The Registrar, Prof. Is-haq Oloyede, stated
this when he paid a courtesy visit to the
Nigerian High Commission in The
Gambia. He pointed out that the purpose
of the courtesy visit was to seek the
cooperation of the High Commission in
t h e re g i s t ra t i o n a n d c o n d u c t o f
examination for prospective candidates.
He requested that the High
Commissioner nominate a Desk Officer in
t h e C o m m i s s i o n to a s s i st i n t h e
registration of candidates at the High
Commission.

ideas and objectives of research and
innovation in tertiary institutions.

intervention, and consolidate on the
intellectual property that would unleash
or serve as catalyst for sustainable

the placement of students in the diaspora

the public universities, these foreign
students would be accommodated by
these institutions to ensure that they
enjoy a smooth academic experience in
Nigeria.
His Excellency, the High Commissioner,
Mr. Mohammed Manu, in his remarks,
welcomed the Registrar and his
delegation to the High Commission. He
expressed happiness for being a part of
the JAMB initiative aimed at providing
opportunities for Nigerian students in the
development in the West African sub-
region and the world at large.
WARIMA has been in existence for eleven
years as a professional organisation for
the development of research and
innovation management in West Africa.
The body is a non-profit, professional
membership organisation for research
managers with a view to fashioning,
showcasing and building on successes
gained and serve as reference point in
West Africa. It also indicated its readinrsd
to engage with all manners of
stakeholders to advance research
management and innovation in the sub-
region and beyond.
It is, therefore, pertinent to note that the
enhance the sanctity of the examination,
it would not allow any examination to
take place one hour after the scheduled
commencement time.

In line with her vision to be the foremost

innovation management in the West
African sub-region, WARIMA offers a
wide range of ser vices including
partnership with funding organisations,
opportunities for capacity building, skills
development, and network with multi-
national leaders in various fields of
research.

Partnership on Access to Education: The
Federal Government has declared that
the lingering number of out-of-school
children is inimical to the economic
growth and advancement of Nigeria.
The Minister of State for Education,
Goodluck Nanah, who disclosed this at
the commencement of the campaign for
out-of-school children in Abeokuta, Ogun
State, urged state governors and
stakeholders to intensify the effort to
eradicate the menace.
He said, “We must always remember that
education is our collective responsibility
and its failure can well be taken as the
failure of us all. This calls for the need for
all hands to be on the deck.”

Road To Federalism: Mr Lakemfa, a
columnist said in his piece that a country
wracked with corruption and impunity,
cannot but be confronted by examination
malpractices and admission rackets even
by institutions. This was the conclusion he
reached at the end of the January 8, 2023
Stakeholders Meeting between the Joint
Admissions and Matriculation Board,
JAMB, and media executives.
Another conclusion was that no matter
how degenerate things become, we must
never be short of men and women
determined to fight the scourge. “JAMB
Registrar, Professor Is-haq Olarewaju
Oloyede narrated stories of the Board's
unending battles with fraudsters who try
to beat the system.

He said for example, during the 2022
UTME/DE registration, some cartels
collected N200, 000 from candidates who
they promised to offer assistance to score
at least 300 marks in the examinations.
Having been tipped off about these
cartels, JAMB allowed all the candidates
to register and sit for the examination.
“Their results were then withheld and for
two months, none of the candidates
protested. Then it decided to play a mind
game with the candidates; it invited all of
them to re-write the examination.“But
the cartels sabotaged the attempt by
ensuring the systems broke down at the
centre, so the examination could not be
conducted.
As part of counter measures, the
Registrar said the Board in 2023 would
not release results of candidates who are
exempted from biometric verification
until same have been subjected to proper
scrutiny.
The examination body had in 2017
introduced the Central Admissions
Processing System, (CAPS), to automate
admission into all tertiary institutions in
the country, but many of the institutions
simply bypassed it. Oloyedeinformed
that the Federal Government has granted
a waiver to enable JAMB process
retroactive admission letters to the
affected students after careful
verification of the minimum
requirements for admissions into the
tertiary institutions.
To check the fraudulent issuance of
Advance Level results, the Board, he said,
is putting in place a Validation Process
built on functional database, and only

results in the Databank can be used for
Direct Entry into universities. JAMB also
i nt ro d u c e d a n e l e c t ro n i c syste m
(Autobot) which provides Artificial
Intelligence on the capacity of every CBT
Centre, simulates real-time examination
condition and helps in Pre-Accreditation
Assessment.
In trying to devolve more powers to the
tertiary institutions JAMB is finding
creative legal means of financially
supporting the institutions while
encouraging healthy competition
amongst them. For instance, it has a
running Corporate Social Responsibility
component called the National Tertiary
Admissions Performance Merit Award,
NATAP-M.
It is in five categories with each category
attracting N100 million. The amount of
N75m goes to the winner, N15m to first
runner-up and N10m to the second.

announced the increase of the prize
money to N750m. To ensure it goes
round, winning institutions cannot win
the prize until five years later.

