1.0 Purpose

1.1 Scope

This Procedure applies to the Inspection of Side boom Tractors. The scope includes only tractors
which are usually powered by Internal Combustion Engines, utilizing Drums, Ropes and Hydraulic
Cylinders and fitted with a Lifting Boom.

2.0 Definitions & Abbreviations

2.1 Terms

Report of Thorough Examination


The Report of Thorough Examination is a report issued by a competent person giving the
results of the thorough examination, detailing any defects found, or stating that the item is safe
to operate.

Where the competent person has carried out any tests as part of the examination, the report
shall also contain details of the test performed Responsible Person

A Responsible Person is a person who has sufficient knowledge and training to enable him/her
to recognize obvious defects and is responsible to his/her employer for the in-service inspection
of the equipment.

Thorough Examination

A Thorough Examination is a mandatory critical visual examination carried out by a

Person and where deemed necessary by that person, supplemented by other means such
as measurement and testing in order to check whether the equipment is safe to operate.
All inspections must be carried out in adequate, shadow free lighting.
The items of lifting equipment under examination must be clean and free from rust to
ensure a
proper visual examination of all parts to be carried out.
The inspection will be carried out by the Test Engineer/Inspector in accordance with the
appropriate procedures as laid down in all relevant international standards and according
national regulations.
The identification marking and working load limit will be checked against the test
certificate
and where markings have become illegible they shall be re-stamped.
Where the test engineer has reason to doubt the integrity of an item of lifting equipment it
is recommended that an appropriate non-destructive examination (i.e. M.P.I.) is carried out
to ensure the item is free from defects.
Every item of lifting equipment that has undergone examination and found to be satisfactory
shall be color coded in accordance with customer requirements.

3.0 Responsibility.

- The Client is responsible for ensuring that any equipment they provide for their employees,
is
suitable for its purpose, maintained, inspected to ensure that it has been correctly installed,
remains in a serviceable condition, that the people who use it are trained to do so, that they
have the information and instructions that they need, and, that records are kept.
- The Client’s Employees have a duty to cooperate with their Employer and use the equipment
in
the way it was intended.
- Al MIzan Co. is responsible for ensuring that the Thorough Examination is carried out by a
Competent Person.

4.0 Method: Inspection

4.1 General Requirement

1. The examination should be carried out in adequate lighting.

2. All side boom tractor documentation shall be available (Manufacturer certificate,


Maintenance log, Daily checklist, Previous Inspection Report, or any other doc.)

3. Side boom tractor components, functions shall be inspected as per checklist form no.
(SAIC-U-7010) or form no. (TEST-QMS-P85I-017-CK01) upon client request.
Complete inspection of the side boom tractor shall be performed by a competent
person at intervals as required by the Client.

5.0 Testing

5.1 LOAD TESTING:

Test loads shall not exceed 110% of manufacturers load rating and shall not exceed
tipping load at any selected working load overhang.

The test load shall be hoisted to assure that the load is supported by the side boom
tractor and held by the hoist brake(s).

Boom the side boom up and down within the working load overhang.
Travel with the test load a distance sufficient to prove the ability of the side boom to
support the load.

After satisfactory completion of periodic inspection, the equipment shall be color coded as
per applicable system (if any) and inspection Certificate is issued, each item inspected shall
have its details and the result of the item's inspection recorded within the TEST
computerized data base.

6.0 Defect Reporting:

1. When a defect is found, which in the opinion of the competent person, is or could become
a danger, the person identified by the client as being the Responsible Person will be notified
immediately.

2. If any faults are found at the time of testing, which affect the safe use of the item, then it
must be withdrawn from service, labeled as defective and the details recorded on the
Report of
Thorough Examination.

3. Where there is an immediate danger or imminent risk of personal injury, a copy of the report
will be forwarded to the HSE as soon as is reasonably practicable.

NOTE.

If at any time during the performance of this test any stability or structural irregularities are
suspected,

stop the test and investigate, do not resume the test until any suspicions have been clarified
or resolved.
