to Billing
4. Checking of incremental triplets logs to CEIR
5. Monitoring of link/ connectivity of OTA with various nodes such as EIR, CTOP UP, MSC
etc.
6. Monitoring health checkup, hardware alerts, and server logs.

7. Monitoring of CTOPUP transactions and recharge/balance check
8. Monitoring of smart insight GUI for generating reports of detailed features of handset
latched in the network.

L) IMS (IP Multimedia Subsystem) is a standard-based architectural framework for


delivering multimedia communications services such as voice, video and text messaging
over IP networks (4G)

O&M activities
1. Daily health check of all nodes.
2. New feature implementation and testing.
3. Monitoring of Alarms& KPI and coordinate with Circles for Circle related issues
4. Troubleshooting and rectification of IMS related Calling issues.
5. Reconciliation of IMS–IN CDR cross verification by coordinating with coordination with
Billing
6. Backup of all nodes

M) B&CCS (Billing & Customer Care System)


B&CCS is an Integrated Customer Care, Billing and accounting platform which provides
provisioning of wide range of GSM services like Tele-services bearer services, GPRS, IN
etc. B&CCS take care of activation, deactivation, suspension and change in the
subscriber services.

a) System administration
1. General health check-up of all Billing servers and storage.
2. Maintenance of database, management of table spaces, fine tuning of database etc.
3. Backup of all servers, applications and databases
4. Monitoring for utilization of Disk spaces/ Tablespaces in all Billing servers/ databases.

b) Inventory (Bulk provisioning and Order Mgmt)


1. Monitoring and Uploading of Bulk provisioning and SIM/IMSI inventory.
2. Inventory Management of MSISDN/SIM/IMSI/STATIC IP etc.
3. Order and workflow Management of all billing activities arising out of CCNs/Provisioning
nodes.
4. Supervision and monitoring of Provisioning of subscribers through Sancharadhar/
Sancharsoft nodes
5. Resolution of complaints related to Billing inventory, provisioning and Order Management.
6. Barring/ unbarring of numbers
7. Bulk deletion of numbers from billing for inventory re-use.
8. Timely completion of pending orders.

c) Mediation for collection and transformation of raw CDRs into corresponding downstream
file format.

O&M activities
1. Configuration/ updating of new codes
2. Monitoring of CDR files collection from MSCs and other NEs.
3. Monitoring of Missing CDR files based on file sequence number.
4. Daily monitoring of processing of CDR files and their transmission to downstream
applications like Billing, Roaming and DWH.
5. General maintenance of Mediation systems.

6. Archiving of old CDR files and their backup.
7. Reprocessing for exception files, if any.

d) CDR charging & rating:


1. Monitoring of CDR files collected from Mediation for all NEs.
2. Monitoring and reprocessing of CDR files in case of error in processes.
3. Monitoring and reprocessing of Threshold error CDRs.

e) ROAMING
1. Configuration of new tariff, creation of new National & International Operators.
2. Daily Checking of TAPOUT file generation/ TAPIN file received for National, International
& MTNL files.
3. Maintenance of Roaming server like checking for exception files, disk space etc.
4. Monitoring of all Source and Destination links.
5. Timely action on RAP (Reject Account Procedure) file

f) DWH (Data Warehouse)


1. Generation of Bulk CDR Report for busy hour, one day, one week etc.
2. Generation of Weekly/ monthly ILD CDR report.
3. Generation of monthly and quarterly TRAI reports
4. Database monitoring and file system management of DWH server
5. Monitoring of loading of CDRs into DWH database.
6. Monthly CDR archiving and partition creation.

g) Tariff configuration
1. Configuration of GSM postpaid plan (new & revised tariff)
2. Defining MSC codes, IVR/SMS short codes, IUC code etc.
3. Bulk provisioning of services as per Circle need and troubleshooting.
4. Generating and Providing different monthly reports such as TRAI reports, EROS count,
various BSNL CO (Retail customer count, M2M customer count etc.) and circle reports.
5. Solving MIU related issue on regular basis.
6. Solving issues and complaint related to postpaid billing.
7. Performing TRAI Quarterly audit

h) Miscellaneous.
1. Implementation of new features in B&CCS.
2. Archiving and purging of old CDR data, Bill invoice details, Order data etc.
3. Preparation of TAFCOP data.
4. Monitoring and health check-up of various B&CCS modules.
5. Preparation and uploading of Prepaid/ Postpaid Customer data.