17TH 2023 - UTME Registration Ends
F e b r u a r y, E x a m B e g i n s A p r i l : A
breakdown of fees to be paid by
candidates for the 2023 Unified Tertiary
Matriculation Examination has revealed
that candidates who decide to opt for the
mock UTME will pay a total of N6, 700,
while those who choose not to sit for the
mock UTME will pay N5, 700.

the 2023 examinations, the UTME/DE
application fee will be N3, 500. The Board
also noted that N500 would be paid for
the reading text; the sum to be charged by
CBT centres would be N1, 700 for those
who do not opt for the mock UTME, while
the CBT service charge for those who
opted for the mock would be N2, 700.
In addition, a total of N700 would be paid
as a registration centre service charge and
N1, 000 as an examination centre service
charge.
In all, the Board noted that the grand total
without mock would be N5, 700; with
mock, N6, 700 and N4, 700 for Direct
Entry applicants.

Forms: JAMB Warns Financial Institutions
Against Extortion: The Joint Admissions
and Matriculation Board (JAMB) has
warned financial institutions
participating in the sale of its application
documents for the 2023 Unified Tertiary
Matriculation Examination (UTME)
against extortion of candidates. The
Board stated that only its accredited
financial institutions would be allowed to
vend its e-PINs.
The Registrar, Prof. Is-haq Oloyede, at a
session with financial institutions
recently, stated that all participating
vendors/tellers must indicate interest
and register with the Board for ease of
identification and record keeping.
While thanking the financial institutions
for their support to the JAMB over the
years, he said their timely and priceless
ideas and suggestions have helped to
drastically reduce the financial burden of
its transactions and transformed the
financial processes of the Board to one
that is in tune with modern dictates.
Oloyede admonished vendors to be
upright in their dealings with the aspiring
UTME/DE candidates so as not to run foul
of its extant rules of engagement. The
Registrar, while explaining the seamless
payment process, said each candidate
must have obtained the National
Identification Number (NIN) as that is the
gateway to the registration because the
candidates would first create a profile by
sending their NIN, followed by a space,
then the eleven-digit number (NIN) to

Varsity Researchers Win TETFundGrants:
A team of four researchers from the
LadokeAkintola University of Technology
(LAUTECH), Ogbomoso, Oyo State, has
won N89.1 million as research grant from
the Tertiary Education Trust Fund
(TETFund), under the 2021 TETFund
National Research Fund (NRF)
Intervention.
This was contained in a statement made
available to The Nigerian Tribune on
Monday by the public relations officer of
the institution, Mr. Lekan Fadeyi.
While the acting Vice-Chancellor of
LAUTECH, Professor Mojeed Olaide Liasu,
lauded the scholars for their efforts in
winning the grants, the Registrar of the
i n st i t u t i o n , D r Kayo d e O g u n l e ye ,
appreciated them for their contributions
to the awards that had added to the
laurels of the university.
Earlier, the Director of LAUTECH Centre of
Research, Innovation and Development
(LAUCRID), Professor TaofikAdedosu, in

Management of the University for its
support, which he said had enabled the
centre to excel.
In another development, some
researchers from the Niger State-owned
Ibrahim Badamasi Babangida University
Lapai (IBBUL) have won grants from the
Tertiary Education Trust Fund (TETfund)
under the National Research Fund (NRF)
intervention.
The research grant which is to the tune of
over N70 million was won by three teams
with Professors Musa Dickson Achimugu,
Dadi-Mamud Naomi John and Dr Yusuf
Ishaqas principal researchers.

LEADERSHIP NEWSPAPER SATURDAY, 21ST JANUARY, 2023– WAEC Sanctions 13 Secondary Schools Over Exams Malpractice
: The West African Examinations Council (WAEC) has sanctioned 13 Secondary Schools in Gombe State over cases of
examination malpractice.
The Director of examinations in the Gombe State Ministry of Education, Ali Yaya, disclosed this during a meeting with
principals of secondary schools in the state.
He said the development was a major setback in the ministry's effort to improve the education sector in the state as it had led
to the de-recognition of seven public schools in the state between 2018 and 2020 by WAEC and in 2022, six schools caught
have been de-recognoised by WAEC and fine with a N500,000 penalty.
According to the him, examination malpractice is currently the major challenge facing senior secondary schools in the state,
and the menace must be tackled before it escalates to other schools.
He warned schools to avoid malpractice of any forms, adding that any school found wanting again would be seriously
punished.

