1 SCOPE

The scope of this specification provides for all work in connection with the construction of earth
terraces, the removal of spoil (material unsuitable for use), the construction and compaction of fills
with dump rock or with borrow material from approved borrow pits or imported fill, the compaction of
the terrace and finishing off cuts and fills, and the construction of road layer works

1.1 Applicable Regulations

The Contractor shall conform with all relevant statutes, ordinances, regulations, by-laws or other
enactments that are applicable at all times during the execution of the Order including, without
limitation, the Mine Health and Safety Act (with specific reference to Chapter 2, including but not
limited to Sections 21 and 22), no 29 of 1996, and Regulations, and with the Occupational Health
and Safety Act, Act 85 of 1993 as amended. The Contractor shall ensure that the machinery, plant,
equipment, apparatus, materials or services to be supplied comply therewith, including all
amendments and re-enactments thereof and other provisions having the force of law, and with any
local and domestic regulations.

2 GENERAL REQUIREMENTS

2.1.1 In order to complete the works, the Contractor undertakes to provide all adequate and
competent labour, supervision, tools, equipment, installed and consumable materials,
services, testing devices and services, warehousing, and each and every item of expense
necessary to complete the works.

2.1.2 The Contractor shall carry out soil tests, concrete tests, and any other test that the Engineer
may require in terms of the drawings and this specification.

2.1.3 The Contractor shall take appropriate measures to avoid accumulating dust in excavations,
embankments, haul roads, plant sites, waste disposal areas, borrow areas, and all other
work areas as determined by the Engineer. Industry-accepted methods of dust control
suitable for the area involved, such as sprinkling, chemical treatment, light bituminous
treatment or similar methods will be permitted.

2.1.4 The Contractor shall obtain all the necessary permits for the complete performance of the
works, and for the hauling, loading and off-loading of earthworks, rebar, concrete,
scaffolding, shuttering and other materials.

2.1.5 The Engineer will designate the boundary limits of access roads, parking areas, storage
areas, and construction areas. The Contractor shall not trespass in or on areas not so
designated. The Contractor shall be responsible for keeping all of its personnel out of areas
not designated for the Contractor's use.

2.1.6 The Contractor shall prevent hazardous accumulations of dust, fumes, mists, vapours or
gases in areas occupied during construction. The Contractor shall provide local ventilation to
prevent harmful accumulation of hazardous substances into the atmosphere of occupied
areas and dispose of materials in a manner that will not result in harmful exposure to
persons or disrupt or otherwise affect the operation of existing facilities. The Contractor shall
also ventilate storage spaces containing hazardous, volatile or high temperature sensitive
materials.

2.1.7 The Contractor shall satisfy the intent of each code, specification, drawing, and all other
documents issued as part of the Contract.

4 CLEARING AND GRUBBING

4.1 Clearing

4.1.1 Clearing shall consist of the removal of all trees, brush, other vegetation, rubbish, fences and
all other objectionable material, including the disposal of all material resulting from the
clearing and grubbing.

4.1.2 It shall also include the removal and disposal of structures that obtrude, encroach upon or
otherwise obstruct the work and which can be cleared by means of a bulldozer with a mass
of approximately 20 tons and a flywheel power of approximately 145-kW. Structures, which
cannot be cleared in this manner, shall be broken down in accordance with the requirements
of the project specifications for the removal and disposal of structures.

4.1.3 No separate payment will be made for the moving of a certain amount of soil or gravel
material, which may be inherent in or unavoidable during the process of clearing. Clearing
shall also include the removal of all rocks and boulders of up to 0.15-m3 in size which are
exposed or lying on the surface.

4.1.4 Payment for fences, which have to be taken down, and the material sorted, coiled and
stacked shall be made separately.

4.2 Grubbing

In the contract works area all stumps and roots exceeding 75-mm in diameter shall be removed to a
depth of no less than 600-mm below the finished road level and a minimum of 75-mm below the
original ground level. Where the in situ material has to be compacted, all stumps and roots,
including matted roots, shall be removed to a depth of at least 200-mm below the cleared surface.

Except at borrow areas, the cavities resulting from grubbing shall be backfilled with approved
material and compacted to a density of at least the density of the surrounding ground.

