I. RESEARCH PROBLEM

Municipal Government Center The center of a city. down town, civic center.

city, metropolis, urban center - a large and densely populated urban area; may

include several independent administrative districts.

A municipality is a corporate and political entity organized by the residents

of the area to operate within a prescribed geographic area for the purpose of

providing public services. The state grants the municipality the powers and

authority that it exercises over its affairs. A municipality has at least the following

characteristics:

A distinct geography territory

A distinctly public character

Formal organization

General and specific powers to exercise Legal authority to exist

A formal or written set of basic laws commonly called charter

Public officials who are elected periodically

Specific functions to perform or services to provide

II. SIGNIFICANCE OF THE PROJECT

This Municipal Government Center. Aims to provide a quality service with

aesthetically designed interior and exterior. Municipal services are not limited to

land development, water and sewer, urban public transport, infrastructure, waste

management and fire-fighting. Municipalities deliver many other services of local

and common nature. Municipalities issue licenses to and inspect all work places

within municipal boundaries.

III.PROJECT OBJECTIVES

A municipality is basically the response of the state government to the need

for certain public services (i.e., waste disposal, police and fire protection, water

supply, health services) in addition to what is available from the county or other

local governments in the area.

IV. DESIGN STANDARD

1.1 Space planning

Space planning involves establishing specific use-cases for different areas within

facilities. In government buildings, it means pairing the capabilities of space with the

demands of the people coming to them. If a constituent comes in for jury duty, where do

they hang out until they’re selected or dismissed? Is there an area at the DMV specifically

for license picture-taking? How many temporary holding cells are there in the local police

station? Meeting these needs is a function of good space planning.

Government space planning also needs to satisfy criteria for accessibility and

efficiency. This involves a deep understanding of operations. For example, if you’re

delegating space for jury duty selectees, you need to know how many people are in a jury

pool at any given time, and how often new pools get called in.

Space planning is a marriage of form and function. When it comes to government

facilities, this marriage is vitally important. If employees and constituents can’t access or

use space, or if it’s not managed efficiently, tensions will flair. Remember: government

institutions need to serve people.

1.2 Design Orientation

Considering sun orientation and climate when siting and being thoughtful about

window placement and operation, are used to best manage daylighting and natural

ventilation and go a long way in reducing energy requirements for the building. In certain

climates, thermal mass techniques can be used to harness solar energy. In such cases,

thick walls absorb heat from the sun during the day and release it into the building at night.

V.SCOPE AND LIMITATION

The scope of the project shall include the following facilities:

VI.DESIGN OBJECTIVES

a. To develop a design that meets the space requirements based on the

municipal’s organizational structure and functional set up.

b. To develop a design with efficient operational facilities that will set the phase for

provision of quality service.

c. To develop a modern design that will showcase a municipal center that is

Architecturally advance and will make individuals to be accustomed to a modern

environment.

d. To develop a building compliant to the building codes specifically PD 1096 and

BP344.

VIII.THE SITE PROJECT

The project site has a seventy five thousand (75,000 sq.M) total or 7.5 hectares ,

Rectangular shape . Its front access has a two hundred fifty (250m) in an ninety degree

(90) degree north . With major and minor road access.

XI.BATAS PAMBANSA

BATAS PAMBANSA (B.P.) BATAS PAMBANSA (B.P.) BLG. 344 AN ACT TO

ENHANCE THE MOBILITY OF DISABLED PERSONS BY REQUIRING CERTAIN

BUILDINGS; INSTITUTIONS, ESTABLISHMENTS, AND PUBLIC UTILITIES TO

INSTALL FACILITIES AND OTHER DEVICES

In order to promote the realization of the rights of disabled persons to participate

fully in the social life and the development of the societies in which they live and the

enjoyment of the opportunities available to other citizens, no license or permit for the

construction, repair or renovation of public and private buildings for public use, educational

institutions, airports, sports and recreation centers and complexes, shopping centers or

establishments, public parking spaces, workplaces, public utilities, shall be granted or

issued unless the owner or operator thereof shall install and incorporate in such building,