Ebenezer Owolafe, urged the students to
stay focused and shun anti-social
activities that could derail their primary
objective at the institution as they have

Samaila Augie, has taken a tour of the
State Offices of the Board under his
jurisdiction to monitor the 2023 UTME
registration exercise in order to provide
first-hand supervisory solutions to any
identified problems during the exercise.
He urged staff of the various facilities to
stay focused, committed and loyal to the
services of the Board.
In his message at the Zamfara State
Office on Monday, 16th January, 2023,
the Ag. Zonal Director expressed
satisfaction with the level of commitment
of staff of the State Office to their duties
while impressing it on them to keep the

“Candidates would be notified of their
new scheduled centre before they leave
the examination centre. Furthermore, no
candidate is allowed to spend less than
one hour before submission during
his/her examination.”
The Board observed that late
commencement of examination or early
huge investments in them.
Speaking with JAMBulletin at the venue
of the ceremony, the Registrar said, “It is
not enough to get matriculated in an
institution, because many get
matriculated but never graduated not for
reasons attributed to acts of God but
through peer pressure, indolence,
cultism, incessant partying and clubbing,
excessive religious activities, students'
unionism, among others.”
“The only way a child sent to school by a
parent can make such parent happy and
fulfilled is for the child to concentrate on
his studies, and graduate not only with
good grade but also with good character
and learning.”
In his address on the occasion, the Vice
Chancellor of the University, Prof.
Abayomi Fasina, attributed the success

In his words, “I urge you to remain
dedicated to your work, as there is
reward for hardwork, whenever you get
rewarded in the future, you will
remember my words of today, so keep it
up.”
Responding, the Zamfara State
Coordinator, Mr. Dabo Sani, expressed
appreciation to Mr. Augie for the visit,
noting that such a visit was a morale
booster to members of staff of the State
Office.
In like manner, the Kebbi State Office on
Tuesday, 17th January, 2023, played host
to Mr. Augie. In his address on the
occasion, he charged the staff to be
disciplined and maintain their rules of

According to him, the conference is an
opportunity to take stock of our
performance, reflect on its
achievements, identify its challenges,
map out opportunities to deepen its
contributions in teaching, research and
application of knowledge to solve
problems in Africa.
While declaring the conference open, the
Special Guest of Honour, the Minister of
Higher Education, The Gambia, Prof.
Pierre Gomez, represented by Mr. Muktar
Darboe, the Deputy Permanent
Secretary, Technical, said there is a big
burden on the academia for them to
research and innovate to speed up the
development of the African continent to
accommodate its rising population,
devise appropriate ways of funding
university education as well as address
the rising socioeconomic challenges in
Africa.
In a similar vein, the Chairman of AWAU,
Prof. Abdullahi Bala, Vice-Chancellor,
Federal University of Technology, Minna,
in his opening remarks said, “AWAU has
since 2013 unfailingly organised annual
conferences to deliberate extensively on
issues concerning higher education in
West Africa. Previous conferences were
held in Ouagadougou, Burkina Faso
(2013); Cape Coast, Ghana (2014); Abuja,
Nigeria (2015); Abidjan, Cote d'Ivore
(2016); Niamey, Niger Republic (2017);
Dakar, Senegal (2018); and Benin
Republic (2019).”
According to him, the 2023 Conference
should have been held in 2020 , but,
”Here we are holding it three years later.”
The conference, which was scheduled to
hold on 15th-17th September, 2020,
could not hold because of the onset of
the COVID-19 pandemic and its attendant
disruptions of most activities, including
international flights and academic
activities.
He called on all participants at the
conference to note, “The challenges
facing higher education in West Africa,
which are numerous, including the

