1. What is the primary function of the Judiciary?

- To interpret the law. When the law has ambiguities, they cannot apply the law.
2. Why do they have to interpret the law?
- To apply the law.
3. Why do we need to interpret the constitution?
- To find the meaning of the frameworks of the constitution.
4. Can the judiciary give a different meaning than what is stated in the constitution?
- No they cannot. The framers are the ones who give meaning to it. It only
interprets what the law says. (giving interpretation is different from giving
meaning)

- Doctrine of Qualified Political Agency. The debates, interpellations and opinions
expressed regarding the constitutional provision in question until it was

- Interpret it as it is.
- The people can interpret the Constitution thus,the congress can interpret the law.
However, the final arbiter is only the Supreme Court. Anybody who believes
otherwise can challenge the interpretation of the supreme court.
