SUBJECT: Letter of Promulgation
1. The AFP Personnel Management Manual (Volume III – Morale and Welfare)
was formulated by the Office of the Deputy Chief of Staff for Personnel, J1, GHQ, AFP to
serve as a ready reference for use of all AFP personnel.
2. AFP commanders, staff, and personnel who are primarily involved in Morale
and Welfare activities shall ensure that all our Morale and Welfare endeavors are directed
towards the development of a unified, technologically-driven, and constitutionally-oriented
soldiers of the Republic.
3. This manual shall be regularly reviewed and updated as necessary. All AFP
personnel are therefore enjoined to submit recommendations for the improvement of our
soldiers’ morale and welfare.
4. This manual is hereby promulgated for the information and guidance of all
concerned effective this date.

ASA
The Morale and Welfare philosophy of the Armed Forces of the Philippines is “to
ensure that the morale and welfare of the Armed Forces of the Philippines is properly given
attention and addressed.” The AFP does this by constantly formulating, reviewing, and
updating policies and regulations pertaining to the morale and welfare of every personnel of
the AFP particularly in terms of Rest and Recreation, Housing, Insurance and Mutual
Benefits, Medical and Dental Care, Leaves, Awards and Decorations, Uniforms,
Amelioration and other related activities.
The AFP puts a high premium on the morale and welfare needs of our soldiers fully
aware that they are a key contributory factor towards professionalism and force
preparedness. The high quality of service provided to vigorously pursue welfare and
benefits programs results to highly motivated and dedicated officers, soldiers, sailors,
marines, airmen and civilian personnel. This in turn translates into a quality force.
The combined philosophy and the premium we put into our morale and welfare
activities, therefore, can be achieved by putting in place a clear set of workable policies,
circulars, memoranda, directives and similar publications, and seeing to it that they are
adhered to by all.
I encourage all the readers and those who implement the AFP Morale and Welfare
program to send comments and recommendations to the Deputy Chief of Staff for
Personnel, J1 as we pursue greater heights in our quest for excellence.

PREFACE
This AFP Personnel Management Manual (Volume III – Morale and Welfare)
embodies a comprehensive approach to develop a professional Armed Forces by addressing
one of the intangibles in modern warfare: the morale of the troops.
It is with sincere appreciation and great admiration to recognize the collective efforts
and determination of the Officers and men of the Office of the Deputy Chief of Staff for
Personnel, J1 for coming up with this manual.
I enjoin everybody to contribute towards the improvement of this manual and other
related publications by forwarding comments and recommendations to the Office of the
Deputy Chief of Staff for Personnel, J1 as specified in this manual.

5. Description - The badge is made of brass of about 1 1/4 inches and 1 inch
wide. It is embossed with four distinct colors namely: blue - to represent honest election,
green - to represent orderly election, white - to represent peaceful election and red - to
represent the election process. The rising sun on top of the rectangular brass depicts the
vision of ROTC cadets/cadettes and AFP personnel duly deputized by COMELEC in
choosing the National Leaders who envision to bring hope to the social, political and
economic stability of the country.

Introduction
a. Award - It is derived from the Old North French word “eswart” which means
something that is conferred or bestowed upon a person.
b. Decoration - It is derived from the Latin word “decoratus” which means the
act of adoring and honoring.

b. In the AFP, where men and women are committed to support and defend the
Constitution of the Republic of the Philippines and where unbounded service and risk of
lives are great and demanding, prompt and appropriate recognition of meritorious and
outstanding performance and deeds become a driving force that harness innate qualities and
potentials for the attainment of an assigned mission.
1-4. Purpose.- To prescribe the policies and procedures in the granting of awards and
decorations to deserving persons/units/organizations in order to recognize actions or deeds
of valor and exceptional service or achievement.

Introduction
2-1. General.- This chapter embodies the policies and procedures governing
awards and decorations.

15) Medal - the distinctive physical device of metal and ribbon, which
constitutes the tangible evidence of an award.

22) Streamer - a narrow free floating special strap of cloth usually with
tassels. It is attached to organizational flying the unit’s bravery or meritorious service either
during peacetime or wartime.
23) Above and Beyond the Call of Duty - exercise of a voluntary course
of action, the mission which would not justify subject individual to censure for failure in the
performance of duty. It usually includes the acceptance of existing danger or extra-ordinary
responsibilities with praiseworthy fortitude and exemplary courage. In its highest degree, it
includes the voluntary acceptance of danger and risk of life.

5) Silver Service Star - instead of the five Bronze Service Stars, this
shall be affixed on the service, (campaign) ribbon and badge for every fifth succeeding
campaign/major battle engagement/participation in unit massive operation.
g. For Exhibit Purposes - Upon approval by the Chief of Staff, AFP samples of
decorations awarded by the Armed Forces of the Philippines shall be furnished at cost price
(including the cost of engraving, packing, and shipping), to museums, libraries, historical,
numismatic and military societies, or institutions of such public nature as will insure an
opportunity for the public to view the exhibits. All sample decorations furnished shall be
engraved with the words “For Exhibit Purposes Only.”

3) In each case, the fact, date and place of presentation including the
name and title of the official who made the presentation shall be reported to the Adjutant of
the unit concerned.
k. Limitation
1) Only one award shall be made for the same act of heroism,
extraordinary achievement, or period of meritorious service.