N) MNP (Mobile Number Portability)


1. Generating various MNP monthly and additional MNP reports and providing to Circle
teams as per requirement.
2. Checking of different processes in MNP Application including disk space, manual
clearance of stucked port cases Tablespace & memory monitoring etc.
3. Scheduled restart of DBs.
4. Connectivity checking with various nodes like SSTP, Billing systems, SMSCCTOPUP,
DLT etc.
5. Checking of Client processes

6. Daily monitoring and reconciliation of PORT-IN/ PORT-OUT MNP processes and
ensuring the completion of port IN and port Out completion orders within specified time of
transfer date/time as per TRAI regulation/ guidelines.
7. Monitoring of MNP NPD & Number return process
8. Monitoring of rejected cases on sample basis and root cause analysis for cases which are
not in conformity with Regulation and coordinate with Circle for corrective action.
9. Sharing of MNP Files/ Report to DLT, CTOPUP, Billing systems.
10. Resolution of different kind of issues coming from Circles/ SSAs/MCH etc.

O) ICB (Interconnect Billing System) takes care of IUC (Interconnect Usage Charges).
For SMS IUC, CDRs received from SMSCs are being processed and as per IUC charges,
the payable statement is generated for SMS. For receivable (Invoice) the SMT CDRs
(Terminating SMS CDRs) from MSC are being used. For ISD Voice call CDRs received
from GMSC are processed and accordingly voice IUC is being generated.

O&M activities
1. Health checkup of ICB servers
2. Integration of New network element (MSC/SMSC etc).
3. Configuration of MSC/Short/Govt/VAS exempted codes
4. Generation and monitoring of reports.
5. Maintenance and monitoring of ICB database like tablespace, memory, table partition
etc., scheduled restart of DBs.
6. Regular maintenance of Rate, charge table
7. Maintenance and monitoring of processes such as NPDB update, shared memory
loading, SMS CDR splitting, IMS CDR splitting, CCBS file processing etc.
8. Maintenance and monitoring of FTP, CDR processing (Voice+SMS+IMS), so that file
pulling, file processing may happen in timely manner.
9. Monitoring of all CDR processing of Circles, identification of the root cause in case of
CDR processing failure and rectification of the same asap.
10. Month end activity such as rejected CDR clearance, block creation and rating to be done.
All the circle to do that under supervision of IUC zonal administrator. It has to make sure
that no CDRs are missed or left. If any block error, same has to be rectified.
11. Correction of Rating error by defining proper rate configuration, if any. It is to be ensured
that invoices are generated properly before specified date of every month.
12. Checking for missing IUC CDRs from switch to mediation to IUC billing system with the
help of Circles.
13. Checking if any genuine records are being filtered out due to incorrect filtration rules
defined on the ICT.

P) FMCC (Fraud Management and Control Center) detect, identify and help in preventing
possibilities of telecom fraud and revenue leakages in BSNL Mobile communications.
Generating reports based on the subscriber dump and CDR dump data from various
Network elements.

O&M activities
1. FMCC Application Administration. Modification in the existing reports and creating new
reports as per the field requirements. FMCC GUI User creation as per the request of
various GSM sections and giving access to report. Performing generation as per the
requirement. Password reset, unlocking for various users.
2. FMCC Server Administration. Checking the Storage spaces of various partitions and table
spaces. Oracle DB management. Creating space by removing old records, files and table

