ACCOUNTABILITIES
You will join a highly skilled and motivated team of experts. As an Air Operations Expert (Helicopters) you will perform
all activities foreseen by the rulemaking process in the air operations domain with a focus on helicopter operations. In
addition, you will support the implementation of air operations requirements by competent authorities.

Your main accountabilities will be to:


 Lead and provide expert input to rulemaking activities relating to air operations with a focus on helicopter
operations
 Identify, propose and develop rulemaking and safety promotion activities, and communicate with stakeholders
 Provide clarifications on air operations rules, including acceptable means of compliance and guidance material,
and support their implementation by EASA Member States and by stakeholders with expert advice
 Coordinate and provide expert input in the assessment of flexibility provisions and safety recommendations
from accident investigations
 Represent EASA during meetings of European and international technical working groups and organisations
(such as EASA rulemaking groups, ICAO working groups, technical standard bodies, etc.)

 Provide expert input to EASA’s strategic activities and to air operations related innovations, such as new
aircraft and innovative technologies, digitalisation, sustainable aviation, new airline business models

QUALIFICATIONS, SKILLS & COMPETENCIES


AM I ELIGIBLE TO APPLY?*
To be admitted to the selection process you must meet the following general and job-specific criteria:
 Thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another
language of the EU to the extent necessary for the performance of the duties1
 Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland
 Completed university studies of at least 4 years attested by a diploma in aviation, aeronautical or airspace science
or engineering, aviation business administration, law or other relevant subjects in the scope of the profile and,
after having obtained the university degree 3 years of professional experience in an aviation operational
environment in the area of helicopter operations
OR
Completed university studies of at least 3 years attested by a diploma in aviation, aeronautical or airspace science
or engineering, aviation business administration, law or other relevant subjects in the scope of the profile and,
after having obtained the university degree 4 years of professional experience in an aviation operational
environment in the area of helicopter operations
 Very good command of both written and spoken English2

* This vacancy is open as well to Temporary Agents (2f) employed at EASA in the grade bracket AD 5 – AD 9.

HOW WILL I BE SELECTED?


Selection is based on the following job-specific and behavioural competencies:
 Five years of professional experience in helicopter operations, working either for an aviation authority or with
industry
 Proven knowledge of the EU and ICAO regulatory framework for air operations (Regulation (EU) 965/2012 and
ICAO Annex 6 in particular), as demonstrated by professional experience
 Proven knowledge of aviation safety regulatory processes in particular EASA’s rulemaking process, as shown by
professional experience and/or training
 Proven experience in writing legal or technical documents, reports and guidance such as regulations or manuals,
substantiated by examples
 Demonstrated experience working with technical working groups
 Proven project management skills, as shown by relevant work experience
 Demonstrated experience of working relations with National Competent Authorities or of safety oversight
within these authorities or international aviation organisations

Behavioural competencies
 Critical thinking: Ability to evaluate information with accuracy and objectivity. Use and synthesise data from a
variety of sources appropriately, and to apply this according to different requirements
 Problem solving: Anticipate, investigate and analyse issues in a structured, accurate and objective way. Generate,
evaluate and propose justified conclusions based on a variety of data and after thorough analysis of all pros and
cons
 Communication: Ability to articulate and express information, both written and oral, in particular able to write
clear and concise reports
 Stakeholder focus: Ability to engage with appropriate internal and external stakeholders in a multicultural setting
and to prioritise stakeholder interests in order to improve processes and achieve goals
