Action Plan
Mitigating the Effects of the El Nifio Phenomenon
The El Nitto phenomenon is characterized by extreme climatic conditions; extreme
temperature rise with a little rainfall, and at the opposite extreme, there is unusually heavy rainfall.
‘The Philippine Atmospheric, Geophysical and Astronomical Services Administration
(PAGASA) has been continuously monitoring the El Nifio Southern Oscillation (ENSO)
conditions in the tropical Pacific. The final La Nifia advisory was issued last March 10, 2023 with
ENSO- neutral conditions now present. However, based on recent conditions and model
forecasts, El Nifio will likely develop in Jul-Aug-Sept (IAS) 2023 season and may persist until
2024.
‘The Concepcion Water District (CWD) recognizes the importance of preparing for and
responding to the El Niflo phenomenon to ensure the efficient use and conservation of water.
Through the Local Water Utilities Administration (LWUA) directives and before the warming
event reached its peak and likewise, to mitigate the effects of the El Nifilo phenomena, an a

CWD's Action Plan for Water Conservation and Preparedness During El Nifio
1. Disaster Preparedness Education
a, Conduct training and education on disaster preparedness, specifically on how to
prepare for and respond to the El Nifio phenomenon.
2. Enhance Public Awareness
a. Develop and distribute educational materials such as flyers, videos, and banners to
increase public awareness on the impact of El Niflo and how to conserve water.
b. Utilize public address systems to disseminate information about the water shortage and
conservation efforts.
c. Inform barangay officials and post flyers in all barangays under CWD coverage area.
3. Basic Water Conservation and Wise Use
a. Encourage basic water conservation and wise use of water such as collecting rainwater,
reusing water for flushing toilets and washing cars, avoiding overflowing of water,
using glass for toothbrushing and basin in dishwashing, watering plants early in the
‘morning or late afternoon, and paying attention to children during bath/wash time.
b. Conduct education and awareness campaigns on water conservation to encourage
people to practice basic water conservation and wise use.
4, Leakage and Pipe Monitoring
a. Ensure faucets are always closed and not leaking.
b. Conduct frequent check-ups and immediately fix leakages, pipe leaks, showers, toilets,
and faucets.
c. Encourage timely reporting of leakages, water theft, and meter pilferage, ete.
d. Conduct frequent check-ups of pipeline leaks inside the house and surroundings.
5. Assistance from Barangay Officials
a. Ask for assistance from barangay officials in monitoring and reporting water-related
issues such as leakages, water theft, and meter pilferage. ete.

7. Heat Mitigation
a, Encourage people to wear light clothing to mitigate heat stress during El Niflo.
b. Discourage strenuous physical activity during hot periods.
Overall, this action plan aims to increase public awareness and encourage water
conservation and wise use during El Nifio. The plan also includes monitoring and timely response
to water-related issues, coordination with barangay officials and concessionaires, and heat
mitigation measures to ensure the efficient use and conservation of water.
CWD Operational Plan to Ensure Efficient Water Distribution
1. Pressure Management,
a. Maintain optimal pressure levels to prevent wear and tear on the system, minimize
new leaks, and reduce water loss.
b. Conduct regular pressure checks and adjustments as necessary.
2. Minimum System Flow Monitoring
a. Perform regular monitoring during unoccupied periods when flow is at its lowest
levels, typically from 10:00 pm to 3:00 am.

3. Well Rehabilitation and Preventative Maintenance Program
a. Undertake regular well rehabilitation and maintenance to boost pump performance
and increase water yield.

4, Distribution System Audit

meter accuracy verification, testing of controls and operating procedures, and data
collection on pipe age, size, and type.
5. Flow Meter Monitoring and Calibration
a, Replace old flow meters with new, calibrated ones and continuously monitor their
performance.
b. Ensure accurate readings of water flow and consumption for efficient water
management.
6. Leak Detection and Repair
a, Conduct regular checks on water pipes to locate potential leaks.
b. Promptly execute repairs on reported leakages to minimize water loss.
7. Pipeline Replacement
a. Consider rehabilitation or replacement of old pipes with significant and/or
sustained leakage to reduce water loss.
b. Implement a pipeline replacement program to ensure efficient water distribution.
8. Water Meter Replacement Program
a. Regularly replace old water meters to ensure accurate readings of water
consumption and efficient billing,
9. Water Rationing Equipment Planning
a. Consider the inclusion of trucks and/or equipment for water rationing in the 2024
budget planning.
10, EL Nifio Database Management
a. Establish and maintain an active database on the effects of El Nifio on surface water
and groundwater, statistical data on households/population affected by El Nifio,
extent of supply shortage, and best and worst scenarios.

11, Unauthorized Use and Pilferage Prevention
a. Maintain strict adherence to the policy regarding unauthorized use and pilferage,
including appropriate sanctions.
12, Standard Procedures and Policies Implementation
a. Adopt and implement standard procedures and policies on water conservation,
sanitation and hygiene, and water rationing to ensure efficient water distribution.
13, Pump Capacity Management
a. Ensure pump capacity is proportionate and adequate to water service connections
to prevent overworking of the system and ensure efficient water distribution.
This operational plan aims to ensure efficient water distribution through the
implementation of various measures such as pressure management, flow monitoring, well
rehabilitation and maintenance, pipeline audit and replacement, and water meter replacement. The
plan also includes database management on El Nifio, prevention of unauthorized use and pilferage,
