The above document submitted by you is almost same as the standards published by RDA
for “A”,”B” class roads expect under live loads you have taken value for HB as 25 for “C”
class road instead of 30 stated in RDA standards.
In my view, mainly traffic volume, allowable vehicles load, Vehicle speed, no of lanes and
many other factors considered for designing varies for PRDA roads of C, D class from RDA
roads of “A”, “B” class.
Therefore, in my view design standards for PRA rods have to be different/Vary from
PRDA standards.
Although, you have mentioned RDA standards have been taken only as reference by going
through the document it is observed that all of RDA standards have been included in
document prepared by you.
Since, you have stated document prepared by you and also you have been affixed World
Bank & PRDP emblems, I get the feeling that whether the RDA as the right to sue you,
Center of Excellence, PRDP and World Bank under infringement of copyright/intellectual
properly Act. of Sri Lanka.
Being a member of the initial review committee comprising Project Director, Deputy
Project Director, Deputy Team Leader as per the clause 5 (clients reviews of output &
deliverables) and since your agreement ends by 31st of March 2023, I kindly inform you,
that the above deliverable submitted by you as per the scope of work CL 2, (ii) of TOR is
not acceptable.
Therefore, I kindly inform you to submit fresh deliverable on the subject or make
justifiable comments on matters raised above.