2-2. Foreign Decorations and Campaign Medals - Decorations and medals with
appropriate ribbon and medals which have been or may herein after be authorized or
approved and awarded by a friendly foreign sovereign government are also authorized for
members of the Armed Forces of the Philippines. No official, employee or member of the
Armed Forces of the Philippines, however, shall accept any decorations or medals presented
to him by a foreign sovereign or government except honors or titles of religious, academic
or scientific nature without first having obtained the consent of the Batasang Pambansa.
2.3. Awards and Decorations and Campaign Medals. - Decorations Board shall be
created and covered with appropriate orders.
a. Composition:
e. Whoever is the most senior member of the board shall sit as the Chairman.

a) Issuance of Medals and Ribbons – Service medals and ribbons are distributed
by TAG, in case of GHQ and HSG, and Adjutants of Major Services, AFPWSSUs,
Division/Separate Brigade, PC Regional Command or their equivalent in PAF and PN.
2-10. When Worn. Medals, unit decorations, badges, emblems, and/or service ribbons
may be worn on the formal military attire or the service uniform. Decorations, service
medals and badges shall not be worn on the uniform together with their corresponding
ribbons. Wearing shall conform with the following:

e. When decorations and service medals are worn, under the provisions of para
2-10a, b and c above, all those to which the wearer is entitled shall be worn by the persons in
formation; persons not in formation, including the reviewing and inspecting officers and
their staff, may omit the wearing of same.
g. Authorized badges not exceeding three in number, may be worn on the coat
of blouse of the service uniform but not on the mess jacket, Barong Filipino or civilian
clothes, Badges of societies shall not be worn together with decorations, service medals, or
substitutes.

a. Decorations, Service Medals and Ribbons - Are worn on the uniform above
the left breast pocket in rows of three. Line of medals is about four (4) inches below the
middle point of the top of the shoulder. The highest award shall be to the right in the upper
row, the lowest in the lower row to the wearer’s left. All ribbons that are multi-colored shall
be worn such that the blue colors are placed toward the wearer’s right.
b. Badges - Not exceeding three (3) may be worn at all times when in uniform.
These badges are worn above the line of the medals or ribbons on the left breast pocket and
on the right breast pocket, respectively.
1) Service ribbons may be worn on the coat, or blouse. They shall not
be worn on mess jacket, combat uniform or civilian clothes overcoat.

c. Staff’s Trophy - It is an award given by the Vice Chief of Staff, AFP, TDCS,
AFP and Joint Staff to AFP athletes assigned to subordinate units and offices of GHQ and
AFPWSSUs, Unified Command and offices of the Major Services, who are winners of

significance and value of award, the Committee on Positions of Major Responsibility came

normally wear when attending foreign courses, have no distinguishing patch. Oftentimes
our students are still asked about their country of origin.
3. Since our students are at the same time supposed to be our “Ambassadors of
Goodwill”, it would be best if they can be recognized right away. This will also add a sense
of pride of being a Filipino.
4. In view of the above, a pin was designed to be placed on the upper left part of
the right pocket of the uniform where it will be easily visible especially during a handshake
(Encl 1). The pin is actually a miniature Philippine Flag (1” (25.4mm) x 1 7/16” (36.5mm)
x 1/16” (1.56m in dimension) positioned vertically with the name “PHILIPPINES” on top
(Encl 2). A similar miniature pin will be designed later to suit civilian attires like Barong
Tagalog and coat.

other body of government personnel, have been called upon to carry the great share of the
grave burden of suppressing the activities of groups of men engaged in criminal conspiracy
to seize state power in the Philippines and of its people, causing widespread lawlessness,

SECTION I. Definition of Terms – For purposes of this Decree, the following terms

used to create new positions, augment salaries of regular personnel nor to purchase motor
vehicles without the prior approval of the Office of the President, pursuant to LOI No. 29,
neither shall it be used to fund unauthorized activities.
3.8 Availment of the trust receipt shall not be subject to a special budget and
disbursements therefrom shall not require the issuance of Notice of Cash Allocation.
However, utilization shall be based on the Program of Expenditures approved by the
Secretary of the Department of Interior and Local Government. Withdrawals from the
depository bank shall be approved by the Chief, PNP or his duly authorized representative(s)
and shall be made in accordance with existing accounting and auditing rules and regulations.

At every meeting of the members of the Foundation, each member of the Foundation
is entitled to one (1) vote. Every member, at any meeting of the members, may vote by
proxy on instances permitted by law. Appointments of proxies may be made only in writing

prior to the meeting. Any member may appoint any other person to act as proxy only in his
capacity as member but not in his capacity as Trustee, if he is a Trustee.

Meetings
The annual meeting of the members of the Foundation shall be held on the 2nd
Tuesday of March of each year, on the day specified in the notice and call for the meeting.
Notices for the annual meeting shall be sent at least five (5) days prior to the meeting date,
either by mail or personal delivery to each member at his last known address appearing in
the records of the Foundation.
The annual meeting of the Board of Trustees shall be held immediately after the
annual meeting of the members. Special meetings of the members may be called by the
Chairman, the President or at least one-third (1/3) of all members. Notices shall be sent for
special meetings 3 days prior to the meeting date.
The Board may hold regular meetings at such fixed intervals as may be approved by
resolution. The Chairman or President, or any five (5) members of the Board may call a
special meeting of the Board but not less than three (3) days written notice shall be given to
the Trustees.
All meetings of the members of the Board of Trustees shall be held at such place in
Metro Manila as the notice may indicate. In the absence of such specific direction, meetings
of the members shall be held at the principal office of the Foundation.
All proceedings and minutes of the meetings of the Board where consideration is
given to the selection of any person or persons to receive a grant in accordance with any of
the purposes of the Foundation shall be confidential.
ARTICLE XII
Committees
The President, with the approval of the Board, may appoint from time to time such
committees as may be deemed desirable in implementing the purposes and programs of the
Foundation, and each of such committee shall exercise such powers and perform such duties
as may be prescribed by the President and approved by the Board. Members of such
committees need not be members of the Board if the committee in question is not vested

with the power or duty normally considered as a primary duty of the Board. They need not
also be members of the Foundation. Two-thirds (2/3) of the Board members initiate
proceedings dissolving the Foundation. The Board may effectuate the dissolution under

a. The grant of rice allowance as stated in this Circular shall apply to all
soldiers on combat duty in Mindanao whose names appear on the Special Order duly signed
by their respective Major Service Adjutants.

the deceased's own misconduct, no notification to interested offices will be made. The

SECTION IV
1) Under the conditions stated in para 12a(2) and (3) below, the
Commanding Officer of the post, base, camp, station or similar unit where a death has
occurred will create a Board of Inquiry to investigate the circumstances and report the facts
leading up to and connected with the death. The board of Inquiry determines as a result of
such investigation whether death occurred in line of duty and whether it was not the result of
the deceased own misconduct. The Board of Inquiry will conduct investigation prescribed in
paras 13 and 17 below. Report of investigation will be made on AGO Form Nr 51 (Report of
Investigation) and the procedure will be as prescribed in paras 12b to g below.