4.3 Conservation of topsoil

Where suitable topsoil occurs within the limits of the area to be cleared and grubbed, the Contractor
shall, if so ordered by the Engineer, remove the topsoil together with any grass and other suitable
vegetation. If not used immediately, the topsoil shall be transported and deposited in stockpiles for
later use. The Contractor will not be required to remove topsoil to an average depth of less than
150-mm from any particular area.

Where topsoil can be removed without the necessity of first doing clearing and grubbing, no
payment will be made for clearing and grubbing under this section.

4.4 Areas to be cleared and grubbed:

• The Engineer shall designate the areas to be cleared and grubbed.

• The areas occupied by an existing road prism will normally be excluded.

4.5 Conservation of vegetation

Where so indicated by the Engineer, certain designated plants encountered on the site and borrow
areas shall be carefully protected by the Contractor. He shall include in his tendered rates for
clearing and grubbing, a rate for full compensation for the careful removal and planting of such
plants in a protected and fenced-off area, and, on completion of the works, the replanting of the
plants in suitable positions on the site in accordance with the Engineer's instructions.

4.6 Cutting of trees

• Only Individual trees designated in writing by the Engineer shall be cut. A penalty shall be
imposed for every tree which is unnecessarily removed or damaged.

• The Contractor shall take the necessary precautions to prevent damage to structures, roads,
telephone lines and other mine property during felling of trees. If necessary, the trees shall
be cut in sections from the top downwards. The branches of trees to be left standing shall
be trimmed so as to leave a 7-m clearance above final ground level, unless otherwise
specified in the project specifications.

4.7 Disposal of material

• Material obtained from clearing and grubbing shall be disposed of in borrow pits or other
suitable places approved by the Engineer, and covered up with soil or gravel. The burning of
material will not normally be permitted and may be done only with the prior written approval
of the Engineer. Recycling will be the preferred means of disposal. All statutory provisions in
regard to air pollution shall be carefully observed.

• All tree trunks and branches in excess of 150-mm in diameter shall be cleaned of secondary
branches, sawn into suitable lengths and stacked at sites indicated by the Engineer. Such

timber shall not be used by the Contractor and shall remain the property of the Employer
unless otherwise agreed on with the Engineer.

• Fencing wire shall be neatly wound into reels and all such wire, together with all fence posts
and other usable material from structures, etc., shall be stacked at sites indicated by the
Engineer.

5 SITE SURVEY

The Contractor shall carry out the following survey work:

• Verify and accept site topography and original ground levels prior to commencement of
excavations and notify the Engineer of any discrepancies.

• These handover surveys must be accepted by the Contractor in writing, and will be regarded
as baseline surveys for purposes of measurement and payment.

• Verify and agree hard rock levels with Engineer before removal.

• Create temporary construction bench marks from the primary site beacons advised by
Engineer as the beacons accepted for the site

• The accuracy of these temporary construction beacons shall be, for earthworks, to enable
excavations to be located to ±35 mm from the nearest grid line on plan, and ±15 mm from
the designated elevation with reference to the nearest transferred benchmark

6 BULK EARTHWORKS

Bulk filling shall include all filling placed to any depth or thickness below or above ground before the
structure is built.

Restricted filling shall include all filling placed to any depth around or between foundations, walls,
column bases, etc. or in pipe trenches.

6.1 The Contractor Shall Carry out the Following Work

• The Contractor shall excavate within the battery limits of the site to the grades shown on the
drawings.

• Materials removed from excavation may be incorporated in the bulk and restricted fills only
with the written permission of the Engineer.

• Bulk fill material shall be placed in the excavation and backfilled to the required density, in
the manner prescribed.

• Excavate, place, compact and adjust moisture content as required to install structural fill
materials to achieve the grades and contours shown on the drawings. Moisture content,

compaction densities and proof rolling shall be in accordance with drawings and this
specification.

• Grade and construct fill in such a manner as to maintain the site in a drainable condition at
all times during the excavation and fill portions of the work. The Contractor shall maintain all
necessary trenches or pumping equipment to keep the work area free of impounded water
for the duration of the contract.

• Maintain all excavations sufficiently dry to prevent deterioration of the existing sub-grade soil
characteristics and prevent disruption to the construction schedule. The Contractor is
responsible for ensuring proper drainage and stability of all Work in progress to avoid
disruption in the work or damage to partially completed work until such time as the work is
inspected and approved by Engineer.

• The Contractor shall assume full responsibility for maintaining the stability of all excavated
faces until final acceptance of work.

