1. Purpose:
This General Instruction provides Petro Rabigh (PR) Traffic Safety requirements for vehicles operating
within Petro Rabigh premises and for the PR vehicles operating within and outside PR premises,
authorized driver requirements, usage of company vehicles, incentive program for safe driving, penalty
points and disciplinary actions for unsafe driving.
Also specifies traffic safety program elements, violations approval process, SAHER violations, payment of
penalty and impact of unsafe practices on employees Performance Rating and Promotion Plans.
2. Scope:
This General Instruction is applicable to all Petro Rabigh employees, Saudi Aramco & Sumitomo
Secondees, supplemental employees, consultants, contractors, General services (Catering,
Transportation, Gardening, Housekeeping etc.,), Petro Rabigh job seekers, visitors and employee
dependents, Government Agencies such as FSF and Coast Guards operating within Company.
Dept Violations Coordinator (Handler): Liaise with violator. Assists Section Head and Manager to have
full information from the violator.
Employees: Refer to Petro Rabigh employees, Saudi Aramco Secondees, Sumitomo Secondees,
Consultants and Supplemental manpower.
Motor Vehicles: Automobiles, buses, golf carts, and other passenger-carrying vehicles, trucks of all
types with or without trailers, motorcycles, and any other powered vehicle used for transportation of
passengers or cargo are defined as motor vehicles. The cargo carried by a motor vehicle is considered
part of the vehicle.
Motor Vehicle Accident (MVA): A Motor Vehicle Accident is any occurrence involving a Petro Rabigh
or contactors Motor Vehicle that results in death, injury, or property damage, whilst on Petro Rabigh
business.
Petro Rabigh motor vehicle: Any vehicle (defined above) owned, maintained and operated by Petro
Rabigh, or rented/leased from a contractor who owns and maintains it for the use of Petro Rabigh
employees or other users authorized by Petro Rabigh.
Pool vehicles: The vehicles are used by multiple users and authorized through PRC Web Portal for
certain duration of time and controlled by CBS. Pool vehicle have a large sticker of letter “P” installed
on the rear glass. Refer to CBS General Instruction PR/CBS/FSS/GI-002 “Pool Vehicles” dated June 01,
2015.
Persona Non Grata: A violator (employee/contractor) shall be marked PNG (Persona Non Grata)
automatically by the system if he/she commits 3 violations in a calendar year.
Security Violations Processor: A Security Department employee, responsible for traffic violations in
Traffic Violation System and liaise with proponent departments for traffic violations (PRC and SAHER).
SAHER Violations: Relates to violations reported by SAHER System for PRC owned or leased vehicles
only, does not cover employees or contractors private vehicles for SAHER violations in the context of
this GI.
U-Drive vehicles: The vehicles are provided by Transportation for work-related single trips of short
duration. U-Drive vehicle have a large sticker of letter “U” installed on the rear glass. Ref to CBS
Procedure PR/CBS/FSS/P-002 “U Drive Vehicles” of June 01, 2015.

4. Responsibilities:
4.1 Security Department Manager:
4.1.1 Enforce traffic safety rules and regulations in the Company and issue guidelines to security personnel
to serve traffic violations for unsafe driving practices and misuse of company vehicles.
4.1.2 Investigate and review traffic violation, if not accepted by Proponent Departments for possible
resolution.
4.1.3 Represent SED in MIS and Quarterly Safety Meetings and discuss with Management what measures
are taken to reduce traffic violations.
4.1.4 Ensure that traffic violations reported by SAHER for Company vehicles are communicated to
respective Function Heads in a timely manner and monetary penalty paid by the drivers.
4.1.5 Ensure representation of Security Department in Safety Committee Meetings in all PR Functions and
the PR Departments, when requested.
4.1.6 Update this GI at three years interval or earlier due to changes in policies and procedures or to
reflect specific requirements.
4.1.7 Authorized to grant waiver for PRC penalty points and/or cancel a traffic violations in justifiable
circumstances.