1) The law presumes that a person who dies in the active military
service dies in line of duty and not as a result of his own misconduct. To rebut this
presumption, substantial evidence is necessary. More conjecture cannot and does not
overcome it. In the absence of convincing proof, that misconduct was the proximate cause of
death, any doubt in that regard will be relieved in favor of the deceased.

3) The taking of his own life by a person, who, at the time of the
act, is so mentally unsound as to be unable to realize the direct physical or moral
consequences of the act, or by one who, having such realization, nevertheless, because of
derangement of the reasoning or volitionary faculties, is unable to refrain from the act, may
be properly regarded as "Self-destruction while mentally unsound". This does not constitute
misconduct, and does not in itself alone, in cases arising in the military service, justify the
finding "not in line of duty". In such cases, the question whether death was due to the
misconduct of the deceased, and whether it occurred in line of duty, are determined with
relation to the origin and cause of the mental unsoundness of the deceased was due to his
misconduct, then his death was due to such misconduct and was not in line of duty. If his
mental unsoundness was not due to such misconduct, then his death was not due to such
misconduct. However, if his mental unsoundness was not incurred in line of duty, his death
was not in line of duty. On the other hand, if the mental unsoundness was incurred in line of
duty, death should be regarded as having occurred in line of duty. Mental unsoundness
which developed after six (6) months of continuous service should be considered as of
service origin, and therefore is incurred in line of duty, unless there is evidence that it is due
to misconduct of the deceased or existed prior to entering the military service. (See AFPR G
111s051 dEd 21 Jan 54).
5) The question of whether the subject at the time of his act was
so mentally unsound as to be unable to realize the direct physical or moral consequence
thereof, or having such realization, to refrain from the act, is one fact to be determined
initially by the Board of Inquiry in each case after a thorough investigation and a
consideration of all available evidence. The mere fact of self-destruction is not alone
sufficient to justify a finding of such mental unsoundness, nor is such a finding justified
where there is an evidence of a reasonable or natural though normally insufficient motive,
such as desire to escape punishment or shame, grief over the death of someone beloved,
disappointment in love, discouragement due to ill health or financial difficulties, less of self-
respect due to bad habits, failure in undertakings, or aberrations praying upon the mind
unless there is further proof of actual unsoundness. On the other hand, in view of the
powerful instinct of self-preservation and inherent in human nature and the natural
repugnance of any sane man against taking his own life, it should ordinarily require very
little definite proof of actual or attempted self-destruction, to justify a finding of mental
irresponsibility. Each case should be decided upon its own merits in the light of common
sense, with a view to giving substantial justice both the government and to others

2) The appointing authority will forward the original and one copy of
the report (AGO Form Nr 51) after his action has been noted on all copies to The Adjutant
General, AFP for final action. The Adjutant General, AFP shall cause the entire proceedings
to be carefully reviewed particular attention being given to para 12e(1) above, and finally
determine the case and notify the interested agencies and bureaus required by para 8a above.

d. If the person over whose body the inquest is held is not identified as
an officer or enlisted personnel, the report of the Board of Inquiry will give a description of
the decedent, specifying the name, if known, the apparent age, the sex, the color of the eyes,
and hair, and all marks or other particular i.e., denture, etc., which may assist in the
identification of the person and when practicable, fingerprints. In case where an
investigating officer is appointed to investigate circumstances surrounding death, this report
will be attached to and form a part of the record.

chiefly as keepsakes, together with a inventory of the effects secured by said officer and full
account of his transactions, to the Chief of Staff, AFP, for the transaction to The Judge
Advocate General, AFP for action as herein below authorized in the settlement of accounts
of deceased officers and enlisted personnel of the Armed Forces of the Philippines subject to
the provisions of the rules of court and the civil law, insofar as they do not conflict with
those provisions.
a. The greatest care will be exercised at all times against the loss of
personal effects. The effects of deceased persons shall be securely boxed, packed and crated.
Each package, box, or crate will plainly be marked "Effect of deceased person" and will bear
the full name, grade, serial number and organization of the person to whom the effects
belonged. In the case of para 17(2) above, one copy of the list of effects will be in closed

with the effects in the container and one securely posted on the outside of the container. The
origin and first duplicate copy should be forwarded to The Quartermaster General, AFP.

21. Proceeds of Sale of Effects. - The net proceeds from the sale should be
deposited with the National Treasury as trust liability of the AFP, disbursement of which
shall be similar to other trust liability of the AFP, for such purpose which is deemed best for
the general benefit of the organization to which the deceased belonged and shall be
withdrawn only by authority of The Judge Advocate General who is hereby authorized to
disburse to his satisfaction under existing law. Any claim not filed with The Judge Advocate
General within five (5) years from the death of such deceased, shall forever be barred.

24. Payment of Debts. - Officers other than the Board of Inquiry appointed
under AW 113 having custody of funds of any deceased personnel referred to in para 1
above, are not authorized to use funds or any part thereof for payment of debts of the
decedents.
25. Settlement of Accounts. - Claims for pay due the deceased AFP personnel at
the date of death will be initialed as outlined herein. The CO, Finance Center, AFP will
immediately upon receipt of an official report of death, forward the appropriate voucher to
the proper person. This form will be accompanied by instruction for the completion and
disposition thereof. The completed form will be returned by the claimant to the CO, Finance
Center, AFP.
26. Certificate of Death.- In all cases of death, The Adjutant General, AFP, will,
when appropriate, and upon receipt of request therefor, furnish certificate of death to non-
governmental agencies, for examples, commercial insurance companies.

c. While the AFP assumes the burden of expediting the grant of benefits
to the survivors, the military personnel himself, while still alive is responsible for
completing and updating required family documents and related papers on file with the
Adjutant of the unit. For this matter, it is the responsibility of the Adjutant General, AFP and
his counterpart in the Major Services and Major Commands/Units to conduct an annual
inventory of the Military Personnel File (MPF) of their respective personnel. Those found

d. Vigil Guards - Vigil guards are sentries posted to keep watch on the
bier when the remains of a deceased are lying in state. The procedure for vigil guards is
discussed in Annex “D”.
e. Interment Flag - The interment flag is used to cover the casket of the
deceased. The white of the sun and stars will cover the head end of the casket, the blue
portion to the right, the red to the left of the deceased with both colors evenly divided on
each side of the casket. The flag should not be lowered to the grave or allowed to touch the
ground. Wreaths of flowers should not be placed on top of flag-shrouded casket.
A small cross of flowers may be placed over the flag as a symbol of “God above
Country” Issue of one interment flag to heirs of deceased veteran is authorized in
accordance with Changes Nr 5, AGPR G 131-371.

