method. Data analysis consists of four activity streams, namely: data collection, data reduction,
data presentation, drawing conclusions. The conclusion of this study is that Kusuma Bhirawa's
organizational structure has a clear management structure and tasks, starting from the CEO,
the chairman in charge, treasurer, secretary, coach, and athletes. Athlete development Kusuma
Bhirawa always coaches junior athletes and youngsters to always take part in local and higher
volleyball events in order to increase the maximum match experience. The Kusuma Bhirawa
training program refers to the training stages, namely the general preparation stage and the
special preparation stage. Kusuma Bhirawa's coach profile is a coach who is competent in
volleyball. Judging from his qualifications to enter Kusuma Bhirawa, coaches must be
experienced and certified as coaches. Kusuma Bhirawa's funding comes from a single source of
funds, namely dues from prospective athletes and assisted by other sponsors. Kusuma Bhirawa's
training facilities and infrastructure are adequate and suitable for use by athletes and coaches
in training, but unfortunately the GOR is not wide enough and the GOR floor has a little damage
so that the training program is more or less optimal.

1. INTRODUCTION
William G. Morgan invented the first volleyball game in 1895. He works as a physical
education coach for the YMCA in Holyoke, Massachusetts, USA (Wahyu Cirana et al., 2021).
In 1928, Dutch soldiers and teachers introduced volleyball to Indonesia. Since then, on
January 22, W.J. Latuteman served as chairman of the All-Indonesian Volleyball Association
(PBVSI) (Aziz, 2020). According to (Iskandar, 2018), volleyball is the most well-known and
popular sport among Indonesians. Volleyball is a sport that can be played on either indoor
or outdoor courts. It has a net height of 2.43 meters for men and 2.24 meters for women, and
there are two teams. The court size is 18 meters by 9 meters. Six players make up each team
(Yulia et al., 2020). The first team to score 25 points is the winner of a set of volleyball
matches (Apriyanto et al., 2021). According to (Erfan & Ratu, 2017), volleyball is a game in
which two teams compete by bouncing and crossing the ball over a net. It is played on a field
of a predetermined size and is governed by the rules established by the parent organization
of PBVSI. Serving, passing, smashing, and blocking are some of the fundamental volleyball
skills that players must master (Deddy Whinata Kardiyanto, 2014).
There are five of the best volleyball clubs in Ponorogo Regency at the moment:
Kusuma Bhirawa, Tunas Harapan, Textonic, Marga Bakti Muda, and Volmasda. Kusuma
Bhirawa is currently the best club in Ponorogo Regency based on this record of
accomplishments. However, the club's accomplishments need to be improved in order for it
to remain the best club in Ponorogo to East Java or gain international fame in the coming
year.
Sports players strive for success, but achieving it requires a great deal of work,
sacrifice and a long time (Prayogo et al., 2021). Great games advancement and sufficient
offices are things that should be accomplished by the club and the actual association
(Nugroho et al., 2021). The club's complete sports facilities and infrastructure also
contribute to the athlete's development (Falaahudin et al., 2021). As a result, supporting the
training process must be seriously considered and given special consideration in order to
achieve the planned achievement goals, particularly maximum achievement (Falaahudin et
al., 2020). This background serves as the foundation for this study, which aims to identify
the Kusuma Bhirawa volleyball club's infrastructure and achievements.
The goal of training is to maximize the athlete's performance. Physical training,
technical training, tactical training, and mental training are the four aspects of training that
athletes must carefully consider and train for maximum results (Harsono, 2017). Training is
characterized as a work to give guidance and objectives to accomplish improved results
(Rizky, 2016). The formation must demonstrate progress, improvement, possibility

evolution, and development or improvement of past events. For instance, maximum sports
development or coaching is one of the supporting factors for athletes' maximum
achievement (Wibowo et al., 2019). It is becoming increasingly difficult to achieve maximum
sporting accomplishments in the modern era due to the increasing difficulty of national and
international competition. Achievement in sports and sports coaching are intertwined
(Pakaya et al., 2012). Because each sport has its own achievement development program,
both at the regional and national levels, Sports and Achievement Development aims to
advance the development of all Indonesian sports. As a result, the purpose of this research
is to ascertain the Kusuma Bhirawa Ponorogo Volleyball Club's Development Management
in the East Java Province of Indonesia.

