II ABOUT US

Captain Gurdeep Singh Society is a voluntary, non-profit, rural development


organization, committed for the empowerment and emancipation of women,
children, aged and needy rural masses. Captain Gurdeep Singh society
Consultancy longstanding desire is to support the under privileged and
disadvantaged members of the society. Awareness and education bring
empowerment and empowerment leads to sustainability.

It is a charity organization which supports country women to reach economic


independence. Women get training in manufacturing paper toys and clay
products. This happened in a large common space. The major twin objectives of
the Society are to empower the rural women through skill training and education,
and assist handicapped people to lead a sustainable life by giving them a skill to
earn a decent income.

III. TARGET AREA BACKGROUND & PROBLEMS

Captain Gurdeep Singh Society Consultancy concentrated in 125 Backward and


rural villages of Amritsar District. The major source of livelihood of the people in
the District is Agriculture, Fishing and Allied activities. Valtoha is also known for
its backwardness in education and economy. Their economy is subsistence as the
natural resources of the District are meager to support its population.

Among the population, women, children and handicapped people are the poorest
of the poor. They are purely depending upon their family. Handicapped people
lack support from their families as well as from the community. Government
schemes reach them seldom.

Plight of the children


These children face the following problems in an age that is not to suitable to find
solutions to most of their problems: Lack of basic education makes them as
illiterates, retarded growth in the socio-psycho development of their life, early
marriage and frequent pregnancies results poor health for mothers,
malnourished, under-weight babies, respiratory tract problems, learning
undesirable bad habits like smoking, pan chewing, drinking and live in dire
poverty entangled with despair.

Plight of the Youth


The present day youth were the earlier day child laborers, lack basic education,
skills and vision to lay down their future.

Plight of Women
Because of different factors like the lack of education, ignorance or a "Defective
Value System" the existing poverty status in the target areas is possible.
Discrimination, violence against girls and women are the worst forms of violence.
Women's and girl's situation is hardly understandable for outsiders. But to be
born as a daughter a women has restrained from education, socialization and
participation in the decision making process. As a wife, a woman has to procreate
children for the husband and rear them. She has the obligation to procreate a
baby child; failure would result in deprivation of conjugal life with the husband.
Still there are many other forms of mental violence against women. Moreover,

beatings and other forms of physical violence are considered as normal practices
in the hill-villages.
When girls or young women get married, also they are not supposed to stay with
their birth family. They are considered to live with the husband's family. This
leads to the opinion, that investment on girl's education is useless because it does
not give any return to the parents. Hence, often the boy child alone enjoys the
investment on education and development. This discrimination leads the girl to
grow as illiterate, ignorant and inferior persons, which turn out in poverty and a
submissive status.

Health Condition
Health condition in the targeted villages is comparatively poor and needs more
attention by the government as well as by the non-governmental organizations.
However, a number of factors put the population of the target areas both at
special risk for the poor health plight. These factors include population density,
rudimentary housing, dwindling ways of making a living, poor sanitation and
health care systems, and lagging literacy and education. Backward communities
have also traditionally been isolated from the rest of the district and are at the
bottom of the region's socio-economic ladder.
Population density and housing
The population density of the target areas is very high (1,447 per village) and the
population density per square kilometer averages 498 in the villages but along
the coast, density is almost three times that figure (1,788 per square kilometer)..

Sanitation and health


Those living along backward and in the targeted villages have some of the worst
sanitation and health indicators in valtoha and near the edge of border of Ajnala
in Punjab state, according to the development Programme for Sustainable
Fisheries. Morbidity, mortality, and frequency of illness are much higher among
the targeted villages and coastal communities, and particularly among women,
than in the rest of the district.

Literacy and education


The targeted community also lags behind the general population of valtoha and
Ajnala in literacy rates and education levels. If they send the children to school at
all, most families stop the education of their children early, as the industry has

the tendency to absorb young workers in large numbers and they find themselves
unable to do so because of their lack of education and alternative skills.

In these conditions, a cooperative society for women would solve most of their
problems and give them self-sufficiency.

IV. PROJECT OBJECTIVES

1. To ensure that the population of these blocks of Amritsar and tarn


taran has access to medical and health care with the provision of
emergency, in-patient, obstetric, outpatient and reproductive health
services.

