In recent years, there has been a significant increase in youth involvement in serious offenses. While it is
commonly believed that young offenders who commit heinous crimes should be treated as adults, I
strongly contend that the application of corporal punishment on youth should be determined by the
underlying motives behind their actions.
On one hand, it is evident that juveniles with clear motives in engaging in illegal behavior should face the
same consequences as adults. This ensures the protection of the community. Allowing such offenders to
receive amnesty would only perpetuate their criminal behavior, instilling fear and anxiety among other
citizens. For example, Kha Banh, a notorious Vietnamese felon, began his criminal activities, including illegal
gambling and intentional assault, at the age of 15. Despite being released on parole, he continued down a
path of crime and has since been reincarcerated multiple times. This case emphasizes the need for
adolescents with deliberate criminal intent to be subjected to correctional facilities, similar to adult
offenders, in order to restore social stability.
On the other hand, teenagers who unintentionally engage in criminal acts deserve a second chance to
reintegrate into society and make positive contributions. These adolescents may lack the maturity to fully
grasp the consequences of their actions or may resort to unlawful acts in order to protect themselves.
Subjecting them to prison terms would create lasting hurdles to their future employment and a fulfilling
life. Instead, a more rehabilitative approach, such as therapy and reformative programs within correctional
centers, can be employed. For instance, consider the case of Julian in 1995, a 15-year-old boy who
unknowingly killed his drunk father during a dispute. After three years of state-required therapy, Julian was
released and successfully reintegrated into society, ultimately becoming a teacher. This example highlights
the possibility of rehabilitation and forgiveness in situations where teenagers did not intend to harm
others.
In conclusion, while it is true that young individuals who commit crimes with clear motives should be
treated similarly to adults, those who engage in accidental offenses deserve an opportunity for
redemption. I strongly advocate for the implementation of laws and guidelines aimed at reducing the
inclination towards illegal behavior and ensuring social security for all. By addressing the underlying
motives behind youth crime and providing rehabilitative opportunities, we can foster a safer and more
inclusive society.

believe that this troubling trend can be attributed to poverty and inadequate education. Therefore, it
necessitates that urgent action from governments and educators be taken.
The foremost cause of youth delinquency is the lack of proper education. Moral lessons play a crucial role
in shaping an individual's character; however, many educational institutions prioritize academic
achievement over moral values. Consequently, a growing number of teenagers are succumbing to
problematic behaviors such as theft and physical abuse. These acts can escalate into more serious criminal
activities, leading to a rise in young criminals.
Poverty is another contributing factor to the increase in youth crime. In underdeveloped and developing
countries, a significant portion of adolescents lacks access to adequate welfare and government subsidies.
As a result, some teenagers turn to criminal activities as a readily unchallenging means to support
themselves and their families. This predicament thereby contributes to the growing population of young
offenders.
Recognizing the detrimental effects of this trend on society, immediate action is crucial. Firstly, there must
be a greater emphasis on moral education for underprivileged youth, particularly through the efforts of
governments and educators. It is essential to educate young teens on the distinction between right and
wrong and guide them towards choosing righteous paths. Secondly, vocational training can serve as an
alternative for those who may not be inclined towards traditional education. By providing skills and
opportunities for employment, vocational training can prevent unemployment, which often serves as an
incentive for criminal behavior. Moreover, it can contribute to the overall individual and societal economy.
By equipping potential criminals with knowledge and practical experience, they can acquire the means to
support themselves without resorting to malicious activities.
In conclusion, the increasing percentage of young offenders can be attributed to poverty and a lack of
education. However, these issues can be effectively addressed through vocational training and moral
education for young individuals. Collaboration and timely action from governments and educational
systems are paramount to breaking the vicious cycle of crime and offering these teenagers a chance for a
better future. By investing in their education and providing opportunities, we can empower them to lead
productive and law-abiding lives.
