The existing functionalities under EoT and CoS modules in Data Lake have been further upgraded to cater to various provisions in the existing policy guidelines of NHAT on the subject. 2. Ms Chinmayee Pradhan Annex-A Key features of new Time Management (EOT) Module — Ensuring conformity to NHAI Policy Guidelines no. 9.2.25/2019 dated 24.07.2019 and adherence thereof: 1. The new Time Management Module is divided into two parts: i. EOT Notice: For notification of Delay Events by the Contractor as per Clause 10.5(ii) of EPC Agreement. ji, EOT Proposal: For submission of the detailed EOT proposal by the Contractor. 2. The Contractor cannot submit a new EOT proposal until the previous EOT is concluded (Only one EOT proposal will be in review pipeline at a time) 3. Facility for the system-generated letter has been provided at all PIU/RO/HQ levels with digital signature. Alternatively existing feature to upload offline letter has also been continued: 4, To capture the remarks/comments by each concerned officer/stakeholder during proposal processing through chronologically captured and digitally signed comments at each stage has been enabled. 5. Visibility the current stage of the File/Proposal is enabled until itis concluded (approved or rejected) 6. The revised project milestones for completion will be updated by the AE once the EOT is approved. 7. Alerts and reminders have been imposed as per the provisions of Mode! Contract Agreements and NHAI Policy Guideline no. 9.2.25/2019 dated 24.07.2019. 8 Auto pull file facility has been enabled at RO, GM, CGM and Member levels to pull file in case it is pending at a lower level beyond a reasonable time limit. in addition to the above, for faster communication of the decisions, the following optional features have been added in the new Module: i. _ Incase the EOT claimed by the Contractor is less than 2 months and there is no financial claim by the Contractor (Damages from the Authority or any Prolongation Cost), PD may grant provisional approval for the EOT pending the regular approval process at the higher levels. ii. Incase the EOT claimed by the Contractor is between 2 to 6 months and there is no financial claim by the Contractor (Damages from the Authority or any Prolongation Cost), RO may grant provisional approval for the EOT pending the regular approval process at the higher levels. ili, ‘The above approvals may be conveyed as per the prevailing Delegation of Powers. % 41 Annex-B Key features of the new Change of Scope (COS) Module, Ensuring conformity to NHAI Policy Guidelines and adherence thereof: No, 11.46/2023 dated 21.02.2023. The COS canbe initiated by the Contractor within 90 days from AD (in EPC Contracts as per the MCA) and within 180 days from AD. (in HAM & BOT Agreements as per NHAI Policy Circular no. 9.2.24/2019/2019 dated 29.04.2019) b. Authority can initiate the COS process at any time during construction. However, in case the COS is initiated after 6 months from AD, justification has to be submitted ‘along with the COS proposal for the delay in identifying the COS.