spaces. Checking the errors and monitoring the CPU utilizations. Informing the vendor
about hardware issues and rectifications
3. Generation of various FMCC reports for reconciliation of configuration/ database of
Mobile Network elements for optimization/ monetization purposes.
4. Generation of Prepaid and Postpaid HUR (High Usage Report) reports for voice/data/
SMS of all Circles, suspicious cases based on HUR pattern and raise to concerned
CMTS A.O. sections.
5. Generation and reconciliation of reports between various Databases such as HLR vs
Billing, HLR vs IN, Billing vs IN, HLR vs SDP (service delivery platform), SPR vs Billing
and IN, SMSC CDR etc and take action to resolve the discrepancies.
6. Generation of Monthly reports such as GGSN, SGSN based unique data user’s count of
all circles, IN recharges for the Month etc.
7. Generating Suspected Grey caller MSISDNs & IMEIs used in MODEMs every fortnight,
list preparation and informing these number to all the concerned circles for taking
necessary action according to guidelines from BSNL CO.
8. Daily taking VLR dumps and generating the unique VLR count report.
9. Generating various technology wise (2G/3G/4G), site wise unique counts, TAC wise
unique counts, as per the request of various field units/ BSNLCO.
10. Generation of reports such as unique customers attached to the sites, data usage of
customers in the particular cell-Ids as per the field requirement.
11. Preparation of list of customers who are not using data despite having smart
phone segregated for provision of 1 GB free data.
12. Monthly taking backup of Operating System and DB back up.
13. Verifying the collection of CDRs and Dumps from various GSM NEs such as MSCs,
SGSNs, GGSNs, SMSC, HLR, IN etc.
14. Monitoring of FMCC NRTRDE (near real time roaming data exchange) reports. Verifying
the collection of NRTRDE CDRs and checking the report generation and SMS alerts of
NRTRDE HUR cases. NRTRDE HUR cases to be mailed to the concerned circle A.O. for
information and n/a.
15. Performing preventive maintenance and integration activities.

Q) IN (Intelligent Network)
Mobile IN (Intelligent Network) is basically a charging system where multiple prepaid
mobile services like (Voice, SMS, data, roaming etc) are managed and charged at one
place. It contains subscribers’ accounting database for charging. Account details contains
freebies, tariff, validity, plan on recharges and other facilities details of all prepaid
subscribers received through recharge or provisioning

O&M activities
1. Implementation/ withdrawal/ configuration and testing of Promotional Schemes/ PVs/
STVs/ FRCs/ short codes introduced by Corporate/Circle Offices on ESM/ ATCA, selfcare
servers.
2. Configuration of IVRs, GTs, LRNs as per existing/ standard procedures with coordination
with relevant nodes such as with MSC teams/ VPN/ Testing teams and verify the tested
CDRs. Monitoring of the correctness of the configuration on periodic basis.
3. Configuration of SMS MO short codes in coordination with VAS teams as per the circular
and offer for testing and launch.
4. New Project/ NE Integrations including connectivity, configuration & testing
5. International Roaming country/ operator configuration. Virtual Testing for launching of
new country tariff and rationalization of all IR tariff as per revised tariff.

6. Rationalization of PVs/STVs/FRCs/Short Code as per the circular received within
stipulated time and coordinate with circle Team for tariff testing and verification
7. Provisioning of freebies and validity to the Circle specific EB plans as per approved
Circulars. Creation of New EB Plans as per approval.
8. Performing System and Network Administration for Hardware, Software, Health checkup
configuration routing & management of Links & traffic etc.
9. Performing Administration and O&M of MIS & CC GUI
10. Performing Preventive Maintenance for IN Node
11. Monitoring the OS and file system backup of all IN Servers and Old CDRs Backup and
issues if any to be raised to concerned team for corrective action
12. Monitoring of dumps & reports, regular backup of various dumps
13. Generation/ uploading of various reports on daily/ weekly/ monthly basis on NOC report
portal. Timely providing data/ information sought by HQ/Circle/SSA
14. Daily Analysis of IN traffic reports and system Health checkup
15. Analysis of various reports/data & raising the issues to the Vendor for any concerns and
also raising the concern to circle office & Corporate office
16. Management of VPN system
17. Raising the issue/ resolution of Complaints received from Complaint Centers/ Circle
Nodal officers/ CSCs/ CMD Helpdesk/ BSNL Portal/ Social Media complaints etc.
18. Coordination with Vendor for resolution of issues/feasibility/AR/integration/replacement of
faulty hardware and other performance related issues.