b. It is highly desirable that public animals live and work under proper
hygienic conditions and that the sanitary regulations essential to this result are adequate in
nature, definitely prescribed and effectively enforced by all concerned. There is nothing
pertaining to the daily life of the animal which is not closely related to its hygiene.

case of communicable disease, whether terminating in death or recovery should receive most
thorough cleaning and disinfection immediately after the removal of the patient and before

Quarters Allowance to the AFPHA.
2. PURPOSE:
This Comptroller Letter prescribes the updated policies and procedures in the
remittance of housing rentals to the AFPHA and its disposition.
3. POLICIES:
3.1. Rentals for military quarters shall comprise of the basic quarters
allowance of the occupant and the extra charge for any excess to the prescribed floor area as
provided under Letter Directive dtd 9 Dec 86, Subject: Rental Rates for Military Quarters.
3.2. The basis of all rental remittances shall be the master list of the
occupants of AFP quarters with the corresponding rental rates as prepared by the AFPHA. In
this regard, Administrator, AFPHA shall be responsible in providing J6, the Comptrollers of

the Major Services/GHQ, and COs of the AFP/Major Services Finance Centers with an
updated list every first month of the year or as necessary.
3.6. The rentals for military quarters shall be used to support the
amortization of loans, repair of government quarters and other projects under the AFP
Housing Program.
4. PROCEDURES:
4.2. Based on the updated lists, AFPHA shall determine the amount of
quarters allowance receivable from each of the Major Services/GHQ and submit same at
OJ4 and AFPFC.
4.4. Upon receipt of allotments and the NCA for quarters allowance,
AFPFC shall prepare the necessary disbursement voucher covering the monthly remittance
of quarters allowance.
4.5. Accounting Division, OJ6 shall obligate the allotments, journalize the
Disbursement Voucher as direct charges to Obligations Liquidated (0-83-000) Account.
4.7. COs, AFPFC and Major Service Finance Centers shall collect the
extra rental charges thru monthly payroll deductions and remit same directly to the AFPHA.
4.8. Accounting Division, OJ6 shall account rentals for quarters as Trust
Liability Account 18-84-900 with the appropriate analysis coding.

VII. RESPONSIBILITY
2. The AFPHB thru SPS, AFP shall act as fund custodian and
administrator the fund support provided by the government for this purpose.
6. SPS, AFP with the beneficiaries shall conduct joint inspection of the
house and lot units that were selected by the beneficiaries.
8. MSHB shall process, evaluate, screen and compile all pertinent legal
documents and shall submit same to AFPHB thru SPS, AFP for approval.
10. Unit Commanders are responsible for the overall supervision of the
preparation of all documents in the acquisition of the house and lot units to be awarded to
the heirs/beneficiaries of KIA and TPPD of military/CAA personnel.
VIII. RESCISSION – All existing directives in conflict with this directive are
hereby rescinded.
IX. EFFECTIVITY – This letter directive shall take effect upon publication.

b. An awardee should not sell his lot within 10 years. After 10 years if
he desires to dispose of it, he can sell the property to active military personnel only.
c. If a military personnel has acquired more than one (1) lot, he has to
choose which lot he wants to retain. The other lot will have to be reported to AFPHB for
disposition to other military personnel.

1) The premium for the first six (6) months computed at the annual
premium rate of P12.00 pers P1,000.00 of insurance coverage per member, shall be payable
in advance to the Insurer in full amount covering the period from 1 January to 30 Jun 1974.
The annual renewal premiums thereafter, payable to the Insurer in advance in full amount
shall be subject to rate modification according to thr experience obtained during the
preceding year.
The individual coverage shall take effect on the dates the member is
inducted into the active service of the AFP, but in no case earlier than 1 January 1974,

thirty-one day period during which application for such individual policy may be made, and
shall be in lieu of all benefits under the group policy. In the event a member dies during the
thirty-one (31) days period, the insurance shall pay as death claim under the group policy the
maximum amount of insurance which might otherwise have been converted, whether or not
application for the individual policy or payment of the first premium has been made.

2-38 ( l ) Leave of absence without pay shall not be granted for more than one
(1) year except for military personnel whose spouses are detailed abroad as Defense and
Armed Forces attaches, and Administrative Assistants and who shall further be covered by
the provisions of the succeeding paragraph. A military person who fails to return to duty
upon the expiration of his leave of absence without pay shall forthwith be considered as
absent without leave. Appropriate steps shall be taken against him, either discharge him
from the service or apprehend and return him to military control for disciplinary action.
2-38 ( m ) A military personnel who joins his/her spouse during the latter’s tour
of duty abroad shall be granted three (3) years leave, considering all the tour of duty of
Defense and Armed Forces Attaches, Assistant Defense and Armed Forces Attaches,
Administrative Assistants is three (3) years. In availing of such leave, concerned military
personnel shall first utilize his/her unused leave credits and the balance of same shall be
leave without pay subject to the provisions of paragraph 2-34c and 2-37 of this AFPR. All

covered by the provisions of this paragraph are denied. It is further understood that his/her

1-2 Purpose - To prescribe the policies and procedures governing authorized leave
to be spent either in the Philippines or abroad of military personnel on active duty, to include
draftees and trainees who have completed the six (6) months basic training and are assigned
for duty and service to a unit of the Regular Force, AFP.
Section II
TYPES OF LEAVES
1-4 Sick Leave - Leave granted a military individual to promote convalescence from
disease or injury by affording him rest, better climate or change of environment. Sick leave
may also be granted on account of sickness of any member of his immediate family.
1-8 Graduation Leave - This may be granted to Philippine Military Academy and PAF
Flying School graduates and graduates of officers candidate courses.
1-9 Academic Leave - Leave granted to all military personnel on formal schooling in
an institution of learning. Said academic leave shall not be charged against the vacation
and/or sick leave they have earned.
1-11 Paternity Leave - Leave granted a married male military person to support the
needs of his pregnant wife due for delivery for a period not to exceed two (2) weeks.