establishment, institution or public utility, such architectural facilities or structural features

as shall reasonably enhance the mobility of disabled persons such as sidewalks, ramps,

railings and the like. If feasible, all such existing building, institutions, establishments, or

public utilities may be renovated or altered to enable the disabled persons to have access

to the; Provided however, that buildings, institutions, establishments, or public utilities to

be constructed or established for which license or permits had already been issued may

comply with the requirements of this law: Provided further, that in case of government

buildings, streets and highways, the Ministry of Public Works and Highways shall see to it

that the same shall be provided with architectural facilities or structural features for

disabled persons. In the case of the

institutions, buildings, or

establishments, or public utilities, the

owner or operator shall reserve

sufficient and suitable space for the

use of disabled persons.

XII.FIRE CODE OF THE PHILIPPINES

SECTION 4. Applicability of the Code. - The provisions of the Fire Code shall apply

to all persons and all private and public buildings, facilities or structures erected or

constructed before and after its effectivity.

SECTION 5. Responsibility for the Enforcement of this Code. - This Code shall be

administered and enforced by the Bureau of Fire Protection (BFP), under the direct

supervision and control of the Chief of the Bureau of Fire Protection, through the hierarchy

of organization as provided for in Chapter VI of Republic Act No. 6975.

SECTION 6. Technical Staff. - The Chief, BFP shall constitute a technical staff of

highly qualified persons who are knowledgeable on fire prevention, fire safety, and fire

suppression. They may be drawn not only from the organic members of the BFP and other

government offices and agencies, but also from other sources in the latter case, they will

either be appointed into the service or hired as consultants in accordance with law.

SECTION 7. Inspections, Safety Measures, Fire Safety, Constructions and

Protective and/or Warning Systems. - As may be defined and provided in the rules and

regulations, owners, administrators or occupants of buildings, structures and their

premises or facilities and other responsible persons shall be required to comply with the

following, as may be appropriate; a) Inspection Requirement - A fire safety inspection shall

be conducted by the Chief, BFP or his duly authorized representative as prerequisite to

the grants of permits and/or licenses by local governments and other government

agencies concerned, for the: (1) Use or occupancy of buildings, structures, facilities or

their premises including the installation or fire protection and fire safety equipment, and

electrical system in any building structure or facility; and (2) Storage, handling and/or use

of explosives or of combustible, flammable, toxic and other hazardous materials; b) Safety

Measures for Hazardous Materials - Fire safety measures shall be required for the

manufacture, storage, handling and/or use of hazardous materials.

SECTION 8. Prohibited Acts. - The following are declared as prohibited act and

omission:

a. Obstructing or blocking the exit ways or across to buildings clearly marked for

fire safety purposes, such as but not limited to aisles in interior rooms, any part of

stairways, hallways, corridors, vestibules, balconies or bridges leading to a stairway or exit

of any kind, or tolerating or allowing said violations;

b.Constructing gates, entrances and walkways to building components and yards,

and temporary or permanent structures on public ways, which obstruct the orderly and

easy passage of fire fighting vehicles and equipment;

c. Prevention, interference or obstruction of any operation of the fire service, or of

duly organized and authorized fire brigades;

d. Obstructing designated fire lanes or access to fire hydrants

e. Overcrowding or admission of persons beyond the authorized capacity in movie

houses, theaters, coliseums, auditoriums or other public assembly buildings, except in

other assembly areas on the ground floor with open sides or open doors sufficient to

provide safe exits;

f. Locking fire exits during period when people are inside the building;

g. Prevention or obstruction of the automatic closure of fire doors or smoke

partitions or dampers;

h. Use of fire protective or fire-fighting equipment of the fire service other than for

fire-fighting except in other emergencies where their use is justified;

i. Giving false or malicious fire alarms;

j. Smoking in prohibited areas as may be determined by fire service, or throwing of

cigars, cigarettes, burning objects in places which may start or cause fire;

k. Abandoning or leaving a building or structure by the occupant or owner without

appropriate safety measures;

