Sir,
The Directorate General of Shipping, Mumbai in collaboration with Department of
Transport, United Kingdom is conducting a four day India and United Kingdom joint workshop
on Maritime Security from 31st July 2023 to 03rd August 2023 at the Taj Mahal Hotel, Mumbai.
2. The workshop will be exploring crises management arising from maritime security
incidents and involves expert speakers from both India and the UK. The tentative programme of
the workshop has been enclosed for information.
3. It is requested to nominate one person per organisation at senior / middle management
level dealing with the subject to participate in the workshop. Furthermore, additional persons from
the organisation may register to attend the workshop in the virtual format. Only
physical participants will be receiving a certificate for attending the four-day
workshop for which there will be no cost to participants. However, registration
through the link www.tinyurl.com/marsec2023 (or using the following QR Code)
is mandatory to attend the workshop in the physical or virtual format.
4. As physical seats for workshop are limited, the registered participants will be contacted by
email by the Directorate with details of the seat booking confirmation. The confirmation email
will have to be presented to gain entry at the venue. If physical seat registration is closed, those
participants who have registered will have the option of attending the workshop virtually for which
the link will be shared by email.

India-UK Maritime Security Workshop
on Crisis Management
Dates : Monday 31st July – Thursday 3rd August 2023
Location : Mumbai – Taj Mahal Palace | Timings (daily): 9am – 5pm
Aim : To share maritime security crisis management best practice
Objectives
• Provide an overview of maritime security risks.
• Describe how to develop contingency plans for maritime security risks.
• Describe how to disrupt, identify, and respond early to maritime security incidents.
• Build a multi-agency response through the application of standard models and principles.
• Build an understanding of the roles and responsibilities of the organisations who may be
involved in the response to maritime security crises.
• Identify opportunities to exercise maritime security crisis response plans.
Participants

Roles Organisations
A gender mixed group of up to 100 Organisations involved in a crisis response, likely to include:
decision-makers involved in crisis • MOPSW/DGS
response at the following levels: • Port Authority /Port Facility Security Officers
• Strategic commanders/leaders • Company / Ship Security Officers
• Tactical commanders • Coastal State Administration / Marine Police
• Operational commanders • Fire service / Ambulance service
• Indian Coast Guard & Indian Navy

Learning Outcomes
• Understand maritime security risks, trend, and their impacts.
• Identify ISPS Code standards relating to contingency planning and crisis management.
• Describe how to develop contingency plans.
• Describe indicators of a potential security incident.
• Describe initial actions that can be taken in response to a security incident. Describe
interoperability.
• Identify the common causes of failures at incidents.
• Identify relevant legal frameworks.
• Identify the roles and responsibilities of responders.
• Identify the different sources of information available to responders.
• Describe shared situational awareness and identify tools for building it.
• Describe a major incident and construct a M/ETHANE message.
• Describe the principles of joint working and apply them to a scenario.
• Identify the various communications methods and the challenges associated with each.
• Describe the individual parts of the Joint Decision Model and its application by responders.
• Identify a suitable model for briefing.
• Apply all the models and principles to a tabletop exercise.
• Describe incident debriefing.