POLICIES
Section I
QUALIFIED APPLICANTS
2-12 Ordinary Leave - Granted on the basis of fifteen (15) days for each year of
satisfactory service subject to the exigencies of the service. Trainees/draftees must have
served the mandatory period of training for six (6) months. Relaxation from military routine
is beneficial to enlisted personnel especially after a period of combat duty, intensive
training, etc. Commanders are enjoined to grant to the maximum extent, authorized absence
consistent with the needs of the service.
2-13 Sick Leave - Granted on the basis of fifteen (15) days for each year of continuous
service. For certain cases, where time is the chief factor in recovery, a leave may properly be
given when progress in convalescence has reached a point where further hospital treatment
is deemed unnecessary, but the person is still unfit for full military duty.
2-14 Maternity Leave - Married female military personnel shall be entitled to two (2)
months maternity leave absence with full pay if they have rendered at least two (2) years of
continuous active or half pay if they have rendered less than two (2) years of continuous
active service. Maternity leave shall not be chargeable against accumulated vacation leave
and sick leave.
a. Commanders AFP hospitals who are convinced that the patient may not live
longer than two (2) months, or Unit Commanders upon certification of an AFP Medical
Officer/Director of a civilian hospital, may authorize a compassionate leave upon the request
of the patient or his next of kin.
b. This leave shall not exceed two (2) months and shall not be charged against
the accumulated vacation and sick leave of the patient.
2-17 Leave to Spent Abroad - A military person may enjoy leave to be spent abroad
upon approval by the Secretary of National Defense provided that he/she will certify that
he/she will not apply for separation/reversion while abroad. (However, in extreme
emergency, urgently needed to give him time to visit and attend to a seriously ill love one.
When time is of the essence, the Major Service Commanders shall allow the travel of the
individual abroad provided that duly signed certification stating that subject applicant has
no pending case and property/money accountability. Subsequently, clearances shall be

completed and submit the same to SND for confirmation/final approval. Amendment (in

2-18 Graduation Leave - Except in war or grave national emergency, leave for 30 days
from the date of graduation shall be allowed graduates of the Philippine Military Academy
and PAF Flying School & equivalent Officer Candidate Courses, both local and foreign.
Such leave, which cannot be postponed to another time, shall not be counted against them in
subsequent application for leave.
2-19 Academic Leave - Granted to all military personnel on formal study grant in an
institution of learning without charging the said academic leave against the vacation and/or
sick leave they have earned
a. CO’s may grant oral permission for absence on Sundays, holidays and during
any period not exceeding 24 hours
2-21 Paternity Leave - Granted a married male officer/enlisted man to provide for the
needs of his wife during delivery for a period not to exceed two (2) weeks

2-22 Pass - passes may be granted by CO’s/OIC’s of subordinate units. The authority
may be delegated by the CO to any officer of his command. (Provided, the number of (3-
day) passes which may be given should not more than once in every two (2) months.

2-24 Leave of Enlisted Personnel to be Spent in the Philippines – Application for leave

recommendation of Armed Forces Attaché concerned and the Chief of Staff, AFP.
2-26 Other Leaves - Other leaves not covered in the foregoing paragraphs shall be
approved by the Chief of Staff, AFP.
a. Vacation and/or sick leave shall be cummulative and any part thereof not
taken within the calendar year in which earned, is carried over the succeeding year.
b. Military personnel can accumulate vacation and sick leave credits in excess
of ten (10) months; Provided, the military personnel in the active service who have
accumulated more than ten (10) months vacation and leave credits shall be entitled to only
ten (10) months of such leave credit..

2-29 Termination of Leave - Termination of leave shall only be entertained upon the
recommendation of the Major Service Commander and upon payment of the money
representing the unexpired leave. A military person who resigns voluntarily or is separated
from the service through no fault of his own shall be entitled to the commutation of all
accumulated vacation and sick leave to his credit, provided, that the total vacation and sick
leaves that can be commuted shall, in case, exceed ten (10) months.
a. Type of leave.

2-31 Number of days Authorized - Vacation and/or Sick Leave may be granted to
military personnel after six (6) months of continuous, and satisfactory service on the basis of
fifteen (15) days vacation leave and fifteen (15) days sick leave for each year of service.

Philippines.

b. When a military person on active duty suffers injury or disease, the day lost
during his/her treatment shall not be counted against the annual leave allowance as provided
in Sections 5 and 7 of Commonwealth Act 220. An injury or disease is considered acquired
in line of duty when it is contracted in the service, and not due to the military person’s
misconduct, willful failure, the intemperate use of drugs or alcohol or thru vicious or
immoral habits. (Sec 90-A Nr 1, as amended by CA Nr 385 dtd 5 Sep 38).
c. Sick leave shall also be granted to any military person because of sickness of
any member of his/her family.

c. The period covered by leave of absence without pay for any reason other than
sickness or injury shall not be counted As actual service or active military service rendered,
for purposes of Determining rights to leave with pay, retirement, longevity pay and
promotion in the military service.
b. Leave of absence without pay due to sickness or injury incurred not in line of
duty shall not affect entitlement to allowance as authorized under Section 13, RA Nr 138, as
amended.
2-36 Permission to Visit Foreign Countries – The Armed Forces Attaches in foreign
countries are authorized to grant permission to AFP military personnel on official business
abroad to visit, pass-by or make a stop-over in other friendly countries on their way back to
the Philippines within their authorized leave travel; time granted by the Chief of Staff, AFP
and/or by the Armed Forces Attaché, subject to the following restrictions/limitations.
c. Such permission may be revoked by the Chief of Staff, AFP any time in the
interest of the service.

