The tongue twisting capital of Slovenia is the figurative and (almost) literal
centre of the country, with nearly three times more inhabitants than any
other Slovene city and an even larger share of its commercial, administra-
tive, cultural and educational activity.
It's been less than a decade since Ljubljana notably celebrated the 2000th anniversary of the founding of the
Roman settlement of Emona, whose ruins lie underneath the present day city. However, according to the local
legend the origins of Ljubljana go back even further, namely, to the turn of the first millennium BC, when Jason
and Argonauts stopped for a time. Regardless of the legend’s historical accuracy, it continues to live on through
the dragons adorning its bridges, flags and more.

Nowadays, Ljubljana combines a quaint and well-kept mediaeval old town at its centre with more modern
districts radiating out in all directions. While some 300,000 residents officially call the city home, it is said that its
size swells to well over half a million on any given weekday, with large numbers of workers and students mak-
ing daily migrations. Thanks in part to this massive influx, Ljubljana has a vibrancy and youthful air that would
be the envy of much larger cities, with countless cultural events taking place on a daily basis. And at the same
time it manages to be one of the safest and cleanest cities of its size anywhere in Europe, even being named the
European Green Capital back in 2016.

Add all this to the fact that the city is only a 20-minute drive from ski resorts in the Alps, 45 minutes from Medi-
terranean beaches and more or less surrounded by idyllic countryside, and it’s easy to see why Ljubljana has
garnered such high praise in recent years. So without any further ado, we'd like to welcome you to our fair city,

Pocket ultimate yearbook. Congratulations to all the
winners, and a big thanks to everyone who voted!

Best of Ljubljana 2023

Everyone has their favourite hotels, restaurants, cafes, bars,
shops, sights, experiences and more in Ljubljana and Slo-
venia, including our local In Your Pocket team. However,
since we already know what our personal favourites are
(and, let's be honest, they might very well differ from the
norm), it's often more interesting for us to find out the ven-
ues that our readers (and Facebook fans) prefer. Thus we
started conducting our Best of Ljubljana competitions back
in 2011, which cover a variety of categories.
This year, we decided to take things to the next level to im-
prove our own editorial team and the public's opinion. We
will also be hosting our biggest-ever awards presentation
ceremony in January. Welcome!
The results are permanently visible on our website, and
for all of the larger competitions, awards are presented to
the winners, and the results and PR photos are published

History of Best of Ljubljana

What started as a one-off competition for our own amuse-
ment (and love of alliteration) with the Battle of the Burek
and Best Nightlife back in 2011, Best of Ljubljana has grown
into one of the city's most recognizable public awards.
Running for more than a decade and covering the same di-
verse selection of categories as our ever-popular Ljubljana
In Your Pocket guides, the competitions regularly received
tens of thousands of individual votes from the public every
year. Of course, that was before the Covid-19 pandemic
ground them to a halt, as it did for most things in Slovenia,
a Europe and around the world.
But like that inspirational immortal bird of Greek mythology,
our Best of Ljubljana competition rose from the figurative
ashes that were the years 2020 and 2021 and returned bet-
ter than ever in 2022. And what proof is there of this lofty,
cliché-riddled statement we just made? Well, for starters,
we published our first ever annual Best of Ljubljana mini
map guide, which can still be found in more tree-friendly
digital form, and for 2023 have even bigger plans in store!