2. To maximize the sustainability of community based primary health


care services
based on the principles that health services should be participatory,
equitable, appropriate, collaborative, and satisfactorily addresses the
needs of the people.

3. To develop a comprehensive reproductive health program with


outreach facilities.

4. To strengthen capacities of non-governmental and community based


organizations who are interested in promoting sustainability of the
hospital.

V. PROJECT ACTIVITIES

 To start the People’s hospital in valtoha near to the border villages.

 Immediate community contributions will consist of labor to carry out repair


of the facility to ready the hospital for occupancy.

 Basic primary health care will be promoted using this facility as a referral
center.

 Primary health care and community education is a fundamental goal of this


project. In order to build local capacity, intensive training will be necessary.
Therefore, the facility will serve as a training facility for community health
educators who will: 1) provide community health education and health
promotion activities and 2) work for social mobilization for basic primary
health care activities within the communities.

 ANC will provide training to the community health educators on community


development/participatory development.

 A comprehensive reproductive health program will begin in the clinic, and


safe motherhood initiatives will be promoted in the community through social
mobilization campaigns with the assistance of community health workers.

 TBAs will be trained to promote antenatal care, safe birth practices,


emergency obstetric interventions, and family planning.

 Male community health workers will educate men on the importance of


supporting women to receive antenatal care and to practice safe birth
techniques.

 ACWARD Organization will purchase 1 mobile health unit/ambulance for


antenatal care, distribution of safe methods of contraceptives and tetanus
immunization so pre-scheduled routine visits can be made to remote villages.

 ANC will offer technical support to communities who express the desire to
construct a village health post under ACWARD’s auspices.

 ACWARD will be solicited to provide additional technical and material


support for reproductive health projects.

 Training programs will promote community development and community


financing for both community members and ACWARD

 ANC Community Liaison Officers will mobilize the community to actively


support the hospital and health sector activities.

Beneficiaries
120,000 people, the approximate population of Hingana.

Target beneficiaries are children and women who are at greatest risk for illness
and premature death.

Field workers, community volunteers and communities will benefit by gaining


and strengthening their skills in the health sector and participatory development.

Feasibility study

The results of Bhushan Health Private Limited on women’s health in Hingana


revealed a strong desire for improved health services, as the people identified the
lack of access to health care as one of the major problems facing them.
Reproductive health and family planning needs were also identified in the
research; Women and men both asked for contraceptives, which make the
likelihood of implementing a successful reproductive health project very
promising.

VII. SUSTAINABILITY

In view of serious long-term sustainability concerns, cost recovery mechanisms


will be put into place immediately with the use of direct user fees determined by
ability to pay. In view of the absence of a local government and Ministry of
Health, capital and recurrent costs will be borne almost entirely by the donor for
two years. Direct user fees will be the main method of payment for services until
community groups can be organized. Because many people of this region live in
significant poverty, only partial cost recovery from user fees and community
participation can be expected at this time and for the foreseeable future. The
problems of sustainability are well known in the health sector, particularly in the
absence of a stable government, and in a region as socio-economically
underdeveloped as Hingana. Studies have revealed that even with strong
community finance mechanisms, the portion of cost-recovery ranges from 5 – 11
percent for curative health care facilities in this type of district.

As part of this project, a health care financing consultant will be brought in to


make recommendations for cost recovery strategies for Hingana and to
determine the feasibility of community financing.

As cost recovery systems are established and financial returns become


systematized and reliable, the cost of operating the hospital will gradually
transfer back to the community. People need time to adapt to a system of charges,
or to new prices, and especially to the idea of community financing. Before
community-financing mechanisms can be implemented, the health care provided
by the hospital must be seen as equitable, competent, and efficacious by the
community.

Monitoring of the hospital will be accomplished internally by AWARD, and


externally by ANC. Monitoring and evaluation will be ongoing throughout the
project, including a mid-project evaluation and an end of project evaluation.

AWARD Organization will appoint a supervisor for the project who will oversee
the implementation of the project. A qualified medical doctor will organize the
project and manage the clinical activities. The project supervisor will be
responsible for controlling the funding, and will forward the progress, activity
and financial reports of the projects to the Organizations’ head office in Amritsar.
These will be forwarded to the donor agency according to the format and
requirements of the latter.
