1.0 Purpose
1.1 Scope
This procedure describes how to carry out a thorough examination and load test of Powered
Platforms and Sky Climbers.
To ensure the safe and efficient operation of lifting related equipment for various uses of offshore
and onshore industrial and oilfield related facilities, in a manner acceptable to both client and
certifying authority.
This procedure will be used as a guideline for the construction, installation, operation, inspection,
testing, and use of cranes mentioned above and material-handling related equipment for the
convenience of the inspectors and the users department. The standard has been defined into separate
volumes.
This procedure shall be used as a guideline to the crane inspectors. This is not a definitive procedure
and should not be taken as so., for any information on the subject crane inspection; reference should
be made to the appropriate manufacturer’s recommendation and instruction based on ASME
standard.

2.1 Terms
Where the competent person has carried out any tests as part of the examination, the report
shall also contain details of the test performed.

Responsible Person
A Responsible Person is a person who has sufficient knowledge and training to enable him/her
to recognize obvious defects and is responsible to his/her employer for the in-service inspection
of the equipment.
Thorough Examination
Person and where deemed necessary by that person, supplemented by other means such as
measurement and testing in order to check whether the equipment is safe to operate.
The items of lifting equipment under examination must be clean and free from rust to ensure a
proper visual examination of all parts to be carried out.
The inspection will be carried out by the Test Engineer/Inspector in accordance with the
appropriate procedures as laid down in all relevant international standards and according
national regulations.
The identification marking and working load limit will be checked against the test certificate
and where markings have become illegible they shall be re-stamped.
Where the test engineer has reason to doubt the integrity of an item of lifting equipment it is
recommended that an appropriate non-destructive examination (i.e. M.P.I.) is carried out to
ensure the item is free from defects.
Every item of lifting equipment that has undergone examination and found to be satisfactory
shall be color coded in accordance with customer requirements

3.0 Responsibility
- The Client is responsible for ensuring that any equipment they provide for their employees, is
suitable for its purpose, maintained, inspected to ensure that it has been correctly installed,
remains in a serviceable condition, that the people who use it are trained to do so, that they
have the information and instructions that they need, and, that records are kept.
- The Client’s Employees have a duty to cooperate with their Employer and use the equipment in the
way it was intended..
- Al Mizan Co. is responsible for ensuring that the Thorough Examination is carried out by a Competent
Person.
Every 6 months thereafter, or as determined by the Aramco Inspection Department as per G.I. 7.030.
After being modified or repaired.
After an exceptional circumstance or incident has occurred that may have affected the safety of the
equipment. (At the discretion of the Competent Person).
The spreader beam must be in a safe condition to use and this must be taken in to account when
deciding whether to accept or reject the equipment.
Ensure rated capacity and identification number is legible and is cross-referenced on the current
proof load report or current examination report.
Periodic tests shall be witnessed by an inspector employed by the authority having jurisdiction,
or by persons authorized by the authority having jurisdiction

The owner or the owner’s authorized agent shall have of all the test is required made by
persons qualified to perform such service in the presence of the inspector specified
4.2 Inspection
a) Before an installation is initially used, the equipment shall be successfully tested by its
manufacturer/supplier with the rated load through the complete range of operation on all
drops and be so certified in writing. The result of the demonstration shall be signed by the
inspection personnel and filed with the building owner.
b) To determine that they are in safe operating condition, all parts of the equipment including
control systems, shall be inspected by a qualified person and where necessary, tested by a
qualified person, at intervals not exceeding 12 months.
c) Parts subject to wear, such as wire ropes, bearings, gears, and governors, shall be inspected or
tested to determine that they have not worn to such an extent as to affect the safe operation of
the installation.
The equipment shall undergo a maintenance inspection or test every thirty days, or before each use if
the cycle is more than 30 days. This inspection and performance test shall be made by a qualified
person. The result of this inspections and tests shall be recorded in a log, which shall be available for
review.
a) Special inspections and tests of the governor and secondary braking system shall be made at
intervals not exceeding one year.
b) The inspection and test shall include a verification that the initiating device for the secondary
braking system operates at the proper over speed.
c) If adequate tests cannot be performed in the field, the initiating device may be removed from
the equipment and sent to a shop equipped to make such tests.
d) The inspection shall include a verification of the proper functioning of the secondary brake