Topics & Timeline for Top 500
Covering the best of what the city has to offer - for tourists,
expats and locals alike - our Best of 2023 competition has
been divided into six different topics for Ljubljana, namely
Culture, Cafés, Shopping, Restaurants, Experiences and
Nightlife. Each topic has been further divided into a wide
variety of categories, ensuring that they are as inclusive as
possible.
Public voting took place from October until the end of De-
cember, with polls being opened for two weeks for each of
the topics outlined above.
Best of Ljubljana Culture 2023 (6 754 votes)
Ljubljana may have just under 300,000 inhabitants, but
when it comes to culture, the city truly hits above its
weight. This is thanks to many factors, including its histori-
cal importance, its modern status as an EU capital city, its
youthful population and plethora of students, as well as its
geographical proximity to other major cities. Anecdotally
speaking, Slovenes also seem to be artsy, cultured people.
All this means that coming up with categories for the Best
Culture in Ljubljana for 2023 was no easy task. Without fur-
ther ado, this year's categories are: Best Museum, Best Gal-
lery, Best Theatre or Performing Arts, Best Annual Event,
Best Plečnik site.
Best of Ljubljana Cafes 2023 (15 202 votes)
Ljubljana’s café culture has always been one of our favour-
ite things about the city. When the weather is pleasant, the
entire Old Town is abuzz with activity at the pavement ca-
fés that line nearly every street. During the colder months,
things move indoors, but thanks to the national smoking
ban, you’re still apt to find a fair amount of patrons outside
huddled under heat lamps and blankets. The most popular
places can be found along the Ljubljanica River on Cankar-
jevo Nabrežje and along Petkovškovo Nabrežje on the op-
posite bank. Alternatively, find a place by just wandering
around until you find something you like the look of. This
year's categories are; Best Ice Cream, Best Cafe, Best Des-
serts, Best Specialty Coffee Places, Best Cafe Terraces.
Best of Ljubljana Restaurants 2023 (57 860 votes)
Over the twelve years we’ve been running the Best of
Ljubljana competitions, there have been some significant
changes in the restaurant scene. Ljubljana boasts thou-
sands (ok, maybe not quite that many) of places to eat, and
with the arrival of Restaurant Week back in 2012, dining op-
tions have rocketed. We’ve seen new places open and bring
their own twist to traditional favourites, we’ve said good-
bye to other places and still miss them, and we’ve seen oth-
ers continue to work hard through some of the toughest of
times as they strive to bring us their best dishes - and we
swear the standard of cuisine on offer keeps getting bet-
ter and better. This year's categories are; Best Slovenian
Restaurant, World Cuisine Restaurant, Best Business
Lunch, Best Pizza in the Old Town, Best Pizza in Ljubljana
City & Around, Best Burgers, Best Vegan or Vegetarian,
Best Asian, Best Street Food, Best Balkan, Best Gostilna

Best of Ljubljana Experiences 2023 (6 754 votes)
With a population of almost 300,000 locals and another
million or so visiting each year, Ljubljana needs to keep eve-
rybody entertained. There’s no question that the Slovene
people are very outdoorsy folk who enjoy nothing more
than surrounding themselves with nature and partaking
in many sporty activities such as cycling, skiing and hiking.
But as well as all that exercise, they love spending time with
friends and enjoying quality family time. As for the tourists,
well, they need entertainment, too. So once all the most
popular ‘must see’ places have been visited, they often seek
different experiences to enjoy to pop into their Slovenian
Memory Bank before returning home. We have broken
our Best of Ljubljana Experiences 2023 category down
into eight separate categories that we hope will cover all
different pursuits and showcase just what diverse creative
choices are available in this beautiful city of ours. This year's

Shopping is big business here in the capital, so whether
you’re an impulse buyer, a well-informed customer, or you
just love window shopping, there is no end of options wait-
ing to catch your eye. Souvenirs and gifts to take home are
always popular with visitors, along with jewellery, accesso-
ries, shoes, or some new threads. Ljubljana’s retailers have
you covered from top to toe. From the trusty established
shopping centres with their wealth of familiar chain stores,
open markets, old town boutique and souvenir stores, and
the ever-growing BTC with its activity and entertainment
options conveniently incorporated in the mix. With so
much to choose from, selecting these categories has been
a challenge for our editorial team, but here they are, the
categories for the Best of Ljubljana Shopping 2023: Fash-

Ljubljana is one of the most underrated nightlife cities in
Europe, although anyone overlooking our darling capital’s
bars, pubs and clubs is only doing themselves a disservice.
There is something for everyone here, from bombastic
clubs to character-filled dive bars via stylish lounges, mod-
ern bars, old classics and everything else. Putting together
the categories for Best Nightlife is hard enough, let alone
finding a winner, but we certainly enjoy sitting in the drink-
ing holes of the city trying to piece this together. But do
it we did, and the people have spoken. The categories for
Best of Ljubljana Nightlife in 2023 are as follows: Bar, Pub,