2. METHOD
The location of this study is GOR Kusuma Bhirawa Jl. Kalimantan, Mangkujayan, and
Ponorogo are in Indonesia's East Java Province. This study was carried out in October 2022.
This type of research is qualitative. The fact that the data required for the management of
the volleyball club in Kusuma Bhirawa are data that describe the implementation of the
management process was the deciding factor in the selection of this approach. Because the
research is carried out in natural settings (Sugiyono, 2019), qualitative research methods
are frequently referred to as naturalistic research methods. A survey is the method used in
this study. According to (Candrawati et al., 2018), the purpose of the survey was to obtain
factual information about a group or region's social, economic, or political institutions as
well as facts from existing phenomena. Descriptive qualitative analysis was the method of
data analysis. Information investigation comprises of four movement streams (Sugiyono,
2016), to be specific: data collection, analysis, presentation, and drawing conclusions.

c. Treasurer
The treasurer is in charge of coordinating the entire implementation of the
organization's wheels in the field of funding and finance and is accountable to the
chairman in charge. Kusuma Bhirawa's treasurer is Dyah Setyaningsih's mother.
d. Coach
The trainer is in charge of training and preparing all the physical components,
techniques, tactics for the athletes so that the athletes are ready to face the
competition and are accountable for their duties to the secretary and treasurer. The
trainers for Kusuma Bhirawa are Harianto, Gatot Haryanto, Sayuti, Takim, Kolil,
Taufiq.
e. Athlete
Athletes serve as actors who compete in training and matches in order to achieve a
maximum achievement for the club. The athletes who play in the Proliga and the
Indonesian National Team, namely Hadi Soeharto, and Fero Renald play in the beach
volleyball national championship.

3.2 Coaching
a. Athlete development
Kusuma Bhirawa always coaches athletes and juniors to always take part in local and
higher volleyball events in order to increase the maximum match experience. Kusuma
Bhirawa's coaching from 2014-2022 in quantity has always provided opportunities
for the sons and daughters of the region to take part in the selection and join the
Kusuma Bhirawa main team. In fostering, Kusuma Bhirawa's first team is
independent, practicing outside of club training is still allowed, but in terms of
practice, in terms of competing, approval must be obtained from the club, because
this prevents athletes from getting injured and can harm the team.
b. Trainer development
For the implementation of coaching for trainers there is no special coaching, it's just
that Kusuma Bhirawa coaches always coordinate with all the trainers, share with each
other to provide input, and always hold sharing among trainers at least once every
two weeks.
c. Constraints in construction
The main obstacle that coaches complain about is the narrow training area making it
difficult to maximize coaching with a large number of athletes, incomplete facilities,
the floor of the gym with a few holes and the question of the athlete's training mood

fluctuating. then factors from the environment and from social causes athletes to be
less enthusiastic about participating in training, to overcome this problem, coaches
are looking for solutions such as different training venues and new training materials
to make athletes' moods better, with new materials and different training venues It is
hoped that the development progress can run optimally.

3.3 Exercise Program

a. Periodization of Training
The periodization of the Kusuma Bhirawa Club training from 2014-2020 was made
by the coach, for the training process still refers to the training stages, namely the
general preparation stage and the special preparation stage, what is meant by general
preparation here is basic preparation such as deepening basic volleyball techniques
for prospective athletes and special preparation for athletes who will take part in the
event (additional training). At the Kusuma Bhirawa club, the general preparation
stage has more portions than the special preparation.
b. Training Schedule
Kusuma Bhirawa's training schedule in one week consists of five practices, from
Monday to Friday from three o'clock in the afternoon until finished.
c. Various Exercise Programs
The material provided by coach Kusuma Bhirawa always varies so that the athletes
don't get bored in training and the athletes are more enthusiastic in practicing and it
is easier to grasp the strategies given by the coaching team, practicing not only on the
field, outside at any time so that the atmosphere is different. The training material at
the Kusuma Bhirawa Club for each position is different, for the tosser position is held
directly by Taufiq, the smash position is held directly by Gatot, and for the libero it is
held directly by Kolil, the rest is for the coaches to alternate according to the schedule.
After each training session in a week or two weeks there is a try out or trial session
with a team that is at the same level and sometimes above the level, in this case the
aim is for athletes to get used to stressful conditions and athletes can find solutions
in this stress so that mentally competing athletes will be better and calmer in playing.