• The Contractor is responsible for the supply, installation, and maintenance of solid safety
barricades around the excavated areas as required by all statutory requirements including
the OHS Act Regulations and the Engineer, until such time that work is completed and
accepted by the Engineer.

• Over Excavation: Unauthorised or oversized bulk excavations shall be restored at the


Contractor’s expense to design levels by backfilling with structural fill compacted in
accordance with the relevant clauses of this specification or grade 15 mix concrete with
characteristic 28 day strength of 15 MPa as directed by the Engineer.

• Compaction to a Minimum Percentage of Modified AASHTO Density as further defined in the


section on testing below.

Wherever a density requirement in respect of a fill or pavement layer is specified in these


specifications, on the drawings or in the project specifications or is prescribed by the Engineer in
terms of a percentage of modified AASHTO density, the Contractor shall be at liberty to employ any
type of compaction equipment he may choose so as to achieve such density over the full specified
depth of the layer, provided always that he complies in all respects with the general requirements of
these specifications and that the equipment employed is adequate and suitable for the purpose and
will not in any way be detrimental to any part of the already completed works.

6.2 Eight Roller Passes Compaction

Where the degree of compaction cannot be satisfactorily controlled by way of testing the in situ
density on account of the nature of the material, the Engineer may instruct that the material be
placed and compacted by eight passes (for every 150mm or 200-mm of compacted layer thickness)
by a combination of various items of compaction equipment. The Engineer may also instruct that
the required number of passes be increased or decreased and that the payment be adapted
accordingly.

6.3 Compaction Plant

The Contractor shall use a combination of all or any of the following items of plant: heavy grid
rollers, sheep’s-foot rollers, tamping rollers, flatwheel rollers and vibratory rollers or any other item of
plant deemed by the Engineer to be suitable. The plant shall be of any size and type as may be
deemed to be suitable by the Engineer, except that the following items of plant shall comply with the
requirements stated below:

Vibratory Roller

The vibratory roller shall be capable of exerting a combined static and dynamic force of not less
than 120-kN/m width for every metre of loose-layer thickness at an operating frequency not
exceeding 25-Hz and shall move at a speed not exceeding 4-km/h.

Grid Roller

The grid roller shall have a mass of not less than 13.5 tons when ballasted, shall be loaded to this
mass, and shall move at a speed of not less than 12-km/h.

Tamping Roller

The tamping roller shall consist of a cylindrical drum fitted with specially designed tamping feet, and
shall have a total mass of not less than 13,5 tons, and shall be towed at a speed of not less than
12-km/h. The feet shall be rectangular in shape and shall have two or three consecutive rolling
faces, and shall be designed so as not to loosen any material during the process of rolling.

7 RETAINING WALL CONSTRUCTION

Polyester geofabric or geogrids shall be used to reinforce fill for CRB (concrete retaining blocks)
retaining walls based on shearbox test results to BS 1377 part 7, unless the Contractor can justify
alternative methods economically to the above.

The following procedures shall be employed for construction by the contractor: Terraforce L11
smooth face blocks or equivalent (on approval by the Engineer) are to be used. Kaytech KU 40/20,
MD 40 (40 kN) at right angles to the face, as a minimum shall be used as the geofabric as a
minimum or equivalent (on approval by the Engineer).

• Fabric vertical spacing shall be between 300 mm and 900 mm but ideally 600 mm

• Geofabric anchored depths for slopes < 70° shall be 50 % to 60 % of the wall height

• Geofabric anchored depths for steep slopes > 70° shall be between 60% to 70% of wall
height

• For near vertical slopes of 80° to 87°, the depth must be 70% of wall height and the fabric
vertical spacing shall be reduced to between 150 mm to 300 mm based on the design.

• Minimum quality “G7” fill compacted to no less than 90 % mod AASHTO, preferably 93 %

• Geofabrics are clamped between the blocks and must be visible to ascertain that they were
placed at correct vertical spacing

• Geofabrics must be taut prior to placing, spreading and compacting fill

• On curves, geofabric must not be placed directly onto another layer where they overlap,
place 100 mm of soil in between to create friction

8 RESTRICTED EXCAVATION

The Contractor shall carry out restricted machine or hand excavation adjacent to any existing
structures or foundations, and backfill or spoil including the disposal of all excavated soil in the
uncontaminated material stockpiles or spoil site outside the work Site.