4.2.1 Publish periodic performance and statistical reports on traffic safety for management information.
4.1.2 Follow up with the Proponent Departments for the Motor Vehicle Accident (MVA) Report.
4.1.4 Participate in Traffic Safety studies for roads, parking areas etc.
4.1.6 Determine whether a motor vehicle accident for company vehicle should be categorized as
preventable or non-preventable based on Preventability/Non preventability Guidelines – Annexure
VI.
4.3.2 Share Traffic Safety Program with Government Agencies such as FSF and Coast Guards operating
within Company premises and ensure that no unsafe act is committed by them.
4.4.1 Monitor and control traffic flow and issue traffic violation for unsafe acts as per “Annexure I”.
4.4.2 Inspect Parking areas in Industrial and Community for unauthorized parking.
4.4.3 Place notification - “This Vehicle is Improperly Parked” on the vehicle, if parked at an unauthorized
space when violator is not around.
4.4.4 Inform the violator that he/she has committed a violation and explain the type of violation, such as
speeding, parking, not wearing seat belt, use of mobile phone while driving, etc., and issue citation.
4.4.5 Explain that the driver, if involved in an MVA that he/she should take Driver Improvement Refresher
Program before resuming driving in company premises.
4.4.6 Enter the Traffic Violation in Traffic Violation System for Security Shift Chief review and approval.
4.4.7 Check for authorization letter for use of Company pool vehicles after working hours (15:30 hrs) at
Security Main Gates (Gate 1, Gate 10 and Gate 16). Issue traffic violations to those not authorized to
use pool vehicle after working hours. Ref. item 4.9.10.
Note: All Security Operations personnel authorized to report/initiate a violation as a first level initiator or
observer.
4.5.1 Review Traffic Violation, either reject or approve though Traffic Violation System.
4.5.2 Approve traffic violation through Traffic Violation System that sends auto generated notifications to
Violator/Host, Department Violations Handler, employee Section Head and Department Manager.
4.5.3 Reject traffic violation with zero penalty points and take closure action through Traffic Violation
System that sends notifications to SED Manager and SOS Section Head.
4.6.1 Retrieve information of SAHER violations for PRC vehicles on daily basis, reflect the violations in PRC
Traffic Violation System and notify the violator, Section Head and Department Head for online
payment of penalty.
4.6.2 Responsible to re-open, update badge numbers and re-assign the disputed traffic violations.
4.6.3 Submit yearly detailed report of all traffic violations (PRC as well as SAHER) with penalty points to
Policy & Organization Development Department for 12 calendar months for PMP and Promotion Plan.
4.7.1 Provide Driver Improvement Program (DIP) for all PR employees, their dependents who are required
to drive motor vehicles and/or motor bikes within Petro Rabigh complex and/or the Community.
4.7.2 Offer Driver Improvement Refresher Course (DIRC) every three (3) years for all PR employees and
dependents (licensed drivers).
4.8.1 Add a copy of Warning Notice and Corrective Guidance, supported by UDPW Notice, in employee file,
countersigned by the respective employee.
4.8.2 Consult with employee Department Head, if termination of an employee on the grounds of traffic
accident/traffic violations is considered, so that correct Company and Saudi Labor Law procedures are
followed.
4.9.1 Maintain all roads in low security areas (Industrial and community) in safe condition by meeting the
road safety requirements (including servicing of the road, providing traffic signs, and road bumps
(excluding steel or rubber road bumps) road lights, etc.).
4.9.2 Facilitate 'towing service vehicle' to remove any breakdown for PRC leased vehicles.
4.9.3 Perform regular maintenance for PRC leased vehicles and affix the label (of inspection/maintenance)
on the vehicle front windshield.
4.9.4 Affix large stickers of letter “P” and “U” on Pool and U-drive vehicles respectively.
4.10.1 Maintain all roads in high security areas in safe condition by meeting the road safety requirements
(including servicing of the road, providing traffic signs, and road bumps (excluding steel or rubber road
bumps) road lights, etc.).
4.11.1 Review and acknowledge Traffic violations by using link to Traffic Violation System within five (5) days,
indicate “verbal corrective action taken” or upload a document (Memo to File or Warning Notice as
the case may be).
4.11.2 If no action is taken by the Section Head within five (5) days, System shall relay a reminder and extend
another (5) days to acknowledge.
