Francisco pertaining to a certain portion of property situated in Barangay Calabasa, this city, covered by Transfer Certificate of Title No. 129-2019004875, relative to the Calabasa Barangay Road; anent thereto, approval and auth rity for the City Mayor to enter and sign the same for and in behalf of the City of Zamboanga, is being sought from the August Body. 15 Memorandum Order No. 1142, dated June 14, 2023, of the City General Services Officer, referring the Letter, dated June 7, 2023, of OIC-Director IV, Zamboanga Peninsula - Center for Health Development, Department of Health, requesting, among others, the free use of the Zamboanga City Coliseum on June 20, 2023, including the electricity and generator for the conduct of an activity and campaign thereat in relation to the Celebration of the National No Smoking Month, with the information that the venue has previously been reserved for the purpose, subject however, to the approval of the City Mayor and concurrence of the Zamboanga City Council as to the free use of the same, for concurrence. L6 Letter, dated June 14, 2023, of the City Mayor, respectfully transmitting the 1* Indorsement, dated June 13, of the City Legal Officer, on the duly reviewed Memorandum No. CBO-BPD-05-074, dated May 31, 2023, of the City Budget Officer, relative to the project “Construction/Rehabilitation/Improvement of Fence at Zamboanga City High School Main, Tetuan”, charged to lumpsum appropriation in generic terms; anent thereto, authority is hereby sought from the August Body to authorize the release of the lumpsum appropriation intended for the said purpose. 17 Letter, dated May 16, 2023, of Mr. Victor A. Liozo, Jr., Chairman, National Senior Citizens Advocate Association of the Philippines, Inc. (NSCAAPT) Senior Citizens Zamboanga City Chapter & National VP for Internal Affairs, submitting pertinent documents for the accreditation of their association, for approval. (Referred to the Committee on Urban Poor, People’s Organization and NGOs under SP Resolution No. 1092, dated May 22, 2023; included upon the instruction of the Hon. Joselito A. Macrohon, Chairman of the said Committee) L8 Letter, dated June 6, 2023, signed by Legitimate Stall Owners with Business Permit at the Main Public Market, bringing to the Sanggunian’s attention that since the government allowed the NIGHT MARKET to operate along J.S. Alano Street last December 22 to the present, their sales had been greatly affected and they feel that they are being NEGLECTED; and stating, among others, that the J.S. Alano Night Market vendors sell the same commodities as the legitimate stall owners and they sell at a so-called "BAGSAK PRESYO” obviously because those vendors do not pay rent and taxes to the government, they only pay P30.00 per night to be allowed to sell their goods; considering the amount they are contributing, compared to the legitimate stall owners, this alone can justify how night market vendors can drop prices; that in as much as they try to understand that the government wants to provide avenue for local vegetable farmers and small businesses to showcase their products and services during evening hours, please take into consideration that it KILLS the LEGITIMATE STALL OWNERS who sell the same commodities; not only that, even vendors from outside Zamboanga City, like PAGADIAN, CAGAYAN and MINDORO are already taking advantage of selling their goods directly during Night Market; that during daytime there is one (1) Wingvan truck from Mindoro parked in Boalan Hi-way selling Red Onion without permit; that the closing on gates inside the Main Public Market also contributed burdens to the stall owners; they already begged from the Market Superintendent to open the gates but was rejected for reasons that the opening of the gates will give them a hard time collecting parking fees; a sacrifice for the market stall owners and heartbreaking that they are more concerned about collecting the parking fees even if this means the FALLING of the Legitimate Market Stall Owners due to lack of income; that for reasons stated, they are strongly and respectfully requesting the following 1. relocation of Night Market (consider inside Magay near the mosque as possible relocation) 2. opening of the steel gates inside the Main Public Market; and 3. make legal action against the Wingvan parked at Boalan Hi-way selling Red Onions without securing Zamboanga City Business Permit. for appropriate action, 19 Letter, dated June 14, 2023, of the City Mayor, respectfully forwarding the requests of Hon. Jerry E. Perez, President, Liga ng Mga Barangay, this city, for the conduct of hack fight/derby activities to raise funds for the lined-up activities of the Liga ng Mga Barangay, for concurrence, viz: 1. Special Permit No. 23-00094 — Two (2) days Hack fight on July 6 & 7, 2023 ‘One (1) day !-cock derby on July 8, 2023 2. Special Permit No. 23-0095 ~ Two (days hack fight on July 13 & 14, 2023 One (1) day I-cock derby on July 15, 2023 3. Special Permit No. 23-0096 ~ Two (2) days hack fight on July 20 & 21, 2023 One () day 3-cock derby on July 22, 2023 4, Special Permit No. 23-00097 — Two (2) days hack fight on July 27 & 29, 2023 One (|) day 3-cockd derby on July 28, 2023 1.10 Letter, dated June 14, 2023, of the City Mayor, respectfully transmitting the 1* Indorsement, dated June 13, 2023, of the City Legal Officer, on the attached case: In the Matter of the Application for the approval of the Proposed Photovoltaic Mainstreaming (PVM) Benchmark Tariff and Associated Mechanism from the National Power Corporation (NPC), addressed to the Energy Regulatory Commission (ERC) bearing with the information that the Office of the City Legal Officer has been appearing in similar matters representing the City of Zamboanga and the electric power consumers of Zamboanga City; anent thereto approval and authority for the City Legal Office to appear for intervention in this case and submit the necessary pleading’s and to appear on all other applications from other entities filed with the ERC in the future, is being sought from the August Body. Lit Letter, dated June 9, 2023, of the Executive Assistant V, Office of the City Mayor, respectfully forwarding Memorandum Order No, CBO-BPD-06-010, dated June 6,2023, of the City Budget Officer, pertai8ning to SP Resolution No. 2023, dated April 3, 2023, requesting the city Mayor to urgently settle the unpaid bills in the amount o P7,000,000.00 to the Zamboanga City Water District (ZCWD) to help the latter in improving its services; it is stated that in due consideration that there is no Statement of Account attached to support the claim, their Office suggests for the office concerned to please coordinate and reconcile first with the records of the City Accountant, to ensure that such is indeed under the account of the City Government; with emphasis that all expenditures and obligations incurred should be properly booked in the year it was incurred and before the closing of 4 accounts for the said fiscal year, consistent with the provisions stated in Section 350 of RA 7160. 