When it comes to culture the Ljubljana city truly hits above its
weight. This is thanks to many factors, including its historical
importance, its modern status as an EU capital city, its youthful

venian architect, designer, urban planner and professor Jože
Plečnik.
Not many cities can be described as being the work

for such mono-creativity. Ljubljana is no ordinary city
though. Not a corner of Ljubljana can be turned without
coming face to face (or foot to foot) with the work of an-
other fabulously moustachioed chap, one Jože Plečnik.
While Plečnik’s influence extends well beyond the
sights seen on this route, they’ll give you a good idea
of his style, as well as how profoundly he changed
the shape of this city. It starts, however, with a one of
the few iconic structures in Ljubljana that Plečnik had
nothing to do with - Dragon Bridge itself.
Go there and take your pictures, then look at Plečnik’s
arcades and market, from either side of the river. If
you go on the right bank - the same side as the castle
- you can stroll along the arcades and admire this work
on a more human scale. Plečnik intended it as a mon-
ument to Emona, Roman Ljubljana, which explains
the simple classicism of the columns and colonnades.
One oddity to note, the columns at the end nearest
Dragon Bridge are longer than those by Triple Bridge,
and were designed this way to reduce the effects of
perspective when looking from the latter, an illusion
that can be slightly unsettling when seen from either
end. The arcades are now occupied by cafés, delica-
tessens and butchers. Near the Triple Bridge end there
also a downstairs fish market that overlooks the river,
and is worth visiting if only to see how form did not
overwhelm function in this building.
Best of Culture
Turning away from the arcades you have the market
itself, which Plečnik designed with both open and
covered areas. The latter has some interesting stalls
selling meats, cheeses, dried fruits, nuts and other
specialties. The open market remains an important
part of the city centre, where local families and busi-
nesses shop for supplies, and it’s well worth visiting in
the mornings.
While walking through the arcades and market can let
you see Plečnik’s work close-up, a very good view can
be had from the other side of the river. There’s a short
and very pleasant walk along Petkovškovo nabrežje,
which lets you see the arcades as a whole, revealing
how they follow the line of the mediaeval wall that en-
circled the old town. You should also note the uneven
stone blocks in the wall, something Plečnik made use
of in other places on this walk, as well as the turret-
like structure that covers the spiral staircase to the fish
market. There’s a run of excellent cafes and bars, so
you’re sure to find somewhere you like to sit down,
relax, and enjoy the view.
While Plečnik made plans for a bridge connecting
both side of town here, the existing Butchers’ Bridge
was only built at this site in 2010, and is perhaps best-
known as the one covered in so-called lover’s locks.
We’ll leave the utility of this for you to consider, but it’s
a good bridge to visit, both for the interesting and of-
ten amusing sculptures that it includes, and the views
it provides of the next Plečnik structure on this walk,
the Triple Bridge.

On a fine day when Prešeren Square and the Triple
Bridge are full of people walking to and fro it may
seem like this place has been unchanged for centu-
ries, so well does it blend into the old town, but in fact
the area was only pedestrianised in 2007. Until then
vehicles went through the square and over the main
bridge, as they had done since mediaeval times. This
reveals one of Ljubljana’s secrets, one underlined by
Plečnik’s creations - its ability to grow more beautiful
over time, by reworking the past rather than erasing it.
​​​​​​The Triple Bridge is another good example of this.
The 19th century stone bridge crossing the Ljubljan-
ica eventually became too small for the amount of
traffic it carried, and the new structure was Plečnik’s
solution. The outer bridges were built for pedestri-
ans, while the middle one was reserved for vehicles.
A noted feature is the use of balustrades, 648 in total,
and it’s worth looking out for echoes of these in other
Plečnik buildings around town, as he was a great be-
liever in recycling and reusing materials.
The next Plečnik structure on this side of the river is
the back-end of the Slovenian Philharmonic Concert
Hall, which he designed with a rippled appearance to
mimic the waves on the Ljubljanica. Now occupied by
the Solist lounge bar, the structure is a good example
of the playfulness the architect was capable of, as well
as his sensitivity to the environment, both natural and
built. Right next to the Philharmonic is a staircase that
Plečnik also designed, and if you’ve been paying at-
tention then you might be able to spot it – it’s the one
with a column.
From whatever side of the river you approach it from,
Cobbler’s Bridge is our favourite in town. It’s a striking
work, with columns running along each side, and can
look especially beautiful at night. In medieval times
it was known as Butcher’s Bridge, but the smell was
so unpleasant those tradesmen were asked to leave
and shoemakers took their place. Floods and fires
then meant numerous changes over the years, with
Plečnik’s work finally taking shape in 1931.
From here you can go deeper into the old town, walk
along the river into Breg, or head off to the library and
Križanke, the last two of Plečnik’s monumental works
in the city centre. On this walk we’ll assume you keep
walking away from the centre of town, stopping at
New Square (Novi trg), the one with a fountain, and
then heading up to the large, square building you’ll
see after the end of the square on the left, with a grey
base of uneven stones, red brick middle section and
flat roof. You’ll need to walk along Turjaška ulica, pass
the side of the building, and then turn left on Vegova
ulica.
From the outside the National and University Library
can seem a little underwhelming, especially com-