l. Removing, destroying, tampering or obliterating any authorized mark, seal, sign

or tag posted or required by the fire service for fire safety in any building, structure or

processing equipment; and m. Use of jumpers or tampering with electrical wiring or

overloading the electrical system beyond its designated capacity or such other practices

that would tend to undermine the fire safety features of the electrical system

XIII.PHILIPPINE GREEN BUILDING CODE

Philippine Green Building Code The state shall protect and advance the right of the

people to a balanced and healthful ecology in accord with the rhythm and harmony of

nature against harmful effects of climate change. It shall safeguard the environment,

property, public health, in the interest of the common good and general welfare consistent

with the principles of sound environmental management and control; and for this purpose,

prescribe acceptable set of standards and requirements for relevant buildings to regulate

their location, site, planning, design, quality of material, construction, use, occupancy,

operation and maintenance.

Section 3.

Objectives The GB Code seeks to improve the efficiency of building performance through

a framework of acceptable set of standards that will enhance sound environmental and

resource management that will counter the harmful gases responsible for the adverse

effects of climate change, throughout the building’s life-cycle including efficient use of

resources, site selection, planning, design, construction, use, occupancy, operation and

maintenance, without significant increase in cost. This GB Code is a set of regulations

setting

Principles 4.1 The technical professionals, developers, contractors, property managers

and building owners involved in the planning, design, construction and management of

buildings have the opportunity and responsibility to help government address the adverse

effects of climate change by ensuring that buildings are planned, designed, constructed,

operated and maintained to the required efficiency level. Resources must be used

efficiently to equitably meet the developmental and environmental needs of the present

and future generations.

4.3 Occupants of green buildings will benefit from improved indoor environmental quality,

which promotes higher productivity and better comfort.

Section 5. Definition of Terms The words, terms and phrases as used in this GB Code

shall have the meaning or definition as indicated in the National Building Code (NBC) and

Annex 1.

Section 6.

Green Building Concept Green building is the practice of adopting measures that promote

resource management efficiency and site sustainability while minimizing the negative

impact of buildings on human health and the environment. This practice complements the

conventional building design concerns of economy, durability, serviceability and comfort.

Section 7.

Approach The GB Code adopts a staggered or incremental approach and is subject to

periodic review by the Secretary of the Department of Public Works and Highways

(DPWH), through the National Building Code 4 Development Office (NBCDO), to modify

or include new aspects and emerging efficient technologies and expand the coverage to

other building use / occupancy or replace outmoded measures.

Building Use / Occupancy Coverage and Application

Energy Efficiency \ Energy efficiency requires the adoption of efficient practices, designs,

methods and technologies that reduce energy consumption resulting in cost savings. 0.1.2

10.2 NATURAL VENTILATION

a. General This measure will give building occupants the flexibility and opportunity to use

natural ventilation for free cooling and fresh air in regularly occupied spaces. This

measure will limit the tendency to create glass- sealed box type buildings. Size of each

room and space shall be consistent with the occupancy load of the NBC.

10.3 BUILDING ENVELOPE COLOR

a. General Light-colored building envelope, especially the roof areas which are the most

vulnerable, can reduce heat transfer from the outside to the inside of the building by

having surfaces with high Solar Reflectance Index (SRI).

10.4 ROOF INSULATION

a. General ,Insulation can help reduce heat gain in a building thus improving thermal

comfort, acoustic quality and reducing the load on the air conditioning system.

10.6 ELECTRICAL SYSTEMS

10.6.1 Daylight

a. General Building should be planned and designed to maximize the use of natural light

so to reduce the use of artificial illumination.

10.6.2 Daylight Controlled Lighting System

a. General Building interior perimeter zones exposed to daylight generally do not require

artificial lighting during the day. However, sub-optimal design and operation of the building

results in use of artificial lighting when not required.

13. SOLID WASTE MANAGEMENT

Efficient waste management requires the adoption of efficient waste management

practices and use of eco-friendly materials.

Section 15.

Indoor Environmental Quality requires the adoption of efficient design and operation

practices that take into consideration the building environment to improve occupant health,
