1. Prepares, installs and maintains a system of tax mapping, showing graphically all properties subject to assessment and gather all data

2. Conducts frequent physical surveys to verify and determine whether all real properties within the province are properly listed in the

assessment rolls;

3. Exercises the functions of appraisal and assessment primarily for taxation purposes of all real properties in the local government unit

concerned;

4. Prepares a schedule of the fair market value for the different classes of real properties, in accordance to with Title Two, Book II of this Code;

5. Issues, upon request of any interested party, certified copies of assessment records of real property and all other records relative to its

assessment, upon payment of a service charge or fee to the treasurer;

6. Submits every semester a report of all assessments, as well as cancellations and modifications of assessments, to the Local Chief Executive

and the Sanggunian concerned;


7. Attends all sessions of the Local Board of Assessment Appeals whenever his assessment is the subject of the appeal and present or submit

any information or record in his possession as may be required by the Board; and

8. Exercises technical supervision and visitorial functions to municipal assessors in the conduct of tax mapping operations and all other

assessment activities.

Assessment Operations Evaluation Division Functions
Under the direct supervision of the Provincial Assessor, the Unit;

1. Conducts periodic assessment audit;

2. Reviews existing assessment procedures, techniques and policies and recommends

measures for improvement if necessary.

3. Reviews all tax declarations prepared by the Municipal Assessor to ensure whether

all properties are correctly appraised and assessed for uniform application of current values;

4. Recommends guidelines and policies to strengthen property tax administration;

5. Implements and assessment of regulations issued by the DOF and recommends

revision/modifications applicable to the locality if necessary.

Property Valuation & Examination Division Functions
1. Reviews, revises, integrates preliminary schedule of market values submitted by Municipal Assessors and prepares final schedule thereof;

2. Undertakes regular review of all field sheets prepared by the Municipal Assessors and if warranted, conduct physical investigation to verify

correctness of classification, actual use, physical condition of properties described in the field sheets;

3. Conducts regular physical surveys to check and determine whether all real properties in the province are properly appraised and assessed;

4. Initiates, reviews, recommends plans and programs, techniques, procedures and practices relative to real property appraisal and assessment;

5. Extends technical assistance to the Municipal assessors pertaining to appraisal and assessment of real properties;

6. Coordinates and monitors all real property appraisal and assessment activities of Municipal Assessor.

Tax Mapping Division Functions
1. Secures base maps from the Bureau of Lands Department of Agrarian Reform Land Registration Commission, private geodetic engineers and

other sources;

2. Conducts field inspection of identification of property location ownership, classification, and improvements;

3. Prepares municipal/district, barangay/section index maps and tax maps;

4. Assigns Property Index Number (PIN) to each property;

5. Prepares tax mapping control rolls;

6. Acts as custodian of original copies of Municipal/district, barangay/section index maps, tax maps, tax mapping control rolls, etc.

7. Reviews, updates and maintains tax maps and other maps.

8. Tracks and tests new technologies and techniques for enhancement/speed on the delivery of services. Establishes procedures to support

research and development activities to determine the suitability of new technology and procedures.

9. Oversees the management of purchased hardware and software.

Administrative Division Functions

1. Assists the Provincial Assessor in expediting internal staff services and administrative details;

2. Provides administrative support relative to operations and personnel matters;

3. Takes charge of preparing the budgetary needs of the office;

4. Handles correspondence and circulates memoranda, orders and regulations to office personnel and Municipal Assessors;

5. Takes custody of supply management.

6. Provides clerical and other logistical support to the office;

7. Does general housekeeping chores and help integrate assessment records with treasury records