perennial problems of massification,
inadequate capacity to absorb qualified
applicants for higher education, low
levels of internationalisation and
students' mobility, and inadequate
collaboration for cross-border research
among institutions in the region.”
He urged members to reflect, in their
discussion at the conference, the new
realities of the post-COVID era and the
steps needed to be taken by AWAU in
promoting, forging and facilitating
unique partnerships and cross-border
collaborations towards leveraging on the
opportunities available to higher
e d u cat i o n a l i n st i t u t i o n s a n d t h e
academic community in general to
combat existing and emerging
challenges.
Prof. Yakubu Ochefu delivering the
keynote address on "Education 4.0 and
Reorienting Higher Education in West
Africa for National and Regional
D eve l o p m e nt " d e c l a re d t h at t h e
conference affords all the opportunity to
take a hard and critical look at the triggers
for the disruption of the nature and
character of higher education in the sub-
region and how participants can translate
these into opportunities as part of efforts
to reform and transform the sector.
Furthermore, he stated that globally, the
higher education business has been in a
state of transformation for the past two
decades and disclosed that two major
forces have been driving this
transformation. He said these were the
role of knowledge in the development of
contemporary societies and the broader
application of information technologies
in education delivery. He posited that a
significant debate in higher educational
discourse is how the university system
will confront the challenges and changes
occasioned by globalisation.
Goodwill messages were taken from
Secretary General, AVCNU, Prof. Yakubu
Ochefu; Vice Chancellor, Cape Coast,
Ghana; Prof. Johnson Boampong;
President, WARIMA, Dr. Kanteh Dembo;
the Registrar, JAMB, Prof. Is-haq Oloyede,
and the Executive Secretary, NUC. In
addition, where all welcomed the
collaboration with other research
organisations like WARIMA. They

between research management and the
university leadership as a key to
delivering on the deliverables.
The Registrar, Prof. Is-haq Oloyede, urged
the universities to do more as the hope of
the region lies on the academia adding
that this can be supported by peer
review. He also submitted that ensuring
inter-personal friendship across the ivory
towers, among others, would help in the
development of the sub-region.
Chairing a session on "Global
Perspectives", Prof. Is-haq Oloyede
commended the quality of presentation
as he uged all to ensure the full adoption
of the issues while decrying the low
attendence at the conference saying
those absent cannot imagine what they
are missing. He tasked all to ensure that
their colleagues are well-informed of the
benefits of coming on Board.
Papers were presented on "Universities:
Past, Present and Future Oxford
U n i v e r s i t y, U K " ; P a r t n e r s h i p s ,
Collaborations and Inter-University
linkages" as well as "Entrepreneurship
and Enterprise Development."
A session was dedicated to "University
Research and Development" and was
chaired by Prof. Labode Popoola; "Setting
up a Research Management Office"
chaired by Dr. Denbo; while "Research
and Development as Catalyst for Change"
was chaired by Prof. Nana Oye Akuffor,
from the University of Ghana.
Presentation of papers were also made
on "Bridging the Gap between Research
and Project: The Role of Implementation
of Science /Research"; "Underutilized
Tropical Seeds: Vital Source of Wealth
and Nutricosmeceutics for Sustainable
Health and Greener Environment" and
"Establishing Research Management
Office (RMO) - Catalyst for Institutional
Research Development," among others.

the election of new Executives to pilot the
affairs of the Association. Thus, Prof.

OGUN STATE COORDINATOR MEETS CBT OWNERS, WARNS
AGAINST SHARP PRACTICES
I n his bid to ensure a seamless
registration exercise, the Ogun State
C o o r d i n a t o r, M r. H a k e e m
AbdulHameed, has warned
accredited CBT centres in the State to
shun acts that could jeopardise the
ongoing 2023 UTME registration
exercise.
The State Coordinator, who stated this at
a meeting with Centre Proprietors over
the weekend, stated that the meeting
was a follow-up to the earlier one held by
the Registrar with all critical stakeholders
in the build-up to the sale of 2023 UTME
application documents.
Mr. AbdulHameed advised CBT Centre
Administrators to adhere to all the
guidelines enunciated in the various
advisories issued by the Board.
He reiterated that the Registrar, Prof. Is-
haq Oloyede, frowns at all acts that could
truncate the smooth conduct of the 2023
UTME. He congratulated the invited
centres on their good fortune for scaling
the hurdle of accreditation.
...JAMB Sokoto Zonal Office Pays Courtesy Call On Sultan
Samaila Augie, on Monday, 16th January,
2023, led a delegation from the Sokoto
Zonal Office to the Palace of His
Eminence, the Sultan of Sokoto, Alhaji
Sa'ad Abubakar III.
Mr. Augie, who said he was at the Palace
on a courtesy call to His Eminence,
expressed the warm regards of the
Registrar, Prof. Is-haq Oloyede to the
Sultan.
In his address, the Zonal Director thanked

