NO. 193/B-4/BOL/COT DATED 1-9-2022 (REFERENCE NO. 24-11621-2103800 U) Reference: Your request on A&A form on the above noted subject. ‘Administrative approval and technical sanction against case of extension of load from 4950 KW to 18500 KW (Net extension 13550 KW) under Tariff B-4 against App. No. 193/EOL/COT/B-4 dated 1-9-2022, Reference No. 24-11621-2103800 U in the name of M/s Nishat Mills Ltd. 12-KM Faisalabad Road Bhikhi Sheikhupura (Through Mehmood Akhtar S/O Akhtar Ali Khan) through proposed independent private 132 kV grid station with IN&OUT feeding arrangement, on cost deposit basis, is hereby accorded with the following terms and conditions: 1. You shall make payment of Demand Notice of ten provided if agree with the following terms and conditions, amount of capital cost 2. (i) You are liable 10 deposit tentative estimated cost of the project which comes to be Rs, 4,2587,711 + 25000 (M&T charges) = Rs. 4,25,82,711/- (excluding cost of civil / clectrical works, material of grid station (EPC basis) & civil/electrical of work transmission line etc):The said cost is tentative and subject to the revision on actual basis after the approval of profile / design from Chief Engineer Design and allocation of material Demand Notice of capital cost will be issued alongwith Technical Clearance for payment within one month from the issuance of this letter otherwise the case shall automatically stand Cancelled, ‘The payment shall be made through local cheque / pay order / bank draft in favor of Finance Director LESCO. However applicant will remain liable to deposit difference of ‘amount as per actual expenditure as finalized by the concerned formation. 3, As per Consumer Services Manual (CSM) Circulated by NEPRA vide letter No. NEPRA/DG(CAD)/TCD-10/1883-35 dated 13-1-2021 M/s Nishat Mills Ltd. are fiable to deposit the security for the total load of 18500 kW under Tariff BAV @ Rs.3560/- per kW after adjustment of security already in hand. The Demand Notice in this regard will be issued after completion of work and on receipt of financial closure from PD (GSC) as per prevalent rates and policy in vogue at that time. The security amount shall be depasited in security account head of AM (CS) LESCO Rural Division, Sheikhupura through Cheque / Pay Order / Bank Draft with in stipulated period from the date of issue of the Demand Notice. 4, As per you request estimate has been prepared by XEN (TLC) GSC. ‘Accordingly M/s Nishat Mills Ltd. may be permitted construction of the grid station é& transmission line as per approved drawings through private approved contractors with the following Terms & Conditions: \, ¢a) Page20"7 a) The construction and civil works of the subjected grid station & transmission line will be strictly done according to LESCO provided design, specifications, WAPDA composite schedule of rates-2013 and vetted estimate. b) The work will be executed under supervision of LESCO Officers/officials and supervision includes inspection of construction materials, assurance of quality and quantity control parameters. c) The copy of agreement of work with terms and conditions will be provided to DM (Inspection) GSC LESCO before start of work. 4) The Contractor will provide complete test results of construction material i.e, conerete, steel, crush and etc. from recognized laboratory. ¢) The Contractor through which work will be executed is registered firm. f) The payment will be made to the Contractor directly after issuance of satisfactory Certificate of work by LESCO. 2) The supervision and miscellaneous charges including A bills and POL will be charged to M/s Nishat Mills Ltd. as per schedule / practice. M/s Nishat Mills Ltd. will be liable to abide by all the decisions of NTDC / LESCO and will make the payment of additional amount demanded by LESCO / NTDC formation at any stage, if any. M/s Nishat Mills Ltd. shall submit undertaking in this regard on stamp paper of Rs, 100/- to this office. ‘The CE (Development) / PD (GSC) LESCO will get the proposed work of transmission line and 132 kV grid station started after issuance of go-ahead signal from this office according to approved drawings issued by C.E Design NTDC/ PPMC/PEPCO etc. and following all other departmental formalities. However construction work of the grid station will be carried out by the consumer as per approved drawings through approved Contractor after completing the departmental formalities. As grid station is being constructed on EPC basis, therefore terial to be procured for grid station will be as per approved Drawing/Design duly inspected by CE (Dev.) etc. as per SOP. Total material of transmission line will be provided by LESCO for which cost is being