e) If an adequate test cannot be performed in the field, the hoisting machine may be removed
from the equipment and sent to a shop equipped to make such tests.
f) If any hoisting machine or any initiating device for the secondary braking system is removed
from the equipment for testing, all reinstalled and directly related components shall be re-inspected
prior to returning the equipment installation to service
The need of replacement of suspension wire ropes shall be determined by regular inspection and shall
be based on the condition of the wire ropes inspected. Wire rope in active service should be inspected
once every working day. A thorough inspection shall be made once a month or before use if the
suspension wire ropes have been inactive for 30 days or longer and are placed into service. Dated and
signed of monthly reports of that inspection must be kept, indicating the condition of the ropes.
Any of the following conditions or combination of conditions, shall be considered a sufficient reason
for the removal of the wire rope.All ropes shall be visually inspected in order to discover gross damage
that may be an immediate
hazard such as the following:
a) Four randomly distributed broken wires in three lays or two broken wires in one strand in
three lays.
b) Distortion of rope structure such as would result from crushing, kinking or bird cage.
c) Evidence of heat damage of any cause.
d) Reduction from nominal diameter greater than 5%.
e) Noticeable rusting, corrosion, or pitting, or more than two broken wires in the vicinity of end
attachment.
f) Evidence of core failure (a lengthening of rope lay and a reduction of rope diameter suggests
core failure).
g) More than one valley brake (broken wire). A wire breaks in the valleys between strands
indicates an abnormal condition, possibly fatigue and breakage of their wires
Each day, before lowering personnel below the top elevation of the building, the hoist shall be tested
in the lifting direction with the intended load to make certain it has sufficient capacity to raise the
personnel back to the boarding level.
All new hoists shall be tested by manufacturer. All altered or repaired hoists, or hoists that have not
been in use within the preceding 12 months, shall be tested before being placed in service to ensure
compliance with the applicable provisions of this procedure including the following:

4.3 Markings.
Check to ensure that a durable rating chart(s) with legible letters and figures has been provided with
each aerial Platform and has been attached at a location which is visible to the operator, including, but
Examination is to be carried out. This is to include a function test without any load, to ensure
the correct operation of controls, switches, contactors, relays and other devices. The operation
and correct adjustments of the brakes and limit switches should be examined and tests carried
out to ensure that primary safety and emergency systems are operating correctly.
All hoisting machines shall be provided with at least two independent brakes, which shall comply
primary brake:
All hoists shall be provided with primary brake that whenever power to its prime
mover is interrupted.

The primary brake shall be rated / tested to stop and hold not less than 125% of the
rated load of the hoist but in no case less than the maximum lifting capacity of the
hoist.
Each primary brake shall be directly connected to the drive train of the hoist and
shall not be connected to the drive train by belts, shear pins, clutches, and roller
chain or friction devices.
Secondary brake:
Each hoist shall be provided with an automatic secondary brake that will be tested to
stop and hold at least 125% of the rated load under an accelerating or over speed
condition. When the secondary brake is actuated.
The secondary brake shall act directly on the suspension wire rope or on the drum or
drum extension. Failure of the hoist drive train shall not prevent operation of the
secondary brake. The actuating mechanism of a secondary brake may be separate from
the brake.
6.0 Marking
The equipment should be checked to ensure that is has been correctly identified with the following: -

After satisfactory completion of periodic inspection, the equipment shall be color coded as per
applicable system (if any) and inspection Certificate is issued according to requirements of G.I.
7.030.

Each item inspected shall have its details and the result of the item's inspection recorded within the
TEST computerized data base.
1) When a defect is found, which in the opinion of the competent person, is or could become a
danger, the person identified by the client as being the Responsible Person will be notified
immediately.
2) If any faults are found at the time of examination, which affect the safe use of the item, then it
must be withdrawn from service, labeled as defective and the details recorded on the Report
of Thorough Examination.
3) Where there is an immediate danger or imminent risk of personal injury, a copy of the report
will be forwarded to the HSE as soon as is reasonably practicable.
