Annexure I

Standard Operating Procedure

1. The new functionality, namely, ‘Package-wise GIS Alignment Data’ is available in the PIU login.

2. The functionality can be accessed from the following link:

3. Upon access, each PIU would be able view each of their RCW / O&M projects UPC-wise as shown below:

4. Users must then click on ‘Action’ followed by ‘Edit’ as shown below:


5. Upon clicking ‘Edit’ the following pop-up will open:

6. Users are advised to follow these steps before clicking ‘Submit for Verification’:
(a) Verify the pre-populated Start and End Latitude and Longitude values as appearing above. If any changes are required,
the same can be edited within the fields.
(b) In case the Lat/Long fields are blank, the values may be entered into the fields.
(c) For all UPCs where the LOA is post January 2017, it is mandatory for the GIS alignment data to be uploaded. In such
cases, the provision to choose ‘Yes/No’ against ‘Alignment Available’ will be disabled.
(d) On clicking ‘Choose file’, users are advised to upload the data by taking the advisory note on file formats into cognizance.
(e) Users are required to select at least one of the data components from the provided options – Centre Line; ROW; Chainage.
To the extent possible, the uploaded data must contain all three data components in order to ensure compliance and avoid
repetitive data uploads.
(f) For UPCs where the LOA is prior to January 2017, users are advised to provide the data if available. If not, ‘No’ may be
selected and appropriate reason may be entered in the text box as shown below:

7. The data would be successfully submitted upon clicking ‘Submit for Verification’. If alignment data has been uploaded, it
would appear under ‘Uploaded Alignment’ and if not, the specified reason would appear under ‘Reason if Alignment not available’
and the ‘Status’ would show as ‘Updated by PIU’.

8. The data would then be reviewed at NHAI-HQ and remarks if any would be reflected under the last column.
How to install GIS software (QGIS) and view GIS data

Step-by-step Guide

1. Visit https://qgis.org/en/site/forusers/download.html

2. Download QGIS setup and install the software using the Setup Wizard.

3. Once installed, you will see a folder on the desktop, namely, ‘QGIS <version>’. Click
on the folder and double click on ‘QGIS Desktop <version>’ to launch the QGIS application.
Once the application is launched, click on ‘New Empty Project’ as shown below.

In case, the folder does not show on the desktop, go to Start and type QGIS and launch
the application as shown below:
Loading and viewing Shapefiles (.shp)
Note: Users must ensure that in order to view the data successfully, .shp files along
with all its ancillary files (.dbf, .shx, .prj etc.) must be unzipped and stored in one
location only. Having the .shp file alone will not be sufficient to view the data.

4. Once the New Empty project is open, click on Layer > Add Layer > Add Vector Layer.

5. After clicking ‘Add Vector Layer’, the ‘Data Source Manager’ will open. Please ensure
that Vector is selected on the left side pane as shown below. Then, click on the Browse
option […] as shown below and navigate to the path where the GIS data is stored.

Users must be careful to select only ‘SHP File’ as shown above. It may be noted that multiple
shapefiles can also be selected by clicking on the ‘Ctrl’ key.
6. After clicking ‘Open’, users will be directed back to the Data Source Manager where
they would be able to view their selection below Source > Vector Dataset(s). Users then need
to click ‘Add’ for the shapefiles to load as shown below:

7. The shapefiles then get loaded onto the Project canvas as shown below. The files
would be visible under ‘Layers’ which can be toggled on/off. Also, the sequence of display
can be changed by simply dragging and dropping the files in the desired sequence. The top-
most layer in the ‘Layers’ panel would be displayed on top in the Project canvas (for e.g. if a
user wants to view ROW and Centre Line, keep the Centre Line Layer above the ROW Layer
otherwise the Centre Line would get hidden beneath the ROW).
8. In case the ‘Layers’ panel is not visible, users may right click anywhere on the blank
part of the top ribbons to open the ‘Panels’ option. Please ensure that the ‘Layers Panel’ and
the ‘Map Navigation Toolbar’ is checked. Users can then use the Navigation tools like Pan,
Zoom-in, Zoom-out etc. to visualize the data better or use mouse controls for the same.

9. Users may further wish to explore the content of the data by right clicking on any of
the Layers and choosing ‘Open Attribute Table’ that further opens a table view of the data
contained in the shapefiles. Pl note that attribute tables show useful data only in the case
of Shapefiles (.shp) and not Google Earth files (.kml / .kmz). In the example shown below,
the chainage values can be viewed under Column ‘Text’.

10. The above functionality can also be used to view Google Earth files (.kml / .kmz) by
following Steps 4 to 6 above. However, in the case of .kml or .kmz files, upon clicking ‘Add’
as shown in Step 6 above, users will see an additional pop-up ‘Select items to add’ that
would list all the items of the .kml / .kmz file.
12. Users must click ‘Add Layers’ and wait for a few seconds. Depending on the size of
the files, the data will load. Do not click on ‘Add’ again in the ‘Data Source Manager’ as
the system might hang.

13. Once the data is loaded under ‘Layers’, click on ‘Close’ and view the data.