recovered. However civil work, transmission line erection and stringing will be executed privately through LESCO approved Contractor. ‘Mis Nishat Mills Ltd. will submit an undertaking to Manager (Op.) Sheikhupura before ‘energization / commissioning of Grid Station to the effect that they will not involve in resale of electricity otherwise LESCO shall have right of disconnection of subjected connection besides taking other legal action. STATION Grid Station will be maintained by consumer and operated by LESOO staff as per Clause 7.3 of “Policy for connecting a consumer grid station to the NTDC/DISCO network and its Operation and Maintenance. As the Consumer grid station will be operated by LESCO therefore following conditions will be applied in the instant case. In this regard M/s Nishat Mills Ltd. shall provide an undertaking on non-judicial paper they will abide by the conditions mentioned below from “a to I” or any other conditions laterlay issued regarding the maintenance and operation of their private grid station The following minimum staff will be sanctioned at the Consumer g smooth operation. a i) Assistant Forman 1 ii) SSO-I & SSO-II 4 id station for itsb) °) d 8) h) id ons ae 8h The consumer shall provide residential accommodations which facilitate of electricity, Sewerage and sweet water supply to the operation staff as under: i) 3-room quarters including one bath and kitchen built over minimum covered area of 1000 sq-ft. ii) 2-room quarters with one bath and kitchen built over minimum covered area 600 sq-ft iii) (a) PTCL Telephone (b)Mobile set (©) Fax facility M/s Nishat Mills Ltd. shall supply free water and electricity provide to the residents to the extent as admissible to LESCO officials according to prevalent rules. M/s Nishat Mills Ltd. will be responsible for proper upkeep and maintenance of the residential accommodation building at his own expenses. The salaries and allowances of the LESCO staff deputed for the consumer grid station will be calculated on the basis maximum of the pay scale admissible to such officials and will be remitted by the consumer to LESCO in advance for a period of 3 months within 15 days on receipt of the invoices. Any amount received in excess or short of the actual expenditure will be re-adjusted in the next pay bill The relay setting shall be done by NTDC/DISCO concerned and M/s Nishat Mills Ltd. or its staff shall not interfere with the same. M/s Nishat Mills Ltd. will also arrange, entirely at its own cost and expenses for necessary periodic relay testing / calibration (at least annually) in the presence of representative of CE (System Protection) NTDC and the consumer LESCO, if applicable. The relay setting calculations shall be arranged and submitted by M/s Nishat Mills Ltd. to CE (System Protection) NTDC for approval. These relay settings shall be supplied on prescribed Proforma of respective relay (alongwith detail of calculations). The Operation and Maintenance of the feeding /interconnecting line will invariably be done by LESCO. The O&M expenses will, however be to the account of the Consumer including the expenses to be incurred for attending to breakdown along the cost of rehabilitation, if any M/s Nishat Mills Ltd. will be liable to pay a penalty in case they do no maintain / operate the equipment properly resulting into undue outages of the transmission line or any other system interruption in the network of NIDC/LESCO. The penalty shall be at the rate of Rs. 150,000/- & Rs.75,000/- per hour of the outage time in the case of NTDC and LESCO respectively. Mis Nishat Mills Ltd, will be liable to comply with any future changes in Grid Code required by NTDC/LESCO. Consumer will remain liable to implement those changes at their own cost. An undertaking will be submitted by M/s ‘Nishat in this regard. oO Més Nishat Mills Ltd. will be liable install any . if required in futurekK Dd 10. ue 12. 1B. r-4N H for safe operation and maintenance of Grid Station as per policy and instructions of LESCO/NTDC. All cost of equipments and its installation will be borne by the consume being private consumer Grid Station. Mis Nishat Mills Ltd. will be bound to follow the load management instructions issued by PEPCO / LESCO. In case of failure to follow the said instructions, the Control Centers will have the right to disconnect the supply of 132 KV Mis Nishat Mills Ltd. Grid Station forthwith besides taking other appropriate measures and punitive actions in this regard, The load profile data of the energy meters on the circuits emanating from 132 KV M/s Nishat Mills Ltd. Grid Station will be considered as sufficient evidence for compliance / non-compliance of the load management