The State and Local Governance Reform Project (SLOGOR) is a Trust Fund, financed by the

European Union and managed by the World Bank. SLOGOR’s main goal is to promote
transparency, improve accountability and create quality public financial management(PFM)
in the 6 participating Nigerian states.

The SLOGOR project was approved by the World Bank Management on October 17, 2014
and became effective on January 21, 2015.

the European Union provided a grant of about US 78 million to implement the full PFM
package in the six participating states of Anambra, Cross River, Osun, Kano,Jigawa and Yobe.
12.5% of the grant is unallocated at the beginning of the project. 6.5% of the unallocated
funds are set aside for contingencies , the other 6% are planned to provide additional
support to the states that perform well based on their project implementation results at
Mid-Term review.

The Trust Fund(TF) uses World Bank financial management, procurement and disbursement
guidelines to implement the SLOGOR Project through the National Project Coordinating Unit
of each state.

The Project Development Objective (PDO) is to improve transparency, accountability and


quality in public financial management in the 6 participating Nigerian states.
In order to realise its objective SLOGOR plans to offer introduction of the PFM system in
states where it’s not in place.