4.11.3 Inaction by the Section Head after ten (10) days shall shift Traffic Violation to Department Manager
in-box for action.
4.12.1 Review and acknowledge Traffic violations by using link to Traffic Violation System within ten (10)
days, indicate “verbal corrective action taken” or upload a document (Memo to File or Warning
Notice as the case may be).
4.12.2 System shall continue to generate reminders to Department Manager until review and acknowledge
process is completed by the Department Manager.
4.12.3 Ensure all authorized drivers possess SAG driving license, completed DIP/DIRC, completed practical
driving test with passing grade, and signed the 'Pre- Driving Safety Undertaking', as per Annexure
IV.
4.12.4 Ensure that safe driving attitudes and behaviors are maintained by the authorized drivers by having
regular reviews conducted by their Supervisor every 3 years and prepare “Driver Evaluation of Road
Test” form PR/IS/SED/F-121.
4.12.5 Maintain an up-to-date "Authorized Driver List" of department employees, authorized to operate
company motor vehicles. The list shall include any restrictions (e.g., no night-time driving), and types
of vehicles the employees are permitted to operate.
4.12.6 Arrange to update list of authorized drivers immediately whenever there is a change in an
employee's status, for example, a condition that prevents him from safely operating a company
vehicle.
4.12.7 Ensure that employees authorized to drive are mentally and physically capable to drive safely.
Employees must be instructed to disqualify themselves from driving, if they have any permanent or
temporary conditions that could impair their behavior.
4.12.8 Ensure that employees are informed of all company and department driving requirements and
document these communications.
4.12.9 Nominate one employee (and his back-up) as Dept Violations Coordinator (Handler) to liaise with
Security Department for traffic violations.
4.12.10 Take disciplinary actions against the violators as per Annexure 10.7 for drivers of company vehicles
and Annexure 10.8 for employee dependents, business visitors and contractors.
4.12.11 Conduct periodic safety meetings; familiarize employees with Traffic Rules and Regulations and
penalty points for violations.
4.12.12 Grant online approval to use of Pool vehicles, if required for business purposes after working hours.
4.12.13 Arrange to maintain log sheet for usage of Pool vehicle by the staff members as per form
PR/IS/SED/F-122.
4.12.14 Ensure that all authorized drivers register usage of Pool vehicles in log sheets before use of Pool
vehicles as per form PR/IS/SED/F-122.
4.12.15 Ensure all assigned vehicles drivers follow CBS General Instruction “Permanent or Temporary
Assigned Vehicles - PR/CBS/FSS/GI-002” of June 01, 2015.
4.12.17 Ensure that all Motor vehicle accidents committed by department employees are investigated.
4.12.18 Follow POD instructions regarding employees PMP and Promotion Plans for those receiving traffic
violations during PMP and Promotion cycle.
4.12.19 Advise contractors and business visitors to obey PRC traffic rules and regulations for driving in
company premises or visiting Petro Rabigh facilities.
4.12.20 Ensure that Traffic Safety Program details are addressed in monthly safety meetings (Refer the
Instructions PR/IS/SFD/GI-010: Safety Meetings”).
4.12.21 Departments may consider incorporating safe driving incentives that include:
Recognition of employees without MVA and traffic violations for 3 consecutive years.
4.12.22 Implement recognition schemes as per PR established General Instruction: Safety Recognition and
Awards Program - PR/IS/SFD/GI-077.
4.12.23 Ensure on-the-job and off-the-job driving safety is discussed in safety management program (safety
meetings, safety talks, departmental safety committee meetings etc.)
4.12.24 Consider authorized driver behavior when assigning rating to the Safety Competency in
Performance Management Program (PMP).
4.12.25 Ensure that any driver involved in an accident is banned from using Company Vehicles until he
retakes Driver Improvement Refresher course.
4.12.26 Ensure that the driver involved in an MVA, deliver safety talk narrating the incident before
Departmental Safety Committee.
4.12.27 The system shall share automated violation reports to all Function Heads and Department Managers
of their respective employees and contractors on monthly basis.
4.12.28 Whenever certain changes, improvements and enhancements are necessary, the concerned area
Proponent Manager shall prepare and present the requirement and other details to CPRC (Contract
& Purchase Review Committee) for approval.
