THE CDA CERTIFICATION PROGRAM FOR


COOPERATIVE DEVELOPMENT OFFICERS

I. Legal Basis
RA 11364 and its Implementing Rules
and Regulations
1. Rule IV, Section 4 (bb), Coordinate with provincial, city, or
municipal cooperatives offices the adoption and
implementation of national plans, programs and policies on
cooperative development, and to establish partnership in
the promotion, organization, and development of
cooperatives within the jurisdiction of the LGUs.

and mandatory training in accordance with guidelines
prescribed by the Authority;

and establish convergence in their approach in providing

In consonance with Article XVII, Section


487 (iii) of RA No. 11535, CDA issued a
Memorandum dated April 29, 2022,
exempting the Local Cooperative
Development Offices from seeking
accreditation as Cooperative
Training Providers from the
Cooperative Development Authority
subject to certain conditions.

II. Objectives
1. To implement the certification program of the Authority
for Cooperative Development Officers;

2. Clarify the types of trainings that a CDO must


undertake prior to conducting the mandatory trainings
for cooperatives and conditions in the conduct of
mandatory trainings for cooperatives and other
optional trainings; and

3. Identify the role of the Local Government Units (LGUs)


and Regional Extension Offices in the implementation
of this Program.

III. Rationale and Program Description


The development objective of the Authority’s Cooperative
Development Officers’ (CDO) Certification Program is to train the
appointed and designated CDOs on the basic cooperative
course. As the officer mandated to take charge of the office for the
development of cooperatives in their respective jurisdiction, this
program is a step toward helping them cultivate their
capacities to help them deliver their tasks provided in RA
11535 within the national framework of cooperative development.

Under the Program, all CDOs must take the Basic Cooperative
Course and Training Methodology to authorize them to
deliver mandatory trainings, Pre-Registration Seminar (PRS),
Pre-Membership Seminar (PMES), and other optional
trainings for cooperatives. Upon completion, they will be issued a
Certificate of Completion by the Authority.

IV. Program Requirements


All previously accredited Local Cooperative
Development Offices (LCDO) shall possess the
following:

will issue a Certificate of Authority to the CDOs to
conduct mandatory trainings which is valid for three (3)
years. Provided further that they shall comply with the
following:

Training Providers (CTPros) and any subsequent
amendments thereon; and

Development Offices (LCDO) shall possess the

IV. Program Requirements


All other CDOs shall comply with the following
requirements prior to the issuance of a
Certification of Authority:

Course; and

2. Submission of updated CV/Resume

1. The trainings shall be conducted by the pool of
resource persons from the CDA starting April 2023

2. A Calendar of Training shall be prepared by each


Regional Extension Office whish will be posted in the
CDA Website and social media platforms of the
Regional Extension Offices.

3. There will be a uniform course outline for the eight


(8) day training.

V. Implementation Mechanics
4. A maximum of thirty (30) participants per batch shall
be observed.

5. A Pre and Post-test shall be administered before and


after the training, respectively. Participants must
pass the post-test to earn a Certificate of
Completion.

6. The training shall be delivered face-to-face.

7. The expenses to be incurred in this program should


be subject to the agreement between the concerned
LGU and the Regional Extension Office.

8. Participants are only allowed of one (1) absence provided
that they will attend the make-up class and pass the post
test.

9. For CDOs, who have undergone the training or subject


matter, equivalency is accepted, provided that they submit
the documentary evidence. Provided further that they need
to undergo and pass an assessment test to be
administered by the Authority.

10. A Certificate of Completion signed by the Regional


Director by Authority of the Chairperson shall be
awarded to a participant who completes and pass the
training. Thereafter a Certificate of Authority will be
issued to the CDO which will be valid for three (3)
years.

VI. Continuing Education

Each certified trainer (CDOs) under this


program shall be required to undergo
enhancement course as may be prescribed
by the authority.
