NOTIFICATION OF RULES FOR LABOUR CODES

3287. SHRI V. VIJAYASAI REDDY:

Will the Minister of Labour and Employment be pleased to


state:

(a) details of States that are on course to notify rules for all four
Labour Codes enacted by the Parliament;
(b) whether there are still many States which are yet to finalize rules
and notify Labour Codes;
(c) if so, the details of such States and efforts being made by
Government to persuade them for notifying Labour Codes; and
(d) whether Government considers setting up of deadline for notifying
all Labour Codes by States since the subject falls under the
Concurrent List?

“Labour” is in the Concurrent List of the Constitution and under the


Labour Codes, the powers to make rules have been entrusted to
Central Government as well as State Governments. Therefore,
pursuant to enactment of the four Labour Codes, States/UTs are
required to take appropriate action for formulation of the Rules in their
sphere. In this regard, the Central Government engages with
States/UTs through correspondence and regular meetings. So far, nine
such meetings have been held with State/UT Governments.