9 ROAD CONSTRUCTION

9.1 Removal of Unsuitable Ground

Any roadbed or formation bed material which is considered by the Engineer to be of a quality that
would be detrimental to the performance of the completed road, hard stand or terrace shall be
removed to such widths and depths as may be instructed by the Engineer and shall be disposed of
as prescribed. The excavated spaces shall then be backfilled with approved imported material
compacted to the required density.

The Engineer may also order that material which is too wet to provide a stable platform for the
construction of the fill be removed and replaced with suitable dry material, and the Contractor shall
be paid for this work, provided that the Engineer is satisfied that, despite adequate temporary
drainage installed by the Contractor and permanent drainage that the Contractor may have installed
on the Engineer’s instructions, the wet condition is unlikely to be remedied within a reasonable time
and could not have been reasonably foreseen and avoided by proper advance planning for the
construction to be done during a dry period.

Roadbed material shall have a CBR-value of at least 7 at 93 % of Mod AASHTO (Table 14 of TRH
14) density. If this specified minimum CBR-value cannot be obtained, then Engineer will direct the
Contractor according to one of the following alternatives:

• Excavate the unsuitable soil to waste.

• Upgrade the soil by means of stabilization with lime or slagment and lime admixture.

• Revise the minimum cover thickness requirement of selected fill over the weaker sub grade
areas.

9.2 Three Roller Passes Compaction

Any portion of the roadbed or the formation bed which, by reason of its inadequate in situ density is
shown on the drawings or is specified or is prescribed by the Engineer to be given three-pass roller

compaction, shall be prepared by shaping if necessary and then compacting with a heavy
pneumatic-tyred roller or a vibratory roller which complies with the requirements specified in section
6, or with an impact roller.

The impact roller shall be a single multi-faced roller with a maximum of five flat or nearly flat faces
and a roller mass of between 8 and 10 tons. The roller and towing mechanism, which shall be of
the free-fall type, shall be so designed that all the energy applied in lifting the roller, when the roller
is supported on the ridge between adjacent faces, will be available for application on impact when
the roller drops down again. The roller shall be towed at a speed between 8 and 12-km/h.

Except where otherwise authorised by the Engineer, compaction shall comprise not less than three
complete coverages by the wheels of the roller, specified or ordered, over every portion of the area
being compacted. Although it is not the intention that water be applied to the roadbed or the
formation bed by the Contractor under this class of compaction and no rigid control of the moisture
content will be exercised during compaction, the Contractor shall nevertheless satisfy the Engineer
that every possible endeavour is being made to take advantage of favourable soil-moisture
conditions and to carry out such compaction in so far as is possible during periods when the
roadbed or the formation bed is neither excessively dry nor excessively wet.

The Engineer shall be fully authorised to decide when conditions are favourable for compaction and
where such compaction shall be done at any particular time and he is authorised to instruct the
Contractor to water the roadbed or the formation bed at the Contractor’s expense where, in the
opinion of the Engineer, the Contractor has failed to comply with these requirements. Where
required, three roller passes compaction shall be followed up by the process described in 10.3
below.

9.3 Preparing and Compacting the Roadbed or the Formation Bed

Any part of the roadbed or the formation bed which is classified as being suitable for use in situ,
save that it fails to meet density requirements, shall be scarified, watered and compacted to a
percentage of modified AASHTO density. The type of compaction and the depth of compaction
shall be as directed by the Engineer. If necessary, roadbed or formation bed material may have to
be temporarily bladed off to windrow in order to achieve the necessary depth of compaction.

Where any additional material has to be imported to obtain the required level and layer thickness,
and where the thickness of the layer of imported material would be less than the specified layer
thickness after compaction, then the roadbed or formation bed material shall be scarified, the
necessary imported material placed, and this combined material mixed and compacted to the full
specified depth of the layer.

9.4 In Situ Treatment of Roadbed or Formation Bed

Wherever shown on the drawings or directed by the Engineer, the roadbed or formation bed shall be
treated in situ by undesirable formations of hard or rocky materials being broken up in order to
achieve a uniform standard of compaction or to improve drainage.