4.12.29 Upon approval, proponent shall coordinate with PMD to initiate the contract through third party
specialist organizations.
4.13.1 Must be authorized to use Traffic Violation System as “reader” to receive Traffic violations notification
through system workflow.
4.13.2 If directed, gather the required information from the violator and submit the information to
employee Supervisor/Section Head.
4.14 Drivers:
4.14.1 Refer to driver’s responsibilities in CBS General Instructions, PR/CBS/FSS/GI-02 dated June 01,
2015 “Permanent & Temporary Assigned vehicles”.
4.14.3 Drive safely, follow driving rules and avoid to commit traffic violations; unsafe driver committing
three (3) traffic violations during a calendar year shall be declared “PNG” to drive in company
premises.
4.14.4 Motorcycles users must have SAG Driving License and Motorcycle Registration Plate Number.
4.14.5 Use company vehicles for business purposes in a safe, responsible and professional manner and
properly park at authorized parking space, when not in use.
4.14.6 Cooperate with Security Patrol; don’t argue when informed that the driver has committed a traffic
violation; state the facts clearly. If not agreed, approach Security Shift Chief.
4.14.7 State the facts clearly to the Dept Violations Coordinator (Handler) to liaise with Security
Department.
4.14.8 Pool vehicle Driver shall obtain authorization from CBS Portal, under approval from Department
Head and above for the usage of Pool vehicle after working hours, if justified. The authorization
is an online process through CBS Portal, Department Head approval is required.
4.14.9 Display authorization to security personnel for use of Pool vehicle after working hours to avoid
traffic violation.
4.14.10 Motorcycle drivers shall undergo required training and certification, such as DIP before being
authorized to drive motorcycle within company low security areas, including Community.

4.14.11 All 4-wheel motorbikes (desert bikes) are permitted at the beach area and prohibited to roam
around in the Community, except taking services from Community gasoline station. The age of
desert biker should be 12 years or above unless the driver is accompanied with an adult.
4.14.12 Drivers shall immediately report all Motor Vehicle accidents to their Supervisors and Security
Control Center. Desert bikers should inform their parents and Security Control Center.
4.15.1 For unsafe driving practices committed by a Business Visitor, Security Department shall submit traffic
violation to the sponsoring Department.
4.15.2 For unsafe driving practices committed by a personal visitor, Security Department shall submit traffic
violation to the host and add penalty points to the host.
4.15.3 For unsafe driving practices committed by employee dependent, Security Department shall submit
traffic violation to the employee and add penalty points to the employee.
4.15.4 Personal/Business visitor) must be informed by the host to follow traffic and safety rules and prevent
reoccurrence of Traffic Violation within company premises.
4.16 Contractors:
4.16.1 Security Department shall issue traffic violation to the driver of the vehicle and notify contractor
Proponent Department.
4.16.2 Proponent Department Head shall determine who was driving the vehicle, investigate the violation
and take corrective action, as appropriate.
4.16.3 For contractor’s employees, Traffic Violation System will automatically accumulate penalty points
during a consecutive twelve month (Gregorian) period.

10.1 Annexure I : PRC Traffic Violations Penalty Points & related actions:
Given below is a table for penalty points adopted by PRC for each category of violation. Penalty points
are additive for multiple infractions (such as a driver failed to stop at a traffic light - 8 points; he was also
not wearing seat belt – another 8 points = total 16 points).
Preventable and non-preventable motor vehicle accidents are determined by Safety Department as per
Annexure VI of this GI.

Petro Rabigh have adopted the following penalty points for most often committed SAHER violations by Petro
Rabigh employees and others driving PRC vehicles:

the date of receiving violation notification.
The following safety rules apply to drivers of Company vehicles and also vehicles operated by contractors or others
at Petro Rabigh premises. Drivers of vehicles are responsible for the safe operation of their vehicles, particularly
in relation to speed:
1.1 All drivers must hold a valid SAG driving license and sign 'Pre-Driving Safety Undertaking' notice on form
PR/IS/SED/F-123. ‘Pre-Driving Safety Undertaking is not mandatory for private vehicle Drivers.
