The book opens with the claim that man is born free, but everywhere he can be found in
chains. Rousseau's purpose was to outline a theory of society and government in which a social
contract among a people would preserve their freedom
if governance can have “any legitimate and sure principle” under it, considering “men
as they are and laws as they might be.”