2) That he will reenlist upon arrival to the Philippines should his ETE
occur during such leave;
3) That he will return to the Philippines at least fifteen (15) days before
the expiration of his current enlistment if the application is an enlisted person or before the
expiration of his current tour of duty in case of an officer;
4) That he has enough funds to finance himself and his family, if any,
during the period of his leave.
c. Where leave shall be spent for training or study grant abroad, basic
requirements of “no expenses on the part of the government” shall be stated in the
application and in the implementing orders. An applicant should execute statement to this
effect, duly administered and ensured to submit the same to the CSAFP.
2-37 Limitations –
b. The number of military personnel on leave shall not exceed fifteen percent
(15%) of the total strength of a unit, except on occasions following extended large scale
maneuvers or specialized training, or station and under other exceptional circumstances as
determined by the commanding officer.
d. All commanders concerned will plan and regulate the granting of leave to
enlisted personnel with due regard to the availability of transportation involved in the
travel.
e. Enlisted personnel whose homes are far from their station shall be given
additional time equal to, but not longer than the usual time taken by commercial land or
water transportation to enjoy the major portion of their leave at home instead of in travel
status.

j. Except for the purpose of paragraph 2-33 above, military personnel with less
than five (5) years of continuous active military service shall not be granted leave of absence

who has leave of absence with pay standing to credit, or who is facing court-martial or
administrative charges.
l. Leave of absence without pay shall not be granted for more than one (1) year
except for military personnel whose spouses are detailed abroad as Defense and Armed
Forces Attaches, Assistants Defense and Armed Forces Attaches, and Administrative
Assistants and who shall further be covered by the provisions of the succeeding paragraph.

2-39 Ration – Enlisted personnel on leave are entitled to the monetary value of the
garrison ration for the period they were subsisted at government expenses, including
authorized travel within the Philippines.
2-40 Cash Ration – Cash ration for military personnel on pass shall be given by
the unit commander only under any of the following circumstances:
Provided, however, that in case an enlisted person is already on cash basis or is not
included in the unit mess no deduction shall be made from his subsistence allowance for any
pass granted him.

41 Contents of Application. –
a. Leave – Every application for leave must state the duration, reason, address
while on leave, date of initial services with the AFP, inclusive dates of latest leave enjoyed.
It must also state whether the applicant is a member of a General Special Court Martial
and/or Board or whether he/she has a pending case.

7) Authorized uniform
3-42 Channels of Application – All applications for leave shall be coursed through
channels. An application which takes effect after the applicant is relieved from one unit and
transferred to another shall be submitted and recommended to his immediate commander
who will forward the same through channels to the Commanding Officer of the unit where
the applicant is transferred.

a. Unexcused extension of leave shall cause the forfeiture of all pay and
allowances for the period of the overstay.
b. In computing the duration of overstay, the due to return from leave shall be
counted as the first day of AWOL.
3-46 Individual Leave Record - All leaves shall be recorded in AFP Form Nr 30. The
entries and final disposition shall be made according to the following:
1) Item 1 – Below the printed words, type the desired information. Letter
a is for military personnel on continuous active service. A new record is for other items may
be typed or hand printed in black or blue-black ink.
3) Item 3 – Under TO, indicate the last date of service with the AFP.
4) Item 4 – Indicate the accumulated vacation and sick and sick leave as
of 15 Jun 1954, per Nr 1081.

7) All entries under 5b, c and 6a, b shall be recorded by showing the day,
month and year. Spaces between the numerals and abbreviations of the months shall be
omitted to conserve space e.g. 16 Nov 76. When an entry is made in Item 6, a line shall be

c. A military person enjoying /leave with pay continues to earn credit While on

permission for leave longer than 24 hours but not to exceed 72 hours.
1-11 Paternity Leave - Leave granted a married male military person to support the needs of
his pregnant wife due for delivery for a period not to exceed two (2) weeks.
Chapter 2- POLICIES
2-12. Ordinary Leave - Granted on the basis of fifteen (15) days for each year of
satisfactory service subject to the exigencies of the service. Trainees/draftees must have
served the mandatory period of training for six (6) months. Relaxation from military routine
is beneficial to enlisted personnel especially after a period of combat duty, intensive
training, etc. Commanders are enjoined to grant to the maximum extent, authorized absence
consistent with the needs of the service.
2-13. Sick Leaves - Granted on the basis of fifteen (15) days for each year of continuous
service. For certain cases, where time is the chief factor in recovery, a leave may properly
be given when progress in convalescence has reached a point where further hospital
treatment is deemed unnecessary, but the person is still, unfit for full military duty.
2-14. Maternity Leave- Married female military personnel shall be entitled to two (2)
month maternity leave of absence with full pay if they have rendered at least two (2) years
of continuous active or half pay if they have rendered less than two (2) years of continuous
active service. Maternity leave shall not be chargeable against accumulated vacation sick
leave.
a. Commanders of AFP hospitals who are convinced that the patient may not live
longer than two (2) months or unit commanders upon certification of an AFP Medical
officer/Director of a civilian hospital may authorize a compassionate leave upon the request
of the patient or his next of kin.
b. This leave shall not exceed two (2) months and shall not be charged against the
accumulated vacation and sick leave of the patient.

2-17. Leave to be Spent Abroad- A military person may enjoy leave to be spent abroad
upon approval by the Secretary of National Defense provided that he/she will certify that
he/she will not apply for separation/reversion while abroad.
2-18. Graduation Leave - Excepted in war or grave national emergency leave for 30 days
from the date of graduation shall be allowed graduates of the Philippine military academy
and PAF Flying School & equivalent officer Candidate Course both local and foreign. such
leave. which cannot be postponed to another time. shall not be counted against them in
subsequent application for leave.
2-19. Academic leave - Granted to all military personnel on formal study grant in an
institution of learning without charging the said academic leave against the vacation and/or
sick leave they have earned.
a. CO’s may grant oral permission for absence on Sunday, Holidays and during any
period not exceeding 24 hours.
b. Written Permits - CO’s may, during any period, grant written permission for longer
than 25 hours but to exceed 72 hours.
2-21 Paternity Leave - Granted a married male officer/enlisted man to provide for the needs
of his wife during delivery for a period not to exceed two (2) weeks.
2-22. Pass - Passes may be granted by CO’s/OICs of subordinate units. The authority
may be delegated by the CO to any officer of his command.