pared to the nearby University of Ljubljana building,
formerly the Provincial Mansion, which can see by
turning left on Vegova. This faces Congress Square
(Kongresni trg) and runs for a whole block, with differ-
ent designs on each façade.
While at first glance the library may look like a rather
dull box, look closer and you should be able to see a
number of elements that mark this as a Plečnik build-
ing. These include the three distinct levels to the outer
walls, and the mix of quarried stones with red bricks
and blocks recycled from older buildings, as well as
the column in the middle of the reading room win-
dows. It is inside, though, that the work reveals itself,
as Plečnik designed many of the details, from the
horse-head door handle to much of the original furni-
ture and fittings. The main staircase and reading room
are especially impressive, and there are regular tours
of the building for visitors. ​​​​​​​
Nearby you’ll see a tall column in another small square,
called French Revolution Square (Trg Francoske Rev-
olucije), and this is Plečnik’s Napoleon Obelisk. There
are some good cafés here, so it's an excellent place to
rest your feet, get a drink and enjoy the view. You’re
not far from the City Museum or the last Plečnik build-
ing on this walk, Križanke.
Križanke was Plečnik’s final major work in Ljubljana,
and makes a fitting end for this short journey through
some of his notable structures. For this project he was
tasked with turning an old monastery into a summer
theatre. The complex is a fascinating mix of elements
from different eras, giving the space it’s timeless feel,
and it’s hard to imagine it was only finished in 1956.

Plečnik made use of items from older buildings in the
city, recycling statues, window frames and other fea-
tures, and as you look around you should see much
to remind you of the other works seen on this walk.
The space is open to visitors and often hosts concerts,
the architecture providing a magical setting in which
to experience the right performance under the stars.

kitchen. We caught up with him in Strelec, one of Ljubljana’s most celebra-
ted restaurants, and the only one set inside a tower in the Castle, a unique
setting for a memorable meal. He first attended the famous school of Alain
Ducasse in Paris, and then worked in Noma, the top restaurant in the world.

long career in the kitchen. We caught up with him in

How did you get started?
I loved to cook as a child, so there was never anything
else I wanted. I started in Kranj, then went to cooking
school, worked for the protocol service, then came to
Ljubljana and worked at what’s now Hotel Lev. Then
I went to Bled, where I was the executive chef in the
Grand Hotel Toplice, and after that at Vila Bled.
You were at Noma in 2010, the first year they were
named ‘best restaurant in the world.’ What was that like?
Yes, at that time many Slovenian chefs went outside
and learned, and that was good for the scene here. I
spent a month working at Noma, and I learned a lot.
There were so many chefs, so many techniques, so
much thinking about food. Really, everything there, the
whole life, was food. For me that experience, and eve-
rything before and after, means I know how to achieve
what I want.
Would you say you offer Slovenian food?
The menu has some traditional Slovenian food, some
Ljubljana food, but this is not the base of our plates.

We try a lot of new combinations with the basic in-
gredients, and the focus is on taste rather than tradi-
tion or technique. At this time of year [January] we
use a lot of root vegetables, the kind of things people
have in their cellar, like potato, celeriac and beetroot.
Especially the last two, which I can’t imagine cooking
without.
How often does the menu change here?
Every two or three months. We have some signature
dishes, such as potato with yolk and truffles, and
our frog legs, but even these never stay the same. If
something was on the menu last year, then this year
it’ll change a little, like our beetroot soup or strudel.
They’re always on the menu, but always evolving.
And has your style evolved over the years?
When I started here I was using a lot of different tech-
niques on the same plate. Now I think we don’t need
to show everything we can do with one dish, or even
one menu. A few ingredients, a few techniques, what-
ever brings out the best in the ingredients.