CBT centres not to register any candidate
once they have exhausted their stock of
reading texts. He stated that all reading
texts to be issued to candidates must
have the QR code at the back, stating that
on no account should a candidate be
given a reading text without the QR code
as it is the code that will allow the
candidates to access the eBrochure and
eSyllabus.
He also informed the centres not to
extort money from candidates or
warehouse reading texts. He said the
remaining texts must be returned to the
State Office immediately after
registration.
In his response, the Centre Administrator,
Eagle Hand CBT Centre, Mowe,
commended the
Coordinator for meeting the centres to
properly brief them on the dos and don'ts
of the registration exercise. He pledged
the support of all the CBT centres in the
State towards ensuring a seamless
educational development of the State as
well as his support to the Zonal Office
citing the recent allocation of land to the
Board by the State Government for the
building of a new office complex, among
others.
In his remarks, His Eminence thanked the
Zonal Director and his entourage for the
visit. He disclosed that he had worked
with the Registrar for quite a long time at
the Nigerian Supreme Council for Islamic

which was conducted in December, 2022.
He disclosed that a total of twenty-one
CBT centres met the requirements during
the exercise. He also noted that out of
the nine centres in Abeokuta, only two
were accredited which implies more work
for the JAMB Professional Registration
Centre.

 FEW FACTS ABOUT JAMB
The Joint Admissions and Matriculation Board (JAMB) was established for the general control
of the conduct of matriculation examinations for admissions into all universities,
polytechnics, monotechnics, colleges of education and ( recently added) Innovation
Enterprise Institutes (IEIs).
Section 5 (2)of the ACT establishing the Board provided as stated: For the avoidance of
doubt, the Board shall be responsible for determining matriculation requirements and
conducting examinations leading to undergraduate admissions and also for admissions to
National Diploma and the Nigerian Certificate in Education courses, but shall not be
responsible for examinations or any other selective process for postgraduate courses and
any other courses offered by the tertiary institutions. In the implementation of this section,
there is always a synergy with the National Universities Commission(NUC), the National
Board for Technical Education(NBTE) and the National Commission for Colleges of
Education(NCCE) with the endorsement of the National Council on Education( NCE).
In exercising this power, the Board is always guided by admission guidelines approved by the
Policy Meeting under the Chairmanship of the Hon. Minister of Education with all Heads of
Tertiary Institutions and other stakeholders in attendance.
Since the inception of the Interim Joint Matriculation Board Examination (IJMBE),
JAMB appoints moderators for all its questions as well as the grading of candidates
scores. It has always done this without failing to still accommodate ‘HSC’ within the
current 6-3-3-4 system. The National Council on Education(NCE) guidelines for the
Joint Universities Preliminary Examinations Board (JUPEB) also endorsed the
practice for JUPEB.
The Joint Admissions and Matriculation Board shall continue to operate within its laws.

CESSATION OF ILLEGAL/IRREGULAR ADMISSIONS

All applications of admissions to First Degree, National Diploma,
National Innovation Diploma and the Nigeria Certificate in Education
into Full-Time, Distance Learning, Part-Time, Outreach, Sandwich,
etc., must be processed ONLY through the Joint Admissions and
Matriculation Board (JAMB).
No Institution should advertise or sell “application forms” for
admissions into the programmes. Institutions should advertise
candidates to apply to them through Joint Admissions and
Matriculation Board (JAMB). Duplication of application forms is NOT
allowed.
Joint Admissions and Matriculation Board (JAMB) and the three (3)
Regulatory Agencies (National Universities Commission (NUC),
National Board for Technical Education (NBTE) and National
Commission for Colleges of Education (NCCE) will ensure that all
Tertiary Institutions comply with this policy directive. Other
Professional Regulatory Agencies will also play a role in sanitizing the
process.

The duration of all Non-Full Time Studies must be maintained as

approved by the Regulatory Agencies. This is generally not less than
one hundred and fifty percent (150%) of the equivalence of Full Time.

ADVERTORIALS
Institutions that desire to place advertisement can do so with the
requirement that candidates who sat for the current UTME (or DE
candidates) should change to their institutions as First (1st) Choice
rather than requesting the candidates to purchase another application
form or apply. This is to prevent the issue of double registration which is
a violation of the mandate of JAMB.
It should be reiterated that no Institution should advertise or sell
“application forms” for admissions into the programmes listed above.
Institutions should advise candidates to apply to them through Joint
Admissions and Matriculation Board (JAMB). Duplication of application
forms is NOT allowed.