1.12 For information of the August Body: 112-1 Letter, dated June 8, 2023, of the Executive Assistant V, Office of the City Mayor, respectfully transmitting No. CBO-BPD-05- 073, dated June 5, 2023, of the City Budget Officer, pertaining to SP Resolution No. 984, dated May 8, 2023, relative to the request of increasing the annual subsidy given by the Local Government of Zamboanga to Sonshine Drug Abuse Intervention Rehabilitation Center, with the information that the request is being considered for inclusion in the City’s forth coming FY 2023 Supplemental Budget No, 1, subject to availability of funds and Mayor’s approval. 112-2 Letter, dated June 9, 2023, of the Executive Assistant V, Office of the City Mayor, respectfully transmitting No. CBO-BPD-06- 017, dated June 7, 2023, of the City Budget Officer, treating on SP Resolution No. 986, dated May 8, 2023, requesting assistance for Office Supplies and Equipment to include plastic dining tables and chairs as well as ten (10) units bed bunks for Sonshine Drug Abuse Intervention Rehabilitation Center, with the information that there is No appropriation in the City’s budget that is specifically intended for the said purpose; moreover, favorable recommendation could not be rendered in due consideration that the City Government has considered the proposed increase in the annual subsidy provided to Sonshine Drug Abuse Intervention Rehabilitation Center which could be utilized for the said purpose. 112-3 _ Letter, dated June 8, 2023, of the Executive Assistant V, Office of the City Mayor, respectfully transmitting No. CBO-BPD-05- 071, dated June 5, 2023, of the City Budget Officer, pertaining to SP Resolution No. 915, dated May 3, 2023, requesting funding allocation for the repair of damaged steel post and replace of 250 Watts LED Bulb at Navarro, San Roque, with the information that additional funding allocation for the said expense could not be favorably recommended for the reason that sufficient funding allocation was already provided for the procurement of 250 watts luminaires under the City’s FY Annual Budget FY 2023 of the Office of the City General Services Officer. 112-4 Letter, dated June 9, 2023, of the Executive Assistant V, Office of the City Mayor, respectfully transmitting No. CBO-BPD-6- 003, dated June 5, 2023, of the City Budget Officer, treating on SP Resolution No. 952, dated May 3, 2023, requesting to allocate a specific budget for the regular, comprehensive and relevant training of all Barangay Intelligence Network (BIN) Members of the City’s 98 barangays to fully upgrade their intelligence-gathering capabilities, and also to include the training of all Barangay Tanods on matters of security, enforcement and public safety, with the information that 5 there is no appropriation in the City’s budget that is specifically intended for the said purpose; nevertheless, said request has been forwarded to the City’s Peace and Order Council for consideration and possible inclusion in the City’s Peace and Order Plan. 112-5 Letter, dated May 29, 2023, of the Medical Center Chief 11, Zamboanga City Medical Center, this city, stating that they are grateful of the continued support to the Zamboanga City Medical Center through the medical assistance to the indigent and financially incapacitated patients which number of them have the Sanggunian recipients to address their medical needs; that they received SP Resolution No. 507, dated March 13, 2023, requesting their facility to continuously accept medical cards to cover hospital bills, medicines, laboratory test, dialysis and other medical needs of indigent patients; relative thereto, their facility is continuously accepting and reprocessing medical cares, as shown in the letter. 1.12-6 Letter, dated June 8, 2023, of the City Mayor, respectfully transmitting the letter, dated June 2, 2023, of the City Treasurer, submitting the List of Real Property with Warrant of Levy, pursuant to Sec, 258, of RA 7160, for reference. 1.13 Proposed Resolutions of SP Members: 1. Proposed Resolution of Hon. Eduardo T. Saavedra, Jr. : A Resolution earnestly requesting the Office of the City Veterinarian to reaffirm the provisions of Republic Act 8485, otherwise known as “The Animal Welfare Act of 1998”, in its operations on account of ensuring the welfare and living quality of impounded dogs and other animals in their custody. 2. Proposed Resolution of Hon. Frederick N. Atilano: A Resolution requesting the City Engineer and the Office of the City Planning and Development Coordinator, thru City Mayor John M. Dalipe, to take into action the concern of the residents of Barangay Lunzuran regarding the closure of a spring water source by a private developer at Purok 6 of the Barangay. 3. Proposed Resolution of Hon. Joselito A. Macrohon: A Resolution respectfully requesting the City Engineer's Office, thru His Honor, the City Mayor, for the conduct of site inspection and preparation of detailed plans and cost estimates for the construction/rehabilitation/improvement of riprapping and/or slope protection to include the irrigation dam and canal at Purok 6, Presa, Barangay Lunzuran, Zamboanga City; RESOLVED further, requesting the City Planning and 6 Development Coordinator’s Office to include the project in the Annual Investment Plan (AIP) and appropriation of fund. Proposed Resolutions of Hon. Rogelio L. Valesco, Jr.: 1. _ AResolution restaging unique and Zamboanga City’s own “WOW Sardinas! Deaton Este” canned sardines boodle fight during the 2023 Zamboanga Hermosa Festival. 2.