In the case of road construction, treatment in situ shall consist of ripping or blasting the roadbed to
depths which, on normally cambered sections, shall increase from the centre of the roadbed to the
edges. Unless otherwise indicated on the drawings or directed by the Engineer, the depth of ripping
in the centre of the roadbed shall be not less than 300 mm and at the edges of the roadbed not less
than 500 mm. Similarly the depth of drilling and blasting shall be not less than 700- mm at the
centre of the roadbed, and shall slope outwards to not less than 1000 mm at the edges of the
roadbed. On super elevated sections the treatment shall, if so directed by the Engineer or shown
on the drawings, have a uniform crossfall and a minimum depth of 400 mm in the case of ripping
and 850-mm in the case of blasting.

In the case of formation beds the treatment shall comply with the requirements shown on the
drawings or as directed by the Engineer.

After ripping or blasting the material shall be processed as follows:

• Where the Engineer instructs the Contractor to rip the in situ material, all the material shall
be sized by rolling or knapping until the maximum dimensions of any clod or spall do not
exceed two-thirds of the thickness of the layer after compaction.

• The material shall then be compacted as described in section 6.2 of this specification by
means of eight passes by an approved combination of various rollers.

• Where instructed by the Engineer, the Contractor shall blast the in situ material, and all the
material shall be processed and compacted.

• In both cases surplus material resulting from bulking after treatment in situ shall be removed
and disposed of or utilised elsewhere as directed by the Engineer.

9.5 Draining of Roadbed or Formation Bed

Any drainable waterlogged roadbed or formation bed, such as saturated material overlying less
pervious strata, shall first be drained by the installation of all permanent surface or subsoil drainage
shown on the drawings or as directed by the Engineer, before any other construction may be started
on these sections.

9.6 Dump Rock Compaction

Based on SANS 1200 DM-1981 clause 5.2.4.2 d) Rock fills, the following shall apply:

• Provided the thickness of any uncompacted layer, other than any part of which is within
1.5 m of the finished road level, see third point below, does not exceed 1000 mm, rock shall
be deposited in layers of thickness at least enough to accommodate material of maximum
dimension not exceeding 300 mm, oversize material (exceeding 300 mm) shall be removed
as spoil if it is impracticable to break it down.

• The dump rock fill shall be spread and sorted by means of grading plant of adequate mass
and power to obtain a uniform layer thickness. The layer shall then be watered and given

eight to twelve roller passes by a combination of vibratory tamping, grid and smooth roller as
described in section 6.3 above.

• The layer above this shall be spread and sorted in a thickness at least enough to
accommodate material of maximum dimension not exceeding 200 mm, oversize treated as
above and graded and compacted as described above

• The upper portion of the fill below the stabilized layer and within 1.5 m of finished road level
shall be constructed in layers not exceeding 200 mm before compaction.

• A test section shall be established to assess the optimum number of roller passes that
produces the most effective uniformity in layering.

9.7 Culvert Specification

Drainage culverts shall be reinforced concrete pipes or reinforced concrete box culverts.

Culverts under roads shall be designed in accordance with TMH 7 (using standard traffic loading)
together with SANS 10102, for box (rectangular) culverts specifying SATS SARS class 1 loading as
a minimum requirement. Minimum cover over reinforced concrete pipe culverts measured from top
of culverts to top of surface shall be 500 mm.

The minimum size of pipe culvert shall be 450 mm for reasons of access for maintenance and all
non-pressure concrete piping shall be supplied to proof loads of 100D (table 2 SANS 677). Where
box culverts serve as cable ducts it is permissible to reverse them using the bases as covers. For
such cases lifting lugs are to be provided lying flush with the covers and it is permissible for the
covers to carry vehicle traffic without the abovementioned minimum cover.

Where installation of multiple culverts is required, the minimum clear distance between pipes shall
be as follows:

Trenching and bedding for pipes shall be in accordance with the specification for Pipe Bedding
(SANS 1200 LB).

Culverts shall have a slope that will provide a minimum velocity of 1.5 m/s.

Culverts shall be sized to accommodate a flow 10 percent greater than the design flow without
submerging the inlet.

10 DUMP ROCK TERRACE FILL

The dumprock shall consist of fresh to slightly weathered upgrade waste rock from mining activities,
blasting or rock excavation. Shale, slate or other laminated mudrocks will not be accepted.
Dumprock shall have a minimum 10 % FACT value of 100 kN when dry and 40 kN when tested
drained after 24 hours soaking.