instructions. ‘Mis Nishat Mills Ltd.will be responsible to abide by all terms and conditions, which are not only limited upto above mentioned conditions as some other conditions and provisions necessitated according to any particular operating situations, shall essentially be made a part of the connection /commercial agreement from LESCO to be executed will be abided by the M/s Nishat Mills. M/s Nishat Mills Ltd. are liable to abide by all the instructions of policy for construction of grid station issued by GM (C&M) PEPCO vide his office letter No.3226-40 /GM (0) PEPCO / RA dated 30-07-2010. An undertaking on non- judicial paper will be provided by M/s Nishat Mills Ltd. PD (GSC) will ensure submission of the said undertaking before execution of work the grid station. In case of variation in_prices of material due to escalation or additional material is required to be used or any other charges are detected by Audit / any other agency at any later stage, M/s Nishat Mills Ltd. will remain liable to deposit the same, The undertaking on non-judicial paper will be provided by the consumer and PD GSC LESCO will ensure before start of construction works. Copy must be provided to the office of C.E (P&D) for record. ‘As the Tentative estimated cost for the construction of Grid Station and associated T/Line is being recovered, but M/s Nishat Mills Ltd. Mills are required to furnish an undertaking on non-judicial paper of Rs.100/- to the effect that they will pay the difference of actual estimated cost of construction of Grid Station and associated T/Line, with other allied equipments and materials required for energization of the connection from independent 132 / 11 KV Grid Station under tariff B-IV due to escalation of material cost or change of route / design etc. This will be ensured by PD GSC before start of construction works. Copy must be provided to C.E (P&D) office for record. M/s Nishat Mills Ltd. will also submit an undertaking before energization of his connection that they will not extend their load beyond sanctioned limit and will not make any alteration in the grid equipment including the power transformer without prior approval of LESCO. In case of violation LESCO reserves the right to disconnect the supply. ‘The Project Director (GSC) LESCO is directed to follow the approved design / drawings issued by the C.E. Design (NTDC) PEPCO, WAPDA house Lahore for execution of work of Grid a and T/Line. age}Page Sof? 14. The Contract (MOU) for consumer connection and Supply of Electric Power will be Signed between LESCO and M/s Nishat Mills Ltd. in accordance with the stipulations in grid code for the distribution code of LESCO under which the extension of load is being applied by M/s Nishat Mills Ld. ie. the grid code of the of the Distribution Code (LESCO) by tapping the load of M/s Nishat Mills Ltd. with LESCO network. SE (GSO) LESCO shall get the needful done as per policy and singed the MOU on behalf of LESCO. The Standing Committce will ensure execution of this agreement before implementation of extension of load. 15. M/s Nishat Mills Ltd. will install power factor correction equipments at his own cost to ensure that the power factor at his premises should not fall below 90%. This shall be censured by the Standing Technical Committee before energization of connection at B-IV tariff, 16. Installation shall be inspected and certified by the Electric inspector Govt. of Punjab for issuance of necessary Test Report & NOC before energization of connection at B-IV tariff and same may be submitted to this office after completion of grid station for further process 17. Provision of clear Right-of-Way and NOC from NHA / TEPA /PHA / City District Govt te. will be the sole responsibility of M/s Nishat Mills Ltd. in case of any dispute with Govt. agencies or private owners will be settled by M/s Nishat Mills Ltd. on cost deposit basis where the installations of 132 KV Towers / poles foundations with stringing work is required. He will also deposit the difference of amount due to any change of route or requirement of excess material etc. The PD (GSC) may ensure the deposit of difference amount if any before energization of the grid station. 18. M/s Nishat Mills Ltd. will also deposit the difference of amount due to any change or route or requirement of excess material etc. The PD (GSC) may ensure the deposit of difference of amount, if any, before energization of grid station 19, Separate metering room as per Drawing No. CEDD / 3 C for housing 132 KV metering panel shall be constructed at the above grid station with the excess near main gate proposed by CE (Design) NTDC PEPCO. Dy. Manager (Op) LESCO Rural Division Sheikhupura will keep the keys with his safe custody and one spare key should remain with. Manager (Op) LESCO Sheikhupura Circle. 