Based on the information available with the Bureau and the information
received from other section in respects of some parts of the question, a draft reply
to the question is placed below for perusal and approval please.

We are having the fresh/renewal proposals for the year 2013-14 from State
Governments of Maharashtra, Madhya Pradesh, West Bengal, Haryana,
Uttarakhand, Uttar Pradesh and Karnataka. These proposals were received
previous year within the time limit. But these proposals could not be placed before
the Central GIAC meeting due to paucity of funds under SPQEM for the year
2013-14. However, we have now an amount of Rs. 213.74 crore earmarked under
the scheme of SPQEM. It is therefore suggested that we may hold the meeting of
Central GIAC for consideration of the said proposals for the year 2013-14 under
the previous scheme guidelines.
This is the first letter of the Minority Cell/Ministry of Minority Affairs, the
Department has received, and therefore, no comments have been sent to the MC or
MoMA earlier. MC has forwarded the EFC note of MoMA to the various Bureaus of
the Ministry for their comments over the proposal of continuation of their ongoing
scheme of Merit-cum-Means based Scholarship Scheme for the students belonging
to Minority Communities in the 12th Plan. The scheme is basically targeted to
financially benefit the meritorious students of the minority communities to assist
them to pursue professional and technical courses through providing them
scholarship. However, the scheme is only for the financially weaker families of the
minority communities since only those students whose family income is upto 4.5
lakh a year can apply.
a) Whether the Government has received any representations from the State
Governments including Kerala regarding release of funds under the
Infrastructure Development in Minority Institutions (IDMIs) Scheme; and
b) if so, the details thereof, State-wise and the response of the Government
thereto?
(a) to (c) The Department of School Education & Literacy has been running two
schemes namely i) the Scheme for Providing Quality Education in Madarsas
(SPQEM) and ii) Scheme for Infrastructure Development in Private Aided/Unaided
Minority Institutes (IDMI) since 2008-09 for the educational unliftment of the
Minority Community in Uttar Pradesh.
A statement showing the releases made to the Govt. of Uttar Pradesh under
these schemes for the previous three years may also be enclosed.
In view of the above, we may send a reply as per the draft placed below for

Subject: RajyaSabhaUnstarred Question No. 1259for 21.07.2014 asked by Shri
GulamRasoolBalyawi regarding Modernisation of Madarsa education.
Wehave received a letter from Minority Cell, forwarding a copy of the letter
of the Ministry of Minority Affairs alongwith a draft Memorandum of Expenditure
Finance Committee on the Scheme of Merit-cum-Means based Scholarship Scheme
for the students belonging to Minority Communities. The Ministry of Minority
Affairs in their letter has requested to furnish the comments of our Department on
the said EFC note at the earliest.
In this connection it is submitted that this Department has not received any
correspondence of the said case from the Commission or from the petitioner prior
to this. The letter of the Commission also does not clarify the subject, the position
or reasons of the case. Therefore, in absence of the details of the said case, it is not
possible for the Department to take any stand. We may therefore, request the
Commission to send the details of the said case to the Department to enable us to
take a view.

Kodikkunnil Suresh regarding Quality Education in Madrasas.
(a) whether the Government has received any proposals from the State
Governments particularly Kerala under the Central Scheme for Providing
Quality Education in Madrasas (SPQEM):
(b) if so, the details thereof;
(c) whether the Government has not released funds to the State Governments
including Kerala under the said Scheme during the last two year; and
(d) if so, the details thereof and the reasons therefor, State-wise?

We have received two letters a Letter from Under Secretary, Minority Cell
forwarding therewith a forwarding of Ministry of Minority Affairs’ alongwith a
copy of Observations and Recommendations of the Standing Committee on Social
Justice & Empowerment on the subject “Implementation of Prime Minister’s New
15 Point Programme”. Action Taken Note on relevant paras has been requested to
furnish. Point no. 5 of the report talks of the SPQEM in which it has been suggested
that the Government should maintain statistical data on the number of Madarsa
schools in the country, the number of students studying there, the percentage of
drop outs, the number of students passing out and others.

This Section (EE.19) is dealing with two complex but most important
schemes i.e. Scheme for Providing Quality Education in Madrasas (SPQEM) and
scheme for Infrastructure Development in Minority Institutions (IDMI) of this
Ministry. Under both these schemes detailed proposals from various states are
received and examined thoroughly and the same are placed in Central GIAC
meeting for consideration. Consequently, the grants are released to the State
Governments for the proposals approved in the meeting of CGIAC held from time
to time.
The Section also makes arrangements for holding the meeting of National
Consultative Committee (NCC) for SPQEM and therefore has to prepare Agenda
and Minutes of the meeting, booking of the Meeting Hall and arrangement of Board
and lodging for the various non-official members of the Committee are also made
at this level only except other several small arrangements.
There are several Parliament Questions also in the section during the
Parliament sessions to which the reply has to be prepared on priority and in a
stipulated time limit. The section receives a large number of VIP and PMO
references also, reply to which is prepared in a time bound manner.
Many Court Cases are also another important part of the job of the section
which are regularly received in the section and the para wise
comments/reply/Counter Affidavit for these cases, filed in the various High Courts
of the country, are prepared urgently.
Due to lack of sufficient no. of staff, the work urgent and important in
nature, getting delayed unnecessarily and affecting the efficiency of the officials’
besides causing work stress and pressure to them.
We have received a letter from Prime Minister Office alongwith the letter of
Shri AkhileshYadav, Chief Minister of Uttar Pradesh. the hon’ble C.M. in his letter
has submitted that a large number of teachers teaching in madrasas under the
Centrally sponsored scheme of SPQEM have not received their salary for last few
years due to late submission of Utilization Certificate to the Govt. of India causing
several problems and dissatisfaction among teachers. However, he has further
mentioned that the UCs were submitted in time except a negligible delay of a week
or so in few cases. It has also been requested that the scheme of SPQEM may be
made reimbursement based so that the State Govt. can pay to the madrasa teachers
from the State budget and then it may be reimbursed by the Central Government.
At last it has again been requested to release the salaries to the madrasa teachers
for the previous years.
As regards to the issue of allotment of funds to the madrasas from the State
budget and then reimbursement of it by the Central Government, it is submitted
that the current scheme guidelines do not permit the said system of funds transfer.
As per the scheme guidelines the proposals, after proper scrutiny and approval of
State GIAC, would be forwarded to the Central Government which in turn would
consider them on merit in its Central GIAC and accord its approval.
In light of the aforesaid, a draft is put up for perusal and approval please.
A Govt. registered social organization is functioning for the development of backward
area of Supaul District, Bihar. The head of this society is MaulanaAkhtarSahab. The
people of this area have their trust and belief in the educational and social activities
run by this society.
But some of local anti-social people against whom some criminal cases are
registered, are trying to defame the glory of this society. It is said that i) Mr. Shahajmal
S/o Belal Ahmed, Sakin, Bhagwanpur, Kochgama, Birpur ii) ShamsherAlam and iii)
AkhtarAlam both S/o Mo. NiyamtullaSakin-Kochgama, Birpur, Supaul, Bihar have a
Group of them. They run the business of kidnapping, murder, smuggling and other
antisocial activities. They have many vehicles in their name of which they are not the
owners. They have many modern weapons also. The chief of them is AkhtarAlam who
operates their plans and schemes from Nepal. It is also said that this group has their
relationship with the organizations of Maoists’ of Nepal with whose assistance the
anti-social activities are run by them.
Two cases of kidnapping, murder and other anti-law activities have come to the
light in which their involvement has been found true. Except of these many other cases
against them are lying pending in the court.
In-between it has also come to the light that these anti-social people in their
self, have decided to corrupt the environment of this society and trying to have control
over this. But due to the strictness of MaulanaAkhtarSahab, they are not being
successful in their efforts. Owing to all this they are talking nonsense against this
society, whereas the head of this Society, Mr. MaulanaAkhtarSahab is a bold,
impartial, honest and spiritual social worker. Besides the activities of society, he has
led many other programmes like plantation, construction of toilets, construction and
renovation of wells for drinking water facility. He has done work for assistance of poor
by distributing clothes, medicine and other things to them.
It is said by the people that such a helping society has never ever been in this
area. Mr. MaulanaAkhtarSahab is said to be the God of poor and these anti-social
people are unable to bear this thing. Thus, try to defame the glory of the society.
It is essential that a legal action should be taken against them and of their
dubious activities should be investigated.