• Dumprock shall have a maximum size not more than 2/3 of the compacted thickness of the
layer. All dump rock filling shall pass a 300 mm square mesh screen and have an average
particle size greater than 10 mm. The rock shall otherwise be ungraded but shall contain
less than 10% passing the 37,5mm sieve when spread on site.

• Dump rock filling is to be compacted in 2 layers of 500 mm completed thickness (maximum


rock dimension of 300mm) and a single final layer of 300 mm completed thickness
(maximum rock dimension of 200 mm), with a 150 mm wear surface of G6 material, all
watered and compacted in compliance with the specifications and TRH14 respectively.

• In general, the Contractor may use whatever equipment he considers appropriate to


construct the works to the required specification but the compaction must be done using a
10/12 ton static roller or equivalent vibrating roller.

• Dump rock filling shall be placed in layers and compacted by a minimum of 8 passes of a
vibratory roller as specified to form a compacted fill which will result in negligible settlement
of the superimposed structures. Dumprock shall be spread and levelled such that when
compacted it is at the specified thickness and levels.

• Each pass of the roller shall overlap the previous pass by a minimum of 500 mm. In
restricted areas the overlaps shall be minimum 1/3 roller width.

• When the correct platform profile has been attained each dumprock layer shall be rolled with
5 passes of a 10/12 ton static three-wheeled steel roller or equivalent vibrating roller. Dry,
fine material (less than 13.2 mm) with a PI between 0 % and 7 % shall then be applied in a
blanket over the full width of the layer. The hillwash and residual granite stockpiled on site
from the bulk earthworks operations will be suitable for this application. With hand labour
following the roller, the fine material shall be rolled and broomed into the voids of the stone.
This procedure shall be repeated until the stone layer will accept no further fines.

• Compaction of the layer shall continue until movement of the material under the compactor
becomes negligible or for a maximum of 10 passes of the roller, whichever occurs first.

• On completion the Contractor shall leave the surface of the dump rock fill level in a
workmanlike condition at such levels and grades as shown on the drawings or as directed by
the Engineer, ready to receive concrete. The elevation tolerance will be to Accuracy level II
of SANS 1200 Part D: Earthworks – clause 6.

11 USE OF EXPLOSIVES

• The use of explosives shall be carried out under the supervision of a competent person who
has been appointed in writing by the Contractor. The appointee shall be in possession of a
valid blasting permit issued under Section 9 (i) (a) of the Explosives Act.

• Before use of explosives commences, the Contractor shall appoint a competent person to
carry out the explosion. This person shall develop a method statement on the procedure to
be followed. This method statement shall be approved by the Engineer, prior to any blasting
commencing.

• The Contractor shall be responsible for the proper handling, transportation, storage and use
of explosives and shall, at his expense, make good any damage caused by his handling,
transporting, storage and use of explosives.

12 DEMOLITION

The Contractor shall comply with the following special requirements when demolishing facilities and
with reference to the Mines Health and Safety Act referenced in section 1.1 with specific reference
to regulation 4.4(1) and amendment to 22.4.1 on qualifications of a competent person:

• Demolition shall be carried out under the supervision of a competent person who has been
appointed in writing by the Contractor.

• Before demolition commences, the Contractor shall appoint a competent person to carry out
a detailed structural engineering survey of any structure to be demolished. This person shall
develop a method statement on the procedure to be followed in demolishing the structure
and this method statement shall be approved by Engineer prior to demolition.

• As demolition progresses, the structural integrity of the structure shall be checked at


intervals as determined in the competent person’s method statement in order to prevent any
premature collapse.

• Shoring and propping shall be installed where necessary during demolition.

• No person shall be required or be allowed to work under unsupported overhanging material.

• The stability of adjacent buildings, structures, roads or any other facility shall be maintained
at all times.

• The location and nature of any existing services such as water, electricity, gas, and the like
shall be established before any demolition is commenced. Any service that may be affected
by the demolition must be protected and made safe for workers.

• Convenient and safe means of access shall be provided.

• A catch platform or net shall be erected over every access point where the possibility of
material or debris falling on persons entering or leaving exists.

• All areas where material and debris can fall or be dropped on persons inside or outside the
building or structure shall be fenced or barricaded.

• Demolition of asbestos related work shall be conducted in accordance with the asbestos
regulations of the OHS Act and be carried out by a Contractor registered with the
Department of Labour.