2-26. Other Leave - Other leave not covered in the foregoing paragraphs shall be approved
by the Chief of Staff, AFP.
a. Vacation and/or sick leave shall be cumulative and any part thereof not taken
within the calendar year in which earned is carried over the succeeding year.
b. Military personnel can accumulate vacation and sick leave credits in excess of ten
(10) months, Provided, that military personnel in the active service who have accumulated
more than ten (10) months vacation and sick leave credits shall be entitled to only ten (10)
months of such leave credits.

c. Any military person who, due to exigencies of the military service is prevented
from going on leave shall be entitled to commute whatever leave credits he has earned, and
receive the cash value thereof while still in the active service, Provide that such military
person has at least five (5) month leave credits which he cannot commute: provided, further
that such military person can commute and receive the money value of not more than two
(2) month leave credits per year, and provided finally, that such excess leave credits shall be
without prejudice to the military persons’ option to continue rendering work and be entitled
to receive his corresponding pay and allowances or to enjoy leave by utilizing leave credits
not otherwise commuted.
2-29. Termination of Leave - Termination of leave shall only be entertained upon the
recommendation of the Major Service Commander and upon payment or the money
representing the unexpired leave. A military person who resigns voluntarily or is separated
from the service through no fault of his own shall be entitled to the commutation of all
accumulated vacation and sick leave to his credit, provided, that the total vacation and sick
leave that can be commuted shall, in no case, exceed ten (10) months.
2-30. Authorization of Leave - Leave shall be covered by special orders, a copy of which is
furnished everyone concerned who shall keep it while on leave. The special orders shall
contain the following information:
a. Type of leave.
c. Unit or organization.
2-31. Number of Days Authorized - Vacation and/or sick leave may be granted to military
personnel after six (6) months of continuous, and satisfactory service on the basis of fifteen
(15) days vacation leave and fifteen (15) days sick leave for each year of service.

d. Extension of leave abroad shall be applied for prior to departure from the
Philippines.
b. When a military person on active duty suffers injury or disease, the days lost
during his/her treatment shall not be counted against the annual leave allowance as provided
in Sections 5 and 7 of Commonwealth Act Nr 220. An injury or disease is considered
acquired in line of duty when it is contracted in the service and not due to the military
person’s misconduct, willful failure, the intemperate use of drugs or alcohol or thru vicious
or immoral habits. (Sec 90-A Nr 1, as amended by CA N r 385 dtd 5 Sep 38)
c. Sick leave shall also be granted any military person because of sickness of any
member or his/her family.
a. Leave of absence without pay and to be spent locally may be authorized by the
Chief of Staff, AFP as in his discretion the exigencies of the service and the needs of
individual applicant may warrant. This authority may be delegated from time to time under
such conditions as the Chief of Staff, AFP may prescribe.
b. No officer or enlisted individual on leave of absence without pay shall leave the
country without prior authority from the SND (except to undergo scholarship or fellowship
training grants approved by the Special Committee on Scholarships under the Chairmanship
of the Department of Foreign Affairs).

c. The period covered by leave of absence without pay for any reason other than
sickness or injury shall not be counted as actual service or active military service rendered
for purposes of determining right to leave with pay, retirement, longevity pay and promotion
in the military service.
b. Leave of absence without pay due to sickness or injury incurred not in line of
duty shall not affect entitlement to allowance as authorized under section 13,RA Nr 138,as
amended.
2-36. Permission to Visit Foreign Countries - The Armed Forces Attaches in foreign
countries are authorized to grant permission to AFP military personnel on official business
abroad to visit passby or make a stop-over in other friendly countries on their way back to
the Philippines within their authorized leave travel time granted by the Chief of Staff, AFP
and/or by the Armed Forces Attache, subject to the following restriction/limitation;
c. Such permission may be revoked by the Chief of Staff, AFP any time in
the inters of the service.
2.37. Requirements -
(2) That he will reenlist upon arrival to the Philippines should his ETE occur
during such leave;

expiration of his current enlistment if the applicant is an enlisted person or before the
expiration of his current tour of duty in case of an officer;
(4) That he has enough funds to finance himself and his family, if any,

c. Where leave shall be spent for training or study grant abroad, basic requirements
of “no expense on the part of the government” shall be stated in the application and in the
implementing orders. An applicant should execute statement to this effect, duly
administered and ensure to submit the same to the CSAFP.
2-38. Limitations -
b. The number of military personnel on leave shall not exceed fifteen percent (15%)
of the total strength of a unit, except on occasions following extended large scale maneuvers
or specialized training, or station and under another organization for permanent change of
station and under other exceptional circumstances as determined by the commanding officer.
d. All commanders concerned will plan and regulate the granting of leave to enlisted
personnel with due regard to the availability of transportation involved in the travel.
e. Enlisted personnel whose homes are far from their stations shall be given
additional time equal to, but not longer than the usual time taken by commercial land or
water transportation to enjoy the major portion of their leave at home instead of in travel
status.
f. A trainee/draftee assigned with the Regular Forces is entitled to leave credits and
privileges, provided, he satisfied the requirement under existing laws and regulation at least
six (6) months continuous and satisfactory service and provided further, that draftee/trainee
will not be entitled to leave privileges during the first six (6) month of compulsory training.
Likewise, he may receive the money value of his unexpired leave credits if commuted upon
separation, provided he is not discharged for cause.

g. An officer ordered to duty while on vacation leave is considered on duty from the
date he reports for duty. When relieved from such duty or on completion thereof, he/she
may revert to leave status if he desires to continue his leave. In such case, appropriate
orders shall be issued by proper authority.
i. The number of military personnel on leave of absence without pay shall at no time
exceed one tenth percent of the actual number of officers and enlisted personnel on active
duty.
j. Except for the purpose of paragraph 2-35 above, military personnel with less than
five (5) years of continuous active military service shall not be granted leave of absence
without pay.
k. Leave of absence without pay shall not be granted to any military personnel who
has leave of absence with pay standing credit, or who is facing court-martial or
administrative charges.
l. In no case shall leave without pay be granted for more than one (1) year. A
military person who fails to return to duty upon the expiration of his leave of absence
without pay shall forthwith be considered as absent without leave. Appropriate steps shall
be taken against him - either discharge him from the service or apprehend and return him to
military control for disciplinary action.
m. Leave of absence without pay may be terminated at any time, whenever in the
opinion of the approving authority, the exigencies of the service require it.
2-39. Ration - Enlisted personnel on leave are entitled to the monetary value of the garrison
ration for the period they were subsisted at government expense, including authorized travel
within the Philippines.
2-40. Cash Ration. Cash rations for military personnel on pass shall be given by the unit
commander only under any of the following circumstances:

CHAPTER 3 - PROCEDURES
Section 1 - Application
a. Leave - Every applicant for leave must state the duration, reason, address while
on leave, date of initial services with the AFP and inclusive dates of latest leave enjoyed. It
must also state whether the applicant is a member of a General or Special Court Martial
and/or Board, or whether he/she has a pending case.
3.42. Channels of Application - All applications for leave shall be coursed thru channels.
An application which takes effect either the applicant is relieved from one unit and
transferred to another shall be submitted and recommended to his immediate commander
who will forward the same through channels to the commanding officer of the unit where
the applicant is transferred.

