With reference to the above, it is to inform that the estimate for the work of
" Construction of Storm Water Drain (Agnrtala and Chinna Waddepally Catchments)

comprising of foe sub projects in GINMC" is technically sanctioned for Rs. 77.50 Cr and

registered vide ENC (PH) R No. I08/ 2022-23, Dated: 18.11.2022 and NIT is
approved.
Hence while enclosing a copy of the technically sanctioned estimate, the SE,
GWMC is requested to approve the designs and drawings before grounding the
work duly keeping in view of the Comprehensive Storm Water Drain proposal of
GI\MC. Further, Safety arrangements including parapet wall / Railing with chain
link mesh fencing to be takenup wherever required as per site condition to avoid
untowa ents for ensuring safety of the residents passing by.

1. The Government of Telangana vide G.O Rt. No. 29, dated: 25.01.2022 accorded administrative
sanction to take up the work " Construction of Storm Water Drain (Agartala and Chinna Waddepally
Catchments) comprising of fise sub plojects in GWMC" with an amount of Rs. 7.50 Cr.

2. The estimate for the work " Construction of Storm Water Drain (Agartala and Chinna Waddepally
Catchments) comprising of fae sub projects in GWMC" is accorded technical sanction and registered
vide EnC(PH). R. No: 108 / 2022-23, dated: L8.1l.2022 tor an amount of Rs. 77.50 Cr.

3. Railing / parapet wall fol safety arrangement to be takenup wherever required as per site
condition to avoid untoward incidents for ensuring safety of the residents passing by.

23. Eligibility criteria.

I) The bidder must be a Civil Contractor having valid Regishation in appropriate
Class with Government of Telangana.

The regishation shall be as per the following G.O s

ID The bidder should exhibit proof of owning "Batch Type Hot Mix Plant" of
capacity 100-120TPH and shall be located within a distance of 100 KM from the
last point of working reach. The bidder shall furnish a certificate obtained in this
regard issued by the Executive Engineer (of any dept) concemed to the District in
which the work spot falls. (along with route maP indicating the location, distance
.from last point of working reach and ownership of such plants for which the
bidders are intending to bid).

m) He tenderer should further demonstrate and shall upload necessary certificates.

EMD for an amount of Rs. 51J3,639.00

In shape of irrevocable Bank Guarantee pledged in favor of the Commissioner,

GWMC and valid for six months from bid submission starting date as prescribed in
the standard format issued by any Scheduled / Nationalized Bank. Or

Online by utilizing the payment Gateway Service on E procurement platform. The

Electronic Payment Gateway accepts all Master and Visa Credit cards issued by any
bank and direct debit facility / Net banking / NEFT payments modes through ICICI
Bank and / or Axis Bark Payment Gateways to facilitate the transaction.

VIII) Physical Requirr:ment:

The Bidder should have executed the following minimum quantities as a

prime conhactor during any one year of the last ten financial years 2012-"13
to 202-L-22 as follows.

The bidder should enclose experience certificates issued by Engineer in

Charge of the State / Cenkal Government department, undertakings not

IX) FinancialRequirement:

a) The bidder should have successfully executed similar nature of works i.e.,
Construction of ilrains as a prime conhactor in any one year of the last ten
financial years 2012-13 to 2021-22 of not less than Rs.153g.41 Lakhs. This value
 wili be updated to the current price year in which the tenders for this work is
called duly giving 10% weightage for each financial year.
b) /
The bidder should produce liquid assets credit facilities / solvency certificates
from any Indian Nationalized / Scheduled banks of value not less than Rs.769.20
Lakhs. The solvency certificate should be in standard format as per G.O. Ms. No
94, r & CAD, Dr 01.07.2003.

X) Bid Capacity:

The assessed available bid capacity of Bidders as per formula (3AN-B) shall be
greater than the estimated contract value.

A= Maxirnum value of civil engineering works executed in its name in any one
financial year during the last Ten years (updated to curent Price level i.e.,
2022-23 pfice level) taking into account the works completed as well as
works in progress.
N= Number of years prescribed for completion of the work for which Tenders
are invited.
B= Updated value (at current price level) of existing commitments and ongoing
works to be completed during the period of completion of work for which
Tenders are invited.

Annual Financial turnover and cost of completed/ongoing works of previous years,

shall be updated by giving weight age of 10% per year to bring them to current price
lev el 2022-23 p rice level.

The Sub Conkactors / GPA holders experience shall not be taken into account in
determining the bidder's compliances with the qualifying criteria as per Go. Ms. No.
94, I& CAD, dr 01-07-2003.

XD Availability of key and critical equipment:

Availability key and critical equipment (either owned or leased) duly giving an
understanding declaration on a non - judicial stamp paper of worth of Rs. 100/- with
sufficient proof of equipment or iased agreement.

The bidder should furnish an undertaking / declaration on a non - Judicial

stamp paper, worth Rs.100/- for the Availability of Key and critical equipment
(either owned or leased).
In case of owned equipments, the bidder has to upload either a certiJicate
issued by the Executive Engineer, with in the block period (or) should submit the
sufficient proof of documents in support of owning key and critical equipments such
as Invoice / certilicate of registration by the comPetent authority.

xrrr) Any objections by the participating bidders on the technical bid evaluation /
disqualification made by the bid inviting authority shall be made within 10 days'
time from the date of opening of Technical bids and proper acknowledgement
shall be obtained invariably. The representation / petition received after the
specified time and date shall not be entertained.

XfU If any participant bidders withdraws the tender after bid submission closing date
(within bid validity period) he is liable to be debarred for 3 years from
participating in tenders.

XV) Clause pertaining to deduction of 0.01% of the value of work done as

Contribution towards Telangana Green Fund shall be incorporated in the
agreement in lieu of G.O.Ms. No. 17, Finance (TR) Dept., Dr.18-02-2022
and G.O. Ms. No. 1Z I&CAD (Reforms) Dept., Dt: "13.05.2022.
