V. RATIONALE:

Many people can read a text but few understand what it is about. This is because the
reading did not provide the reader with any information. How is this possible? This occurs when
the reader simply reads the text without comprehending its meaning, or worse, students cannot
read at all. As a result, it defeats the purpose of reading as a means of gathering information.
According to Joseph & Nation, 2018, good reading skills are crucial for formal education as
children need to be able to extract meaning from text to access the curriculum. Mariam (2012)
also proposed that a major avenue of learning is reading. Yet, if we do not understand what we
are reading, we cannot learn or remember it. Comprehending is a major concern, then, of all
teachers who use printed materials in the classroom.
Since reading is very important in learning, a great effort has been given to developing
reading skills. Although many ways have been promoted to improve reading skills among
students, reading is still something that seems problematic. Students can't understand English
text. These problems occurred because according to Carlo, August & Mclaughlin (2017) the
students are lacking vocabulary, hardly understand the words, and have less interest in English
subjects. Vocabulary knowledge is also important for reading because the text is understood
through the meaning of its words. Therefore, vocabulary knowledge has been repeatedly shown
to predict reading comprehension in young children. Moreover, Multi-syllabic Word Reading
(MWR), or reading in big words, is in large part responsible for the significant growth in
vocabulary knowledge in the primary school years and beyond.

With this, Salawaga Integrated School School, in line with the Implementation Guidelines
of DepEd memorandum No. 173, s. 2019 Bawat Bata Bumabasa (3Bs Initiative), and as a
support to Deped’s Brigada Pagbasa program, hereby proposes the continuation of its
USWAG 3.0 Project. It is a project which is intended to provide reading remediation and
intervention to struggling readers. It is a reading program that will be based on PHIL-IRI or
Philippine Informal Reading Inventory.
Also, since the majority of the students in Salawaga IS can read monosyllabic words, yet
still, struggle to read multisyllabic words which leads to their poor reading skills and
comprehension, this project, aside from PHIL-IRI materials and other reading texts, will also use
various activities which will help the students in best ways possible.

VI. OBJECTIVES
This project aims to attain the following:
a. to assess the reading level of the students;
b. to give intervention and supportive instruction for struggling readers;
c. to develop a good study habit among the students; and
d. to enhance and elevate the reading level of the students.

VII. TARGET PARTICIPANTS


This project aims to assess the reading level of Elementary & Junior High School Learners
of Salawaga Integrated School. More specifically, it aims to give proper intervention and
supportive instruction to the diagnosed struggling readers.
