CANDIDATURE DU MALI AU CONSEIL DE L’UIT 2018-2022MOT DU MINISTRE Mon pays fait partie des premiers Etats africains a adhé- rer a I'UIT (Union Internationale des Télécommunica- tions) depuis son accession a l'indépendance en 1960. Son engagement pour |'UIT n’a d’égal que notre ambi- tion de contribuer efficacement a l’essor de cette Société de I'Information et du savoir que l'Union a pour mission de construire pour tous. Le Mali qui fait partie du Conseil de l'UIT depuis 1989, a de par son expérience multiforme et son engagement constant, contribué a faire du Conseil un organe de supervision de haut niveau, sou- cieux de promouvoir la transparence ainsi que I’efficience dans la gestion adminis- trative, financiére, stratégique et opérationnelle de I'Union. Le secteur des TIC a connu ces derniéres années un boum sans précédent au Mali grace a une politique de libéralisation du marché, soutenue par un environnement législatif et reglementaire propice a la concurrence. La solidité du cadre juridique est confortée par la confiance du secteur privé qui ne cesse d'évoluer. Cette politique de libéralisation se poursuit par l'octroi en cours d’une quatriéme licence qui ouvrira de nouvelles perspectives pour le développement du secteur des Télecommunica- tions/TIC. Mon pays a adopté en 2015, une politique nationale de développement de I’écono- mie numérique dénommée « Mali Numérique 2020 ». Ce projet ambitieux a pour ab- jectif primordial de faire du numérique un vecteur de développement multisectoriel et une source de productivité et de création de valeur ajoutée pour les entreprises et sociétés de service ainsi que pour l’administration publique. Eu égard de son expérience dans les Organisations Internationales et sa contribu- tion de qualité au Conseil de I’UIT, mon pays, par ma voix, sollicite le renouvellement de la confiance en lui placée par tous les Etats membres de l'Organisation et ce, en votant pour lui pour un nouveau mandat au Conseil de |'UIT lors de la Conférence des Plénipotentiaires a Dubai du 27 octobre au 16 novembre 2018. Le Mali a contribué de fagon constante et efficace a la bonne gestion et a |évolution harmonieuse de |'Union afin qu’elle puisse continuer soutenir l'immense espoir suscité par le développement phénoménal du secteur des Télécommunications/TIC. Plusieurs hauts cadres du Mali ont contribué activement et ce, a differents niveaux, aux activités et au rayonnement de I'UIT, notamment le Docteur Hamadoun Touré qui fut Directeur du Bureau de Développement des Télécommunications de 1998 a 2006 et Secrétaire Général de l’organisation de 2006 a 2014. Al'issue de son mandat de Secrétaire général, 'unanimité s’est faite sur le bilan exhaustif et positif du Docteur Hamadoun Touré a la téte de |'Union qui a su faire valoir ses talents de fin diplomate, de stratége, de gestionnaire visionnaire afin de rehausser le prestige et image de UIT tout en lui faisant jouer le réle de premier plan dans le développement du sec- teur des Telécommunications/TIC. . Les autorités du Mali sont sur la méme longueur d’onde que la communauté des Etats membres de l'UIT pour l'atteinte des objectifs du millénaire (ODD) et beaucoup d'efforts sont déployés dans ce sens. Its commitment to ITU is matched by our ambition to contribute effectively to the development of this Informa- tion and knowledge Society that the Union has been given a mission of building it for all its members. Mali which is part of the ITU Council since 1989 has, through its multi-faceted experience and consistent com- mitment, helped to make the Council as a high-level su- pervisory body , dedicated to promoting transparency as well as efficiency within Union's administrative, financial, strategic and operational management. The ICT sector has experienced an unprecedent growth in Mali thanks to the market liberalization policy, supported by a legal and regulatory environment conducive to competition. The strength of the legal framework is supported by the confidence of the private sector, which continues to evolve. This liberalization policy continues with the granting of a fourth license, which will open up new prospects for the development of the Telecommunication / ICT sector. My country has adopted in 2014, a national policy for the development called <>. This ambitious project has for primary objective to make the digital a driver of multi-sectorial development and a source of productivity and creation of added value for the companies and service providers as well as for the public admi- nistration. In view of its experience in the various international organizations and its quality contribution to the ITU Council, through my voice, Mali requests all the member States of the organization to renew their confidence by voting for Mali for anew term on the ITU Council at the Plenipotentiary Conference in Dubai from 27 October to 16 November 2018, May | also say that | depend on you and thank you in advance for your support. Mali has consistently and effectively contributed to the smooth management and har- monious development of the Union so that it can continue to support the great hope triggered by the phenomenal development of the Telecommunications / ICT sector. Several Malian senior executives have actively contributed, at different levels, to the activities and influence of ITU, including Dr. Hamadoun TOURE who was Director of the Development Bureau from 1998 to 2006 and became Secretary General of the Organization from 2006 to 2014. At the end of his mandate as Secretary General, unanimity was expressed on the comprehensive and positive assessment of Dr. Ha- madoun TOURE at the head of the Union which has been able to uphold his talents as a diplomat, a strategist and visionary manager in order to raise the prestige and image of the ITU while playing a leading role in the development of the telecommu- nications / ICT sector. Malian authorities| are on the same wavelength as the community of ITU Member States in achieving the Sustainable Development Goals (MDG) and much effort is being made to this end. To vote for the renewal of Mali's mandate on the ITU Council at the Dubai Plenipo- tentiary Conference, is a recognition of his positive contribution to the development of telecommunications / ICT in the world (under the enlightened leadership of the ITU) and a mark of confidence in its commitment to continue to carry out positive ac- tions in the interest of all.