1.2 All drivers shall immediately report any changes in license status or ability to drive to their Supervisor.
1.3 All drivers shall take DIP course before being authorized to drive company/contractor vehicle and private
vehicle within company premises including Community.
1.4 Drivers who operate Petro Rabigh vehicles shall have valid Driver Improvement Program.
1.5 All drivers, before driving within Company premises (including Community), shall ensure that his name is
recorded in the list of department ‘Authorized Drivers’. This is applicable to PRC Vehicles only.
2. Preparing to Drive
2.1 Drivers shall perform a 360 degree walk-around before getting into the vehicle.
2.2 Drivers shall inspect the vehicle’s safety equipment (e.g., spare tires) before using the vehicle.
2.3 Driver shall ensure vehicles have a valid inspection sticker and are maintained in a safe operating
condition. Inspection sticker does not relate to employees private vehicles.
2.5 Drivers shall regularly inspect and maintain tire pressure per the manufacturer’s specifications.
2.6 Drivers shall ensure adequate supplies and communication equipment are available for remote area
driving.
3. While Driving
3.1 Drivers shall implement 360° potential hazard inspection of their surroundings before reversing.
3.3 Drivers shall observe speeds in accordance with posted speed limits and driving conditions.
3.4 The use or being under influence of intoxicants or medications which cause impairment while operating
a vehicle is prohibited.
3.6 Only authorized personnel shall drive or ride in Petro Rabigh vehicles.
3.8 Drivers shall not leave vehicles unattended while the engine is running.
3.9 Vehicles shall only be operated or parked in designated operating areas, unless authorized by a Hot Work
Permit.
3.10 Vehicles shall not be fueled with the engine running or during use of any electrical device.
3.11 All Drivers shall immediately report all Motor Vehicle Accidents, no matter how minor to their Supervises
and Security Control Center.
3.13 Drivers shall use Company vehicles for business purposes only.
Purpose:
The purpose of these guidelines is to assist Department Heads under each Function to select the Quarterly Best
Driver. This selection will motivate PR employees in applying defensive driving techniques and act as a role
model in defensive driving. This will in turn lead to prevention of motor vehicle accidents and traffic violations.
Scope:
Each Department Head will select one employee from his Department each quarter who demonstrated excellent
safety record and contributed towards traffic safety. Following is the Selection Criteria:
1. Zero incident by employee during past three months, (on-job, off the job injuries or MVAs).
2. Zero traffic violation by the employee during past three months and year to date (YTD) for company
vehicles as well as private vehicle.
3. Active participation of employee during monthly safety meetings and safety talks. He should make at
least one safety talk addressing traffic safety during that quarter.
4. Active participation of employee in PR Safety Suggestion Program by submitting at least one suggestion
related to traffic safety during that quarter.
5. The Department Head may choose one employee through a draw when more employees satisfy the
above criteria.
Procedure:
1. Every quarter, each Department Head will nominate one employee as per the above selection criteria and
submit his name with passport size photograph to his Function Head.
2. Function Head will make a draw and select one employee meeting the above criteria from his Function
and submit his name with photograph to Safety Department Manager.
3. Safety Department will verify if selected employee meets the criteria. If the employee meets the criteria,
he will receive a prize from Safety Department and his name will be announced in The Catalyst. If not,
feedback will be sent to respective Function Head.
4. Safety Department will send Public Relations Department, names of all approved employees and their
photos (received from respective function head) for announcement in Petro News and Petro Rabigh Portal
main page.
1. All Motor Vehicle Accidents should be considered preventable unless the following basic safe driving and
parking habits were not followed.
2. Complying with current Government Traffic Laws, Signals and Signs; and complying with Petro Rabigh
driving rules.
4. Driving defensively, anticipating hazardous situations, and taking appropriate action to prevent an
accident.
8. Parking properly at designated parking areas; when parking areas are not designated, parking where
other vehicles are not likely to strike the parked vehicle.
9. Non-preventable exceptional cases - when MVA involving a parked vehicle or MVA caused by flying
objects such as small stones or being hit while stopping properly at stop signs or traffic lights.. etc.,
reference General Instruction PR/PPT/P-002 dated February 19, 2015.