3.4 Profile of coaches and athletes

a. Coach
There are six coaches for Kusuma Bhirawa, namely Gatot Haryanto, Kolil, Taufiq,
Harianto, Sayuti and Takim, the majority of coaches were recruited from former

athletes Kusuma Bhirawa himself with the condition that he is certified as a volleyball
coach. Management always supports trainers when coaches and assistant trainers
attend higher education such as seminars or others. Because improving the quality of
trainers like this will also benefit the club to increase the quality and quantity of
achievements, not only coaches and assistant coaches, athletes also recommend
clubs, for a while until now the Kusuma Bhirawa Club has not opened recruitment for
new coaches, so for coaches from 2014-2022 there are still 6 people until now.
In the division of training tasks there are differences in training posts, namely, each
position, smash, tosser, libero is held by a different coach according to the portion
alternately with a predetermined schedule. The coach always coordinates between
coaches to fill in the deficiencies that exist in the team, so that the team can combine
to become more cohesive and can carry out the coach's strategy.
b. Athlete
The total number of Kusuma Bhirawa athletes in 2014 was 60, in 2015 there were 75,
in 2016 there were 95, in 2017 there were 140, in 2018 there were 160, in 2019 there
were 170, in 2020 there were 190, in 2021 there were 270, and in 2022 there were
300, there is no special recruitment for athletes who will enter the Kusuma Bhirawa
club, the most important thing is intention and active training. There is no age limit
in the selection of athletes, if the players are older but the quality is felt to be able to
compete the club will still give the opportunity to join, the most important thing is
that the players are physically and mentally healthy and the eligibility of the players
to compete is not in terms of age, we will realize the age limit at the academy instead
for the main team. Quality improvement in the form of upgrading or training camps
for the national team is highly supported by the club, because apart from being
beneficial for athletes and clubs, it is also beneficial for the country to make athletes
an outstanding state asset. The National athletes who defended the Indonesian
National Team, namely Hadi Soeharto at the 2019 Sea Games event and Fero Renald
defended the Beach Volleyball Team for the Junior National Championship in 2014-
2015, both athletes came from Kusuma Bhirawa.

3.5 Funding
a. Source of Funds
Kusuma Bhirawa's source of funds from 2014-2022 comes from a single source of
funds, namely dues from members, registration fees, also assisted by sponsors and
also the training sports center manager.

b. Report on the use of funds

Kusuma Bhirawa's party always reports on the use of funds or financial reports after
the activity or participates in an event, after it is carried out it is immediately painted
by the club treasurer and reports to the chairman in charge then the chairman in
charge reports to the CEO.
c. Funding Mechanism
Because Kusuma Bhirawa is owned by the private sector, that is, all budgets and
events come from Kusuma Bhirawa.
d. The state of the club's finances
Based on interviews with the management board, namely Dyah Setyaningsih, the
financial situation from 2014-2022 has been good even though at the beginning of
2014 it was difficult to find sponsors, even so there were no complaints from all club
members, especially coaches and players, but Kusuma Bhirawa is currently planning
making their own field because so far they have been working with GOR landowners
who do not belong to the club itself.
e. Allocation of Funds
All funds are allocated for club needs such as club facilities, needs if there is an event,
drinking water, electricity and others related to club needs.

3.6 Infrastructure
Address: Jl. Kalimantan, Mangkujayan, Ponorogo. The Kusuma Bhirawa Club initially
did not have a GOR and in 2017 the GOR began to be realized and built.
Equipment:
1) The length of the field is 26 meters, the width of the field is 15 meters.
2) Building secretariat
3) Bathroom
4) Dressing room
5) Worship place
Condition: The condition of the building is well maintained and clean, because the
field management officers before opening the GOR and closing the GOR are checked and
cleaned first.
In exercising, facilities and infrastructure are also very supportive in order to
achieve maximum performance. Standard infrastructure will allow athletes and coaches to
be comfortable in training. Kusuma Bhirawa's training facilities and infrastructure are
adequate and suitable to be used for athletes and coaches in training, but unfortunately the

GOR is not wide enough and the GOR floor is slightly damaged so that the training program
is more or less optimal.
The training equipment owned by Kusuma Bhirawa is as follows:
1) Kun
2) Net
3) Ball Target Ring
4) Mattress
5) Skipping
6) Ball
7) Paralon Jump
8) Barbell

Kusuma Bhirawa's facilities and infrastructure are quite good because the Kusuma
Bhirawa Club already has complete training equipment and already has its own GOR.
Although the equipment is mostly in need of updating and the GOR floor is slightly damaged
so the training program is more or less optimal.

3.7. Performance
In every sport, maximum achievement is one of the main goals that must be achieved
by every club and athlete. As for the National athletes who defended the Indonesian
National Team, namely Hadi Suharto at the 2019 Sea Games and Fero Renald who defended
the Beach Volleyball Team of the Junior National Championship in 2014-2015, the two
athletes came from Kusuma Bhirawa. The achievements of Kusuma Bhirawa in local events
in Ponorogo Regency in 2014-2022.

Table 1 Kusuma Bhirawa's Achievements

Number Achievements
1 1st Place Amigo Cup 2016
2 1st Winner of Youth League 2019

The development of Kusuma Bhirawa's achievements is fairly good because he won

the Amigo Cup and also managed to bring his athletes to the national level, namely Hadi
Suharto and Fero Renald in the Indonesian National Team and the National Beach Volleyball
Championship. Then in 2017-2018 it was quite enough because of a decrease in the
achievements of the club. In 2019 it was fairly good because in that year Kusuma Bhirawa
won the Youth League for Ponorogo Regency with 1, 2, 3 champions. Furthermore, for 2020
it was quite sufficient because the effects of the pandemic exercise program were less than
optimal, training hours were reduced. While the year 2021-2022 has not yet won a
championship due to the COVID-19 pandemic.
Existing management controls are inseparable from the team's success. In this
context, management is broadly related to organizational management, personnel, such as
athletes and coaches, owned facilities and infrastructure, and club funds. In this instance, the
objective is to develop athletes and become champions so that they can compete at a higher
level. It takes good management to coach athletes and become a champion. Organizational
structure, trainer profiles, human resource development, funding and finance, facilities and
infrastructure, and training programs are all examples of broad management. It will be most
effective in achieving the objective, namely achievement, if all of that is well maintained.

4. CONCLUSION
The conclusion of this study is that Kusuma Bhirawa's organizational structure has
a clear management structure and tasks, starting from the CEO, the chairman in charge,
treasurer, secretary, coach, and athletes. Athlete development Kusuma Bhirawa always
coaches junior athletes and youngsters to always take part in local and higher volleyball
events in order to increase the maximum match experience. The Kusuma Bhirawa training
program refers to the training stages, namely the general preparation stage and the special
preparation stage. Kusuma Bhirawa's coach profile is a coach who is competent in
volleyball. Judging from his qualifications to enter Kusuma Bhirawa, coaches must be
experienced and certified as coaches. Kusuma Bhirawa's funding comes from a single
source of funds, namely dues from prospective athletes and assisted by other sponsors.
Kusuma Bhirawa's training facilities and infrastructure are adequate and suitable for use
by athletes and coaches in training, but unfortunately the GOR is not wide enough and the
GOR floor has a little damage so that the training program is more or less optimal.