13 EXISTING STRUCTURES

The Contractor shall comply with the following special requirements when working adjacent to or on
existing structures:

• Steps shall be taken to ensure that no structure becomes unstable or collapses due to the
construction work being performed

• No structure shall be overloaded to the extent where it becomes unsafe.

14 IDENTIFICATION AND PROTECTION OF EXISTING SERVICES

The Contractor shall carry out the following work:

• Take all precautions to safeguard existing above or below ground existing services
irrespective of whether indicated on drawings. Damage to such services caused by the
Contractor will be repaired at his own expense.

• Immediately advise the Engineer where unknown services are encountered and confirm the
findings in writing.

• Record locations, including elevations, of maintained, rerouted and abandoned service lines.

15 TESTING OF COMPACTED STRUCTURAL FILL

15.1 General

In the absence of the site specific Geotechnical Investigation or in areas designated by the
Engineer, the following shall be used to specify the performance and testing of structural fill. When
a Geotechnical Investigation Report has been issued for the Contract, all relevant references to
structural fill material, filling procedures, testing and performance requirements contained therein
shall override this Specification.

Structural fill material shall be compacted to achieve the percentage value, listed in the following
Sub-clauses, of the modified maximum dry Density as determined by methods described in SANS
1200. The compacted density shall be uniform over the full extent of the Fill volume.

Field density tests shall be used to check compliance of the compacted material. The tests shall be
carried out by the Contractor at the rate listed in the Bill of Quantities and shall comply with SANS
3001.

Where it is intended to use a nuclear surface moisture-density gauge the Contractor shall provide
the Engineer with the following information for each gauge to be used at least one week prior to any
intended use:

• Manufacturer

• Model

• Date of Manufacture

• Proposed calibration procedure and past calibration log.

All gauges shall be individually approved by the Engineer prior to use.

Any single test indicating a density below that specified shall be investigated and remedial action
taken by the Contractor to the satisfaction of the Engineer. Further testing shall be taken to ensure
compliance with this specification. The Engineer shall be informed of any sub-standard test result.

Layer works are required to comply with the following criteria and design in terms of the TRH 14
guidelines for road construction materials and the COLTO specifications.

15.2 Bulk Earthworks

Bulk earthworks shall comprise the general earthmoving operations required to provide a working
platform on which construction can commence. For the purpose of this clause it shall include
construction of plant roads and all associated drainage when indicated on the Drawings.

Compacted structural fill in areas of bulk earthworks shall have a dry density of not less than 95% of
the modified maximum dry density.

Field density testing of bulk earthworks shall be carried out on each layer based on the spacing
given by the 50 m grid. The test grid shall be arranged on the fill area to give the maximum number
of tests at a 50 m spacing.

Additional tests shall be carried out over the plan area of structural slabs, pads, foundations and
footings. These additional tests shall comprise a minimum of one test per layer per structure or as
directed by the Engineer.

15.3 Restricted Earthworks

Restricted earthworks shall comprise the localised levelling and excavations and reinstatements
required to facilitate ongoing construction work.

Compacted structural fill in areas of detailed earthworks shall have a dry density of not less than
95% of the modified maximum dry density.

Field density of detail earthworks shall be carried out on the first and every subsequent second layer
based on the spacing given by a 10 m grid. The test grid shall be arranged on the fill area to give
the maximum number of tests at a 10 m spacing.

At least one test shall be carried out on the first and every subsequent second layer of any isolated
area of fill.

15.4 Trench Backfilling

The Compaction and testing requirements for trench backfilling shall depend on the location of the
trench as follows:

• Remote trenches shall comprise trenches in open areas of natural ground and outside the
bulk earthworks boundary where no loading to the trench or change to the adjacent natural
ground surface is documented. The Engineer shall determine which trenches may be
classified “Remote”. Any trench not classified “Remote” by the Engineer shall be classified a
Site Trench and section 16.2 shall apply.

Compacted structural fill in remote trenches shall have a dry density of not less than 90% of the
modified maximum dry density.

Where “as dug” material has been approved for backfilling to remote trenches the material shall be
compacted to a dry density of not less than 90 % of the modified maximum dry density.

Field density testing of remote trench backfill shall be carried out on the first and every subsequent
second layer at a minimum spacing of 50 m.

At least one test shall be carried out on the first and every subsequent second layer of any remote
trench less than 50 m in length.