1. Intersections - It is the responsibility of all drivers to approach, enter and cross intersections prepared to
avoid other vehicles (even those improperly driven). The failure of a driver to do so must be considered
in determining accident preventability.
2. Reversing - Most reversing accidents are preventable, whether or not a guide was involved in the
maneuver.
3. Front-End Collisions - Virtually all front-end collisions are preventable since drivers are required to maintain
a safe following distance and be aware of any unexpected cross traffic or pedestrians
4. Rear-End Collisions - Rear-end collisions preceded by rolling backwards or failing to signal intentions are
preventable.
5. Being Overtaken - Sideswipes and cut-offs involving a Petro Rabigh driver while he is being overtaken are
preventable unless he fails to yield to the overtaking vehicle by slowing down or moving to the right, where
possible.
6. Lane Encroachment - Any collision involving merging or lane encroachment may often be avoided through
yielding to the other vehicle. Failure to take such action makes most resultant collisions preventable.
7. Opposing Vehicles - Even when an opposing vehicle enters the driver's traffic lane, it may be possible to
avoid collision. For example, if the opposing vehicle is overtaking and the Petro Rabigh driver does not
slow down, stop or move to the right, he has failed to take reasonable action to prevent an accident.
8. Turning - Collisions involving a failure to signal, properly position the vehicle for a turn, check mirrors and
blind spots, or check 'pedestrian lanes, should be considered preventable.
9. Hazardous Situations - Keeping within posted speed limits is not sufficient precaution when unusual or
hazardous conditions. Rain and blowing sand call for further reduction of speed. Accidents resulting from
diving too fast for hazardous conditions are preventable.
10. Fixed Objects - Generally, all collisions with fixed objects are preventable.
11. Parking - Preventable accidents include those resulting from (a) failure to park in locations clearly
designated for parking (where they exist), (b) failure to park completely within parking spaces defined by
stripes, check-ins, upright posts, and barriers laid on the parking area (where they exist), (c) parking on
roads, streets, highways or their shoulder area where a parking zone is not clearly marked, (d) parking in
the wrong direction, and (e) parking outside designated areas at intersections - too close to intersection.
A disabled vehicle is not considered properly parked unless it is off the main traveled portion of the road
and displays proper warnings, as required.
12. Single Vehicle MVAs- Single vehicle MVAs should be ruled preventable when they are the result of
incorrect emergency action taken by the driver to avoid an incident, as this is an indication that the driver
is driving too fast or not paying attention. Incorrect response to emergency conditions may also contribute
to the accident, and must be considered in determining preventability.
13. Off-Road Driving - Off-road accidents must be evaluated carefully. If they result from an error in judgment
or driving technique they should be ruled preventable.
14. Traffic Circles (Roundabouts) - Vehicles in a traffic circle have the right of way, but any incident which
could have been avoided by the driver (e.g., by yielding the right of way) should be ruled preventable .
10.6 Annexure VII : Disciplinary Action & Corrective Guidance for Violations by Employees:
Procedures contained in Chapter 10 (Terminations) of HR Policy Manual and the General Internal Rules for the
Organization of Work and Workmen shall be used as guidelines when handling such cases, in relation to
counseling sessions, written warning notices, and termination involving employees.
1. First Traffic Violation within a period of 12 months (Gregorian): Employee shall be issued a "memo to file"
for any traffic violation regardless of points by Section Head highlighting the traffic violation committed
and explaining relevant company regulations.
2. Accumulation of 10 to 20 penalty points within a period of 12 months (Gregorian): Employee shall receive
1st Warning Notice for second violation or first violation of 10 points or higher. He shall also develop a
Safety Talk regarding the violations and lesson learned for the Section and delivers the talk departmental
safety committee meeting. The employee shall be suspended from driving company vehicles for 3-months
and attend the DIP course refreshment. HR shall be notified.
3. Accumulation of 21 to 30 penalty points in a 12 month period following the issuance of a first warning
notice: Employee shall receive a 2nd written warning notice and the corrective guidance report, issued by
his Department Head. The Function Head and HR shall be shall be notified by the Security Department
Manager.