20. The work shall only be taken in hand by the Standing Technical Committee comprising the following officers after receiving SJO from CE (P&D): 1) Manager GSO LESCO. Convenor 2) Manager (Operation) Sheikhupura Circle LESCO. Member 3) Manager M&T (West) Circle LESCO. Member 4) Dy. Manager (Op) LESCO Rural Division Sheikhupura Member Deputy Manager (P&I) WAPDA / LESCO, Dy. Manager (SS&T) LESCO, Dy. Manager (T&) LESCO will associate The Standing Technical Committee for testing ‘and securing the 132KV CTs,PTs, metering Panels conduit pipes etc 21. Two No. static (TOU) 132 KV energy meters of accuracy clause 0.2 for billing and back up metering may be provided by the consumer. The Demand Notice for installation meters etc. or any other charges will be issued by the DM (0) Rural Division, Sheikhupura and will get the same deposited from M/s Nishat Mills Ltd. oPage 6of7 ‘Technical Committee shall observe the followings before implement of extension of load:~ i) Metering system will be 3-Phase / 4-wire, ii) Control cables from P.Ts will be laid in separate steel conduit pipes. Size of control cables will be 4-core 2.5mm sq copper. iii) Secondary connection boxes of all the 132 KV C.TS & P.Ts will be secured properly by pasting postal orders to be signed by all the Committee members. iv) The 11KV energy meters will be installed in proper panels/ stee! cubical. This panel will have hinged door with locking / sealing arrangements Glass windows will be provided in the door for viewing the readings of all the meters. Proper fixing arrangements will be provided in the panel for easy installation of energy meters. Terminal blocks for each C.T / P.T circuit as mentioned above will also be provided in the panel. In addition to above, proper arrangements for Earthing of all meters etc. will also be provided in the panel. 23. The Standing Committee shall also ensure before implementation of extension of load that: (0 No court case is pending in any Court of Law / Forum / Agency/ Authority regarding this connection or against this premises. (i) The metering room is located at the outer periphery of the premises near main gate and in accordance with PEPCO/LESCO Specification / Drawing. (iii)The premises is not defaulter of LESCO. (iv) There is no other connection in the same premises. 24. All other usual formalities shall be fully observed by The Standing Technical Committee before taking the work in hand before energization of the connection at B-IV Tariff. 25. The Dy. Manager (Op) Rural Division Sheikhupura may be directed to get return all the dismantled material to concemed field store after implementation of extension of load by observing all departmental formalities. 26. The Dy. Manager (Op) Rural Division Sheikhupura shall watch the MDI to restrict with in sanctioned load besides follow the implementation of load management schedule issued by PEPCO/LESCO. 27. The Manager M&T West may be directed to circulate the test check Performa to all concerned after duly signed by all committee members along with representative of the consumer also copy to CE (P&D) Office LESCO for record. 28. The Automatic /Manual change over switch will be provided by M/s Nishat Mills Ltd.. in case of his own source of supply /self-generation. The proper installing / testing of the same should be ensured by Manager M&T (West). 29.Manager (GSO) LESCO may be directed to submit the SJO issued by C.E.(P&D),LESCO after completing by observing all departmental formalities to this office for record. He will also submit all required documents to the office of AM (CS) Rural Division Sheikhupura for proper billing from MIS Directorate. 30. PD (GSC) LESCO may be directed to hand over said grid station to the Management of Chief Engineer (T&G) O&M with the complete set of drawings and records after getting necessary checking / testing from all concerned like P&I, T&I and SS&T divisions LESCO ete by observing all one a ies.To: Info: 31. 32. 33, 34, DA M/s Nishat Mills Ltd, shall follow the NEPRA Act 1997 clause 22(2) and electricit 1910. |All the work shall be executed according to the WAPDA / PEPCO/LESCO Standard Design & Specifications issued by NTDC / PEPCO/LESCO. . After implementation of extension of load from 4850 kW to 11500 kW through proposed 132 KV independent private Nishat Mills Ltd. grid station, the spared 11 kV independent Nishat Mills feeder feeder emanating from 132 kV Bhikhi grid station will be utilized by LESCO. All other terms and conditions of tariff B-IV of 132 kV independent grid station with In&Out arrangement will remain applicable.