Site trenches shall comprise trenches within the site boundary or those which will be subject to any
loading such as vehicular loading resulting from nearby structures or additional earthworks.

Compacted structural fill in site trenches shall have a dry density of not less than 95 % of the
modified maximum dry density.

Field density testing of site trench backfill shall be carried out on the first and every subsequent
second layer at a spacing of 20 m.

At least one test shall be carried out on the first and every subsequent layer of any site trench less
than 20 m in length.

15.5 Embankments \ Dam Walls

Compacted structural fill in embankments\dam walls shall have a dry density of not less than 95 %
of the modified maximum dry density.

Field density testing of embankments\dam walls shall be carried out on the first and every
subsequent second layer based on the spacing given by a 10 m grid. The test grid shall be arranged
on the bund to give the maximum number of tests at a 10 m spacing.

15.6 Intra-Plant Roads and Hardstands

Compacted structural gravel fill in intra-plant road pavements and hard standing areas shall have a
dry density of not less than 95 % of the modified maximum dry density.

Field density testing of intra-plant road pavements shall be carried out at a spacing of 30 m. The
location of the tests on the cross-section of the road shall be randomised such that an even spread
of tests are taken over the road cross section.

Field density testing of hard standing areas shall be carried out on the spacing given by a 20 m grid.
The test grid shall be arranged on the hardstand to give the maximum number of tests at a 20 m
spacing.

15.7 Testing of Dump Rock

Prior to final acceptance of the dump rock material, compaction equipment or compaction
procedure, the Engineer may require the following tests to be carried out on the dump rock:

• A test site will be selected by the Engineer on which a dump rock layer of certain thickness
will be spread. After a single coverage by the proposed vibratory roller (with vibrating
mechanism disengaged) a grid of points will be marked with spray paint on the layer to be
compacted. A level reading will be taken at each grid point to determine the initial thickness
of the trail layer. To obtain a representative reading at each grid point, it is advisable to set
the level staff on 300 mm square steel plate having a raised stud in the centre.

• After the establishment of the grid, the roller will make two coverages of the entire surface,
with the vibratory mechanism engaged. The passes may be made from either end of the fill.
Each pass of the roller should overlap the previous pass by not less than 500 mm. After
every second coverage, the grid system will be resurveyed.

• Compaction data from the tests shall be computed as average settlements as a percentage
of the original thickness (the occasional measurements showing negative settlement being
discarded). A curve of settlement versus number of passes of the vibratory roller shall be
plotted. An acceptable compaction shall then be specified by the Engineer for the proposed
equipment.

• During the progress of the work the Engineer may order bearing tests or tests for density or
the opening up of pits for inspection purposes. These tests will be paid for as specified
under selected fill.

• Routine tests will consist of taking measurements of levels at regular intervals on layers
being compacted.

• Should the Contractor use different equipment from that specified the number of passes
required to obtain the specified density shall be obtained by testing on the site as described
previously. The Contractor shall carry the costs of these tests.

• Where the Engineer has authorised in writing a variation in the standard number of passes
(viz 8) of the specified roller a sum shall be added to or deducted from payments due to the
Contractor for an increase or decrease respectively to the number of passes.

15.8 Reinforced Fill for Retaining Walls

Reference Section 7 for the applicable requirements for retaining wall construction by the
Contractor. Generally the requirements for compaction and testing shall be as specified above in
this document and DCP tests are to be carried out in grid format as specified by the Engineer.

16 SIGNAGE

The Contractor shall supply and erect temporary signs that may normally be required during
construction. The safety information to be displayed will be advised by the Engineer.

The name of the person responsible for the Contractor’s operations, and contact details, are to be
displayed.

17 DRAWINGS AND DATA

The Contractor is required to provide ‘As Built’ drawings of the work constructed before a
completion certificate is prepared as follows:

• One marked up red line drawing per each drawing issued shall be submitted to the Engineer
in A3 format if easily legible, or in full size if not. Even where there were no changes, red line
drawings are still required, marked ‘no changes’ and signed;

• They shall be submitted within 2 weeks after a particular item of work has been completed;

• They shall be marked up to incorporate all written instructions issued on site; and

• Submission of the drawings shall be accompanied by a formal transmittal and drawings shall
be signed and dated by the Contractor.

A quality plan is to be submitted one week from receipt of order and SHEQ documentation in
compliance with the schedule.