4. Accumulation of 40 penalty points in a 6 month period following the issuance of a second warning notice:
Employee shall receive a third written warning notice (Dismissal Warning) issued by his Department Head.
The Function Head, President & CEO and HR shall be notified by Security Department Manager.
5. If an employee accumulates any penalty points during the one year period following the issuance of a
Final Dismissal Warning notice, his case will be reviewed for possible termination from company's service.
The Function Head and President & CEO will be notified by Security Department Manager.
6. A copy of each warning notice and the corrective guidance report, countersigned by the employee, shall
be sent to the Employee Relations Department for placement in employee's file. Consultation between
the employee's Department Head and the Employee Relations Department shall occur if termination of
an employee is considered so that correct company and Saudi Labor Law procedures are followed.
7. PR Management has the right to escalate the disciplinary action and corrective guidance of traffic against
traffic violators at any time based on the traffic violations/accidents statistical data.
8. All traffic violations shall be re-set to zero starting from the new calendar year.
10.7 Annexure VIII: Disciplinary Action & Corrective Guidance for dependents, visitors & contractors:
1. Traffic violations of any type by the employee's dependent(s) will be referred to the concerned employee's
Department Head for appropriate disciplinary action as described in Attachment IV. Note that the employee
will be assigned penalty points for traffic violations involving his dependent(s) and personal visitors.
2. Traffic violations by contractor employees or business visitors will be reported to their proponent
organization by the Security Department Manager for appropriate disciplinary action. Any contractor
employee or business visitor accumulating 20 penalty points in a 12 month (Gregorian) period will be
reported to their proponent organization by the Security Department Manager and excluded from driving
on company property.
3. All traffic violations committed by retirees and/or their dependents on company premises will be reported
to the Employee Relations Department for further handling. The following guidelines will be followed:
3.1 Accumulation of 10 penalty points in a 12 month (Gregorian) period: Retiree shall be issued a
notification letter by ER highlighting the traffic violation committed and explaining relevant
company regulations.
3.2 Accumulation of 11 to 19 penalty points: Retiree shall be issued a second notification letter by ER
advising him that committing any further traffic violation will lead to suspension or complete
withdrawal of the access-to-community privileges.
3.3 Accumulation of 20 penalty points or higher: Retiree shall be issued a formal warning letter by ER
advising him that access-to-community privileges are suspended for 90 consecutive days.
3.4 New traffic violations committed after the 90 day temporary suspension period: Retiree shall be
advised that access-to-community privileges are withdrawn temporarily for a period of one year.
3.5 New traffic violations committed after the one-year temporary suspension: Access-to- community
privileges are permanently withdrawn subject to the joint approval of the ER Department Manager
and the Security Department Manager.
2. Avoid the center of the lane having debris and oil spill.
4. Boots or shoes should be high and sturdy enough to cover and support the ankles. The soles and heels
should be made of hard, durable, slip-resistant material. Ensure laces are properly tied so they do not
catch on the motorcycle. Never ride your motorcycle wearing sandals, tennis shoes, or barefoot.
5. Wear Crash Helmet. The most important piece of personal protective equipment for motorcycle riding
is the helmet. A good quality full-face helmet affords the most protection and can help reduce the
severity of head injuries in a crash. Your helmet should bear the mark of a recognized testing agency
such as the American National Standards Institute (ANSI). Always keep your helmet fastened when
riding. Replace your helmet every 3 to 5 years or when damaged or involved in a crash.
6. Wear durable, non-slip leather gloves: They allow for a firm grip on the controls and help protect hands
in a crash.
7. Wear Protective clothing: Proper clothing provides protection and comfort, and improves visibility.
Ordinary clothing can cause skin abrasions during a slide along the ground or pavement in a fall. The
jacket and pants must cover the arms and legs completely; they should fit snugly enough to keep from
flapping in the wind, yet loosely enough to move freely. Always wear your jacket even in warm weather
to prevent dehydration. For maximum visibility, wear brightly colored garments or a lightweight
reflective yellow or orange vest over a jacket. Retro- reflective material on clothing, helmet and
motorcycle helps make the rider more visible to other motorists.