3-43. Restrictions -
a. Except in urgent necessity, vacation leave shall not be granted to an officer so that
a company or an equivalent Air Force or Navy unit shall not be left without a commissioned
officer, or a post, base or camp without two (2) attendants. This restriction shall not apply to
those posts, camps or stations where the normal complements of commissioned officers in
less than three (3).
b. Vacation leave shall not be granted to an officer during target or service practice
of his organization or during the season of active field exercises, maneuvers or similar
operations.
a. In computing leave credits, the day of departure is counted as the beginning of the
day of absence and the date of return as the date of duty. Leave granted with a definite
number of days must be indicated in the orders to begin from terminate on a specific date,
exclusive of Saturdays, Sundays and holidays.
b. The Secretary of National Defense may authorize the commutation of the salary
that a military personnel may receive during the period of vacation and sick leave and direct
its payment on or before the beginning of such leave from the fund out of which the salary
would have been paid. Provided that no officer/enlisted person whose leave has been
commuted following his separation from the service shall be reappointed or re-employed in
the government of the Philippines before the expiration of the leave commuted unless he
first refunds the money value of the unexpired potion of the leave commuted. (The Sec 286
of Administrative Code, as amended by RA-611 and RA 1081)
a. Unexcused extension of leave shall cause the forfeiture of all pay and allowances
for the period of the overstay.
b. In computing the duration of overstay, the date due to return from leave shall be
counted as the first day of AWOL. The date before the day of return shall be counted as the
last day of AWOL.

3-46. Individual Leave Record - All leaves shall be recorded in AFP Form Nr 30. The
entries and the final disposition shall be made according to the following:
b. Instructions in the preparation of leave record. - For clarity and uniformity, the
following instructions shall be followed. Entries may be typed or handprinted in black or
blue-black ink.
1) Item 1 - Below the printed words, type the desired information. Letter a is
for regular officers or enlisted personnel, while letter b is for Reserve Officers. Entries in
other items may be typed or handprinted in black or blue-black ink.
3) Item 3 - Under TO, indicate the last date of service with the AFP.
4) Item 4 - Indicate the accumulated vacation and sick leave as of 15 Jun 34,
per RA Nr 1081.
6) Item 5e - Indicate the Special Orders, e.g. para 2, SO Nr 111, HPA, s-76.
7) All entries under 5b, c and 6a, b shall be recorded by showing the day,
month and year. Spaces between the numerals and abbreviations of the months shall be
omitted to conserve space e.g. 15 Nov 76. When an entry is made in Item 5 to prevent their
erroneous use.
c. A military person enjoying leave with pay continues to earn credit while on such
authorized leave.
d. This form shall be filed with the MPF of the individual concerned.
3-47. Supersession - AFPR G 132-271, AFPR G 135-383 dtd 7 Mar 56 and 28 Oct 58
respectively and all policies and regulations inconsistent with this AFPR are hereby
superseded accordingly.

6. With the foregoing elucidation of the standing policies and regulations on the
subject, and for the best interest of morale and discipline in the Service, all Major Service
Commanders are hereby directed to submit to this Headquarters (Attn: J1) an accounting of
their respective personnel the left for leave/trips abroad.
a. Those who left without proper authority and not covered with Special
Orders and/or who extended their stay abroad without proper authority shall be considered
AWOL effective on the date of departure or date of unauthorized extension of leave.
b. Effective such date of AWOL, their pay and allowances shall be forfeited;
c. Unit Commanders and /or Finance Officers shall be held peculiarly liable
for the pay and allowances paid to military personnel who are on AWOL as contemplated in
the foregoing paragraph; and
d. Military personnel who are on AWOL for ninety (90) days inclusive shall
be separated from the Service pursuant to AW 117 or AW 109, as appropriate, without
prejudice to further prosecutions for any administrative, civil, or criminal liabilities.
7. Periodic reports for the accounting of personnel for para 6, above shall be made
monthly. Such reports shall reach this Headquarters on the first Monday of the succeeding
month.

WHEREAS, officers and enlisted personnel of the Armed Forces of the Philippines,
more than any other group of men in the government service, have been called upon to carry
out the grave burden of providing the proper climate conducive to the attainment of the
objectives of the New Society.

can accumulate vacation and sick leave credits in excess of the (10) months: Provided,
however, that those military personnel who are now in the Active service and have

not otherwise appropriated, such sums as are necessary to carry out the purpose of this
decree: provided, however, that the Secretary of National Defense is hereby authorized to
use savings, of the Armed Forces of the Philippines for this same purpose. Thereafter, the
same shall be included in the yearly appropriation of the Armed Forces of the Philippines.
Section 6. Any provision of law, rules and regulations inconsistent with the
foregoing is hereby modified accordingly.

Semi-pencil cut, one-piece front with slide fastener closure at the back and two (2)
secret pockets on sides. It will be two (2) inches below the knee with overlaps close slit.
The slit shall be six (6) inches from the hemline.

Single breasted with shoulder straps, semi-form fitting, tailored. Closed with four
(4) small commercial buttons in french buttons holes which are equally spaced with the last
buttons slightly below the waistline, tucks on each side. The length of the blouse shall not
be less than six (6) inches and not more than (8) inches from the waist line. The fold of
seam is 1/12 inch wide. The back shall have straight horizontal cut with two (2) vertical
tucks on each side. Collar and lapel shall be flat semi-rounded collar lapel type with pointed
corners. Collar is 2 ¾ inches wide tapering 2 ¼ inches wide with printed corners.