8. Wear eye protection: To ride safely, you must be able to see clearly. Eye protection helps protect you
from wind, dust, dirt, rain, insects, pebbles, and gravel thrown up from vehicles ahead. Eye protection
may take one or a combination of the following forms:
Face shield
Goggles
Full-face helmet
1. Driver Competency:
1.1 Employees driving habits impact their Safety Competency which is a part of Performance Management
Program (PMP).
1.1 When an employee proceeds on his annual or short leave, he should park the vehicle in Company
premises and hand over keys to his Department/Section/Unit Head. No one is allowed to keep the
vehicle with him during leave of absence. Refer to CBS Permanent or Temporary Assigned Vehicles"
(PR/CBS/CFS/GI-003 (Version 6) dated March 20, 2015).
1.2 PRC Vehicles (assigned vehicles or Pool vehicles) must be used for business purposes only.
1.3 Every Petro Rabigh vehicle (owned or leased) are subjected to regular maintenance as per the
scheduled date or the scheduled kilometers run - whichever is earlier, as indicated on the Vehicle Check
Sticker issued by Transportation Unit.
1.4 Company vehicles shall be inspected and checked from inside and outside by authorized drivers before
driving and any damage found should be communicated to Transportation.
1.5 Drivers shall ensure that support equipment, such as spare tire, first aid kit, two reflective triangles,
wheel jack, tools, fire extinguisher are properly stored in vehicle trunk. Any missing item should be
reported to Transportation.
1.6 Certain vehicles, such as trucks, shall have heavy duty fire extinguisher also, in addition to the support
equipment.
1.7 Transportation Unit shall affix emergency contact numbers in a visible place inside the vehicle.
1.8 Section Heads shall ensure that Traffic Safety Publications circulated by Safety Department are shared
among all department employees during the Monthly Safety Meetings. Refer the Instruction
PR/Safety/P-010 (03.002) "Safety Meetings".
1.9 Departments shall actively participate in the Traffic Safety Campaigns organized by Safety Department
from time to time.
1.10 Section Heads shall ensure that topics on traffic safety are included in their Monthly Safety Meetings.
1.11 Departments Heads shall encourage employees to highlight traffic safety and near misses in the
Department Safety Talk. Refer the Instruction PR/IS/SFD/GI-016 "Safety Talks".
1.12 Every quarter, best driver may be recognized as per established 'Quarterly Best Driver' Program, based
on the selection criteria mentioned in Attachment-II (Guidelines for Recognition Selecting Quarterly Best
Driver).
1.13 All Motor Vehicle Accidents (MVAs) are considered preventable if any of the basic safe driving and
parking habit is not followed – except in the cases such as MVA involving a parked vehicle or MVA from
the flying objects such as small stones etc., reference Safety Department General Instruction:
Investigation and Reporting of Incidents (PR/IS/SFD/GI-057)
1.14 All Motor Vehicle Accidents (MVAs) to the company assigned vehicles shall be reported as per
established Safety Department General Instruction - Investigation and Reporting of Incidents
(PR/IS/SFD/GI-057).
1.15 Security Department shall serve traffic violations to the drivers for committing traffic violations within
Company premises (Industrial and Community areas and the connecting road as per Chapter 10 of this
GI. Refer Attachment IV & V for Disciplinary action and corrective guidance.
1.16 Security Department shall inform department heads or above regarding SAHER violations recorded
against the drivers of Company vehicles in their organization. Monetary Penalty for SAHER violation
must be paid by the concerned driver within three days.
All organizations are recommended to develop and maintain KPIs related to their respective departments
with regard to implementation of this Traffic Safety Program. Typical lagging and leading indicators (KPIs)
include -
7.1 Traffic Points Awarded: Total points per month trended over 3 years.
7.2 Motor Vehicle Accident (MVAs): Total MVAs per month trended over 3 years.
7.3 Drivers Improvement Program (DIP): DIP training completed per month versus scheduled and DIP
compliance percentage.
8. Auditing:
8.1 Concerned departments shall include Traffic Safety Program requirements as one of the 1st Party
Audit subjects depending on the need which includes increase in the number of motor vehicle
accidents and traffic violations